Singapore's government formulated the Global Schoolhouse, a policy platform based on three pillars: investing financial support with an identified group of “world-class universities” to establish operations in Singapore; attracting 150,000 international students by 2015 to study in both private and state-run education institutions; and remodel all levels of Singaporean education. Its knowledge economy plans require Singapore's citizens to be self-reliant, to better themselves through education and training, and if necessary to relocate themselves regionally to exploit opportunities, rather than expecting their government to take responsibility for their employment.

The concept of “world-class university” has been there for some time, and everyone wants a world-class university, and no country feels it can do without one. This battle to develop world-class universities lies not only in the gained status but also in the symbolic role of such universities. Universities exist mainly for research and dissemination of knowledge, which have become critical drivers of economic growth. For this reason, world-class research universities are recognized as central institutions in the 21st century economies. This recognition comes with pressure for universities to rethink their research activities and with the need to raise their research status to that of internationally accepted world-class universities. However, in order to attain the world-class research status, there is a need to sustain the efforts being put in place at both national and university levels. This study analyzed university data over nine years, from 2008 to 2016. It examined how Nanjing Agricultural University has strived to sustain its efforts towards attaining world-class research status. The results reveal that consistency and sustainability have resulted in excellence in research and increased research production. The conclusion is that the sustainability of the efforts significantly increases research production and excellence.

The purpose of this chapter is to explore the determinants of innovative capabilities in an emerging country context. The authors focus particularly on the impact of recent changes in SME policies in Turkey. Using a unique firm-level survey conducted on 45,000 SMEs, innovative capabilities of firms are assessed at three different levels: their innovation efforts, innovation decision, and innovative intensity. The authors analyze and compare the impact of two different incentive schemes: one a purely financial support, and the second, consultancy and technological assistance coupled with financial facilities. Whereas all firms seem to benefit from financial support, only less innovative firms take full advantage of the advisory services. Overall, the determinants of innovative capabilities depend considerably on the type of firms, suggesting the need for differentiated policy measures.

International collaboration is one of the effective ways to enhance the impact of scientific research papers. In this research, international research collaboration papers published by world-class universities in the field of humanities and social sciences from 2015 to 2019 were selected as the research object, and the effective enhancement of the impact of international research collaboration papers was found to not be dependent on expanding the scale of international research collaboration, but rather on selecting researchers with different international backgrounds and from high-level institutions for collaboration. It was also discovered that, in the field of humanities and social sciences, despite a relatively low proportion of international research collaboration papers being led by Chinese scholars, the Chinese research is characterized by a higher impact compared with the research led by non-Chinese scholars. In light of this, a series of proactive measures should be taken by China’s world-class universities, such as actively participating in and initiating international collaboration, selecting high-level research collaborators, and attracting scholars from different countries to engage in research collaboration in the field of humanities and social sciences.

In the era of global rankings, many governments want to make sure that their top universities are actually operating at the cutting edge of intellectual and scientific development.  A major concern has therefore been to identify the most effective method for inducing substantial and rapid progress in a country’s top universities.  In order to accelerate the process of improving their top universities, several governments have launched so-called “excellence initiatives”, consisting of large injections of additional funding to boost their university sector.  This article assesses the impact of these initiatives on the universities involved and on the rest of the tertiary education system.  While the first section analyzes the main features of excellence initiatives, the second part examines their results as well as their limitations.

This article aims to reveal the factors that affecting the impact of international collaboration papers in the field of social sciences and humanities. Based on resource-based theory and transaction cost theory, we analyzed the articles from a sample of 13,331 listed research papers come from the 42 world class universities in China using descriptive statistics, ordinary least square (OLS) regression, and came to the following conclusions: First, it is the quality rather than the quantity of international collaborator that affect the academic influence of the research outputs. Second, researchers from different backgrounds are conducive to improve the impact of research papers and the collaboration leading by Chinese university perform better. Yet, too much collaborators coming from different institutions would have an adverse impact, which may due to the increase cost of cooperation. Finally, collaborating researchers from developed countries or top universities will significantly improve the research performance because of the abundant resources behind them. Findings from this research suggest that setting up international collaboration should pay more attention to the level of the collaborator and consider the cost behind the whole process.

In the 21st century, sustainability and indicators of world-class universities have come within the scope of an academic cottage industry. The complex problem of university sustainability implies a big challenge for countries and educators to implement important strategies in an integrated and comprehensive way. This paper highlights and analyzes the sustainability indicators of universities included as newly formed world-class universities (NFWCUs) in the top 100 from 2010 and 2018. The integration of three global ranking scales—the Academic Ranking of World Universities (ARWU), the Quacquarelli–Symonds World University Ranking (QS) and the Times Higher Education World University Rankings (THEs)—allows us to minimize the impact of the methodology used. This study integrates regression analysis by using statistical grouping, case studies and normative analysis. Our principal findings are as follows: among the commonly ranked top 100 universities in 2018, the ARWU, QS and THE counted 57, compared with 47 in 2010. Thus, comparing 2010 and 2018 shows that 44 of the universities appeared simultaneously in ARWU, QS and THE rankings and maintained a sustainable position in any ranking system in the family of top 100 groups. Three lower-ranked NFWCUs in the hybrid list for 2010 lost their ranking and did not appear in the group of top 100 universities in 2018, which are covered by some catch-up and young universities. The NFWCUs were from US, Australia, China, Singapore, Germany and Belgium. By systematic comparison, the US and UK continued to dominate the stability of NFWCUs in 2010 and 2018. The key sustainability indicators include a high concentration of talent, abundant resources to offer a rich learning environment and conduct advanced research. Generally, the factors were negatively associated with ranking suggesting that a higher score result in top ranking and vice versa. Teaching, research, citation and international outlook were negatively correlated with THE ranking in 2018. Similarly, Alumni and PUB were negatively associated with ARWU ranking in 2018. All factors except international student ratio were significantly correlated in QS ranking either in 2010 or 2018, where negative association was observed. The significant contribution of our study is to highlight that for the sustainability of universities, it is necessary to have an increasing emphasis on the effectiveness and efficiency of government-supported research, stability of investments and more approaches to employ international initiatives. The results also confirm the appropriate governance, developing global students and place emphasis on science and technology as additional factors in the approaches of pathways to NFWCUs, with delivery of outstanding educational programs and comprehensive internationalization as a key indicator for performance improvement and global university ranking systems.

This paper synthesizes the characteristics of university rankings that cause pressure or ‘harassment’ on universities and analyses possible strategies for action that can be carried out in the real context of the three main university rankings (QS, THE, ARWU), suggesting the consequences for the so-called world-class universities and others (which represent 95% of the total). Although there is controversy over the criteria of the university ranking systems, many universities are establishing strategies aimed at adapting to these criteria and indicators and improving their positions. This study concludes that international university rankings should not be a relevant source of information to consider the quality of universities because this can have a negative impact on the development of medium- and long-term policies in higher education and the universities themselves. Universities should concentrate on their mission and must provide valid and reliable information to all stakeholders about the level of achievement of their goals.
