The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

PurposeThis article aims to clarify the mechanism by which heuristic-driven biases influence the entrepreneurial strategic decision-making in an emerging economy.Design/methodology/approachEntrepreneurs' heuristic-driven biases have been measured using a questionnaire, comprising numerous items, including indicators of entrepreneurial strategic decision-making. To examine the relationship between heuristic-driven biases and entrepreneurial strategic decision-making process, a 5-point Likert scale questionnaire has been used to collect data from the sample of 169 entrepreneurs who operate in small- and medium-sized enterprises (SMEs). The collected data were analyzed using SPSS and Amos graphics software. Hypotheses were tested using structural equation modeling (SEM) technique.FindingsThe article provides empirical insights into the relationship between heuristic-driven biases and entrepreneurial strategic decision-making. The results suggest that heuristic-driven biases (anchoring and adjustment, representativeness, availability and overconfidence) have a markedly negative influence on the strategic decisions made by entrepreneurs in emerging markets. It means that heuristic-driven biases can impair the quality of the entrepreneurial strategic decision-making process.Practical implicationsThe article encourages entrepreneurs to avoid relying on cognitive heuristics or their feelings when making strategic decisions. It provides awareness and understanding of heuristic-driven biases in entrepreneurial strategic decisions, which could be very useful for business actors such as entrepreneurs, managers and entire organizations. Understanding regarding the role of heuristic-driven biases in entrepreneurial strategic decisions may help entrepreneurs to improve the quality of their decision-making. They can improve the quality of their decision-making by recognizing their behavioral biases and errors of judgment, to which we are all prone, resulting in a more appropriate selection of entrepreneurial opportunities.Originality/valueThe current study is the first to focus on links between heuristic-driven bias and the entrepreneurial strategic decision-making in Pakistan—an emerging economy. This article enhanced the understanding of the role that heuristic-driven bias plays in the entrepreneurial strategic decisions and more importantly, it went some way toward enhancing understanding of behavioral aspects and their influence on entrepreneurial strategic decision-making in an emerging market. It also adds to the literature in the area of entrepreneurial management specifically the role of heuristics in entrepreneurial strategic decision-making; this field is in its initial stage, even in developed countries, while, in developing countries, little work has been done.

The purpose of this paper is to analyse whether the extent and quality of voluntarily disclosed information regarding intellectual capital (IC) are correlated with certain characteristics of a company. IC is very important for IT companies. Therefore, financial and non-financial statements of 32 high-tech companies were investigated using the content analysis method. To test the influence of firm characteristics on the intellectual capital disclosure index (ICDI), the regression model was used. The size of the firm was the only independent variable that has had a statistically significant influence on the ICDI. The auditor type, as well as financial ratios, have not shown a statistically significant influence on the extent and quality of IC disclosures. This study reflects the state regarding the voluntary IC disclosures in Croatia and therefore the study may be a roadmap for further research and, more importantly, might promote awareness of the importance of transparent reporting.

Abstract In many countries, tax incentives are a popular means to achieve political, economic and social objectives. Their aim is to reach and accelerate certain activities of public interest. Furthermore, one of the objectives is to accelerate the development of a certain industry and influence the growth of research and investment in foreign capital. Innovation is the key element that helps a company achieve competitive advantage. Global competition is forced to offer unique products with added values on the market. Tax incentives for research and development are an important factor of innovation. This paper aims to present the importance of research and development, as well as the role of tax incentives. States should use their fiscal policy to stimulate investment in research and development through various forms of tax relief. The Republic of Croatia applies tax incentives for research and development, but to a significantly less extent than other European Union countries.

Paradoxically, economic slowdown has been one of the major current trends alongside with intensive technology development. Changes in nature of production require employees to acquire qualitatively different skills that were not were not previously needed. In particular, one of them is being able to provide diffusion of innovations. Consequently, investment in human capital is gaining a new meaning, the quality of which contributes to long-term economic growth in modern socioeconomic reality. Investing is being implemented on different levels, starting from an individual and all the way to a company or a government. Every entity plays their own special role in the process of achieving the common goal of improving the quality of human capital. Investing in entities from different levels requires different tools, mechanisms and involves different kinds of risks for investors. Benefits gained from human capital don’t only belong to investors but also take the form of positive externalities.

In 1986, on the eve of the dissolution of the Yugoslav Federation, the Assembly of the Socialist Republic of Slovenia was a rather boring authority, restricted to the bureaucratic and formalist framework. It consisted of non‑professional delegates without significant social influence, elected in a specific indirect manner. However, it was this very Assembly that passed several key decisions a few years later, leading to the introduction of a multi‑party system and elements of market economy, as well as strengthening the position of the republic. It seems that at the time this Assembly became the primary factor of transition and that it was this very institution that destabilised the Yugoslav federation. However, such an evaluation has nevertheless not asserted itself. The role of the socialist Assembly appears vague. Consequently the author, in his contribution, seeks to answer the following question: What sort of an authority body was the socialist Assembly? Initially the author presents the genesis of the Yugoslav Assembly system and its basic characteristics, and then he explores the three different levels or possible outlooks on the Assembly: legal level, perceptual level (how people saw the Assembly), and the level of internal mechanisms (how the parliamentary discussions changed).

The aim of this research is to investigate the role of information system in supporting companies to face with information overload. Specifically, the study provides an empirical analysis aimed to examine whether the quality of information systems is able to abate the negative effects of information overload/underload inside a company. Through a survey we assess the managerial feelings about the information overload (and underload) and the managerial assessment of the Information System (IS) quality. Preliminary empirical findings of our survey confirm, by performing a factor analysis, previous literature and suggest the items to be monitored for assessing the information underload and information overload phenomena and the dimensions to take into account for evaluating the IS quality, namely, information processing capacity, technical equipment and communication. Furthermore, results show that when the information underload increases, the information processing capacity of IS decreases and vice versa. This relation suggests that the IS quality could affect the information overload/underload phenomena.
