Improving Ship Fleet Performance Using a Non-Parametric Model

The world merchant fleet has increased in the last decade producing an increase of fuel consumption and greenhouse gas emissions (GHGs). Thus, the concerns of ship-owners to implement alternatives to improve the fleet efficiency are growing. However, shipowners are facing barriers to implement energy efficiency technologies mainly due to reliability, financial and economic constraints as well as complexity of change. Actually several shipowners are using onboard data measurements systems that collect navigation and propulsion information of their ships. Therefore, after being sent via satellite and stored in data warehouse, these data are being made available to assess the performance of their fleets. This paper describes the use of these data to generate models in order to answer to the following questions: What is the ship with least efficiency in my fleet? What is the best strategy to improve the overall efficiency of my fleet? What is the ship that I should sell in priority? What is the influence of this maintenance policy on the performance of my fleet? The application case of this paper is based on one fleet of 13 ships containing 223 trips that gather approximately 6,844 traveling days. After the definition of the key performance indicators (KPIs), a data envelopment analysis (DEA) models is discussed. Then, a multicriterion decision analysis (MCDA) model is compared to the DEA outputs. The results suggest that this new methodology can efficiently provide a multicriteria decision framework to shipowners avoiding engineers’ subjectivity. These findings offer a new way to address efficiency and performance in ship management.

Abstract The role of spending review is to identify savings options which enable governments either to find fiscal space for priority new spending, or to cut aggregate spending. Following the surge in the use of spending review by governments around the world following the global financial crisis in 2008, many governments are now seeking to institutionalize spending review as a permanent part of the budget preparation process. The effectiveness of spending review is critically dependent upon the quality of its information base – that is the expenditure analysis and performance indicators which can assist in the search for savings options. Evaluation is an essential part of this information base. However, ensuring that the potential of evaluation to inform spending review is realized will require considerable reflection on the design, selection and conduct of evaluations. Résumé:L’objectif des exercices de révision budgétaire est d’identifier des moyens d’économiser afin que les gouvernements puissent trouver une disponibilité fiscale pour de nouvelles dépenses, ou pour couper les dépenses globales. Suite à l’intérêt pour les exercices de révision budgétaire, au niveau mondial, suivant à la crise financière de 2008, de nombreux gouvernements cherchent à institutionnaliser de façon permanente ces exercice dans le processus de préparation des budgets. L’efficacité des révisions budgétaire repose de façon critique sur la qualité de l’information à laquelle elle a accès – c’est-à-dire l’analyse des dépenses et les indicateurs de performance qui peuvent informer sur les sources potentielles d’économie. L’évaluation est une composante importante de cette information. Toutefois, s’assurer que l’évaluation puissent informer les exercices de révision budgétaire implique une réflexion importante sur la façon dont elles sont conçues, orientées et réalisées.

Across the world, ballasted railway tracks are utilised extensively due to their cost efficiency, ease of drainage, and capacity to withstand cyclic imposed loadings from heavy trains. In spite of these benefits, the ballast is often considered as a flexible medium; as such, its continuous deterioration is largely disregarded. Geotechnical challenges such as ballast contamination in the form of particle fragmentation, deposition of weathered materials, upward pumping of clay and fines from underlayers, and coal intrusion have led to differential settlements and reduced drainability of tracks, thereby exacerbating track maintenance costs. This study reviews existing works of literature to expound on the mechanisms for ballast contamination and to highlight the fundamental parameters that guide the characterisation and performance evaluation of railway ballasts. The study shows that ballast fragmentation accounts for about 76% of commonly recorded contaminations, while it is also observed as the most critical to track stability. As such, a variety of indices and specifications for ballast gradation have been established worldwide to guide practice in ballast characterisation and performance evaluation. However, the mechanisms of ballast fragmentation and deterioration require further research to guide the improvement of contemporary guidelines, and mitigate the risk of abrupt track failures, especially in developing countries.

As natural disasters cause significant damage, many countries have developed disaster mitigation plans to reduce losses. Because China has frequent natural disasters in its geographically diverse territory, over the past few decades, the Chinese government has promulgated regulations and developed plans to mitigate the loss of life and property in natural disasters. To analyze the natural disaster mitigation efficiency in 27 Chinese provinces, this article employed a modified Epsilon-Based Measure (EBM) Data Envelopment Analysis (DEA) model. It was found that while Sichuan, Guangdong, Hebei, Shandong, and Chongqing had good efficiencies, there were significant variances across the provinces, and, in general, significant improvements were needed. Previous natural disaster efficiency research has examined disaster management and performance evaluations, employed static DEA models, and tended to ignore the radial and non-radial characteristics. Therefore, this article is the first comprehensive examination of recent natural disaster mitigation efficiencies in Chinese provinces.

In financial markets, short sellers will be required to post margin to cover possible losses in case the prices of the risky assets go up. Only a few studies focus on the optimization and performance evaluation of portfolios in the presence of margin requirements. In this paper, we investigate the theoretical foundation of DEA (data envelopment analysis) approach to evaluate the performance of portfolios with margin requirements from a different perspective. Under the mean-variance framework, we construct the optimization model and portfolio possibility set on considering margin requirements. The convexity of the portfolio possibility set is proved and the concept of efficiency in classical economics is extended to the portfolio case. The DEA models are then developed to evaluate the performance of portfolios with margin requirements. Through the simulations carried out in the end, we show that, with adequate portfolios, DEA can be used as an effective tool in computing the efficiencies of portfolios with margin requirements for the performance evaluation purpose. This study can be viewed as a justification of DEA into performance evaluation of portfolios with margin requirements.

Interest in how social assistance programmes are organized has recently heightened, fed by concerns about the limits on achieving greater efficiency. Most available evidence considers performance indicators that are too general, there being few studies relating the use of inputs to outcomes. We compare different performance indicators of Madrid's programme with resource endowments in a group of local agencies of social services. In addition to constructing a detailed system of input and performance indicators, an empirical analysis of efficiency for each of the social services agencies is carried out using data envelopment analysis. Results confirm that there is a wide margin for obtaining efficiency gains. The empirical analysis shows that some detected inefficiencies arise from an excessive number of staff in relation to the work to be performed. Agencies with a higher incidence of social problems present higher efficiency scores.

We used a data envelopment analysis (DEA) to examine the efficiency and performance of transport systems of landlocked African countries (LLACs). We conducted a comparative performance efficiency analysis of transfer transport systems for LLACs’ corridors. Three different types of DEA models were proposed and used to measure the relative efficiencies of transit transport using a 6-year data set (2008–2013) of some selected LLACs. The results show that the average pure technical and scale efficiency scores are 90.89% and 37.13%, respectively. Two units (13.33%) are technically efficient (technical and scale efficiency) while four units (26.66%) are only purely technically efficient over the observed period. Swaziland was the most efficient corridor while the Central African Republic corridor was the least efficient throughout the monitored years. The results indicate the relevance of minimising trade costs to stimulate landlocked countries’ exports.

<p>Across Europe, multiple management systems were developed with the aim of managing roadway bridges in an efficient manner. Although being generically similar, the condition assessment process, based in the assessment of performance indicators which are compared with performance goals in order to evaluate the accomplishment of established quality control plans, can be identified as one difference among them. This leads to the existence of multiple different methodologies for assessing the bridge condition, and consequently to a considerable variation in roadway bridges quality. COST Action TU1406 aims to achieve the European economic and societal needs by standardizing the condition assessment and maintenance level of roadway bridges. For such purpose it would be required the establishment of specific recommendations for the quantification of performance indicators, the definition of standardized performance goals and, finally, the development of a guideline for establishing quality control plans.</p>

Schools face the need to create a system for managing the performance of teaching employees whose activities are specific, difficult to formalize, and subjected to experiments with different degrees of success throughout the world. This paper deals with providing and management of teacher’s evaluation in Russian schools. The purpose of the study is to develop a teacher evaluation model based on professional qualities and performance indicators. The results of the study were tested on the basis of a survey of teachers after the implementation of the proposed system of assessment tools and evaluation methods. According to teachers, the new system contributes to their continuous professional development and, therefore, to the sustainable development of the educational organization in a competitive environment. The proposed methodology for teachers' evaluation clarifies the general data and meets their expectations, expectations of students and management in terms of correspondence with the development strategies of educational organizations.
