A higher education system, which is adequately managed, enables the availability, advancement and adequate application of knowledge and essential overall progress of the economy and society. Such public benefits are a relevant argument for the economy and society, and especially for the state, to support higher education financially and more broadly. The aim of the research is to point out the importance and necessity of the adequate budget financing of higher education in the Republic of Serbia, without neglecting other possible sources of financing in this area, while taking into account relevant modern challenges, the most significant advantages and dangers that the model of higher education financing in the Republic of Serbia should deal with. Modern and comprehensive approach to financing higher education in the Republic of Serbia is an important factor in the development of science, national economy and society as a whole, so the issue of financing this important area should get much more attention.

The current article discusses the advantages of endowment funds of higher education institutions in the context of financing higher education in the Republic of Armenia (RA). The endowment funds can significantly support the RA HEIs to engage new financial resources, to expand the scopes of financial autonomy and further develop cooperation with their main stakeholders.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

Despite great obstacles over its relatively short threedecade history, Palestinian higher education has helped to meet the rising demand for further education, providing access in West Bank/Gaza to those who had been forcibly deprived of the chance to study abroad. But longstanding demographic and fiscal pressures, coupled with inadequately defined priorities and chronic economic and political problems only heightened by the recent turbulence, have led to a higher education system in fundamental need of repair. In recognition of these facts, the Ministry of Higher Education (MOHE) of the Palestinian National Authority (PNA) has decided to develop a financing strategy for the purpose of creating a more effective, accessible, efficient, and accountable higher education system.

Abstract The accumulation of knowledge and its use have become important factors that promote economic development as they contribute to a countryís competitiveness in the global economy. The basic significance of research is obtained by defining new approaches in the organisation, function and efficiency of the higher education system (HES) by emphasising its qualitative aspects. The aim of the article is to describe the influence of education reform on economic competitiveness, paying a special attention to analysing and evaluating international experiences from an interdisciplinary perspective, including economics, pedagogy, etc. Quantitative indicators are used to characterise specific features of the HES and the interaction of this system in the overall context of state development. Some aspects of the Latvian HES are also analysed. The economic activity of inhabitants often directly depends on their level of education. In order to reorganise the Latvian HES and increase its competitiveness and efficiency, thus ensuring quality and availability, the Latvian education system must define a middle-term (4ñ5 years) and long-term (10ñ15 years) development plan that is coordinated with national economic development.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

The key role of the education system in the formation of a knowledge society is raising the issue of improving its financing. In the face of new challenges and aggravation of global competition, the mechanism for financing the higher education system is being transformed. The need to increase funding is manifested in expanding financial sources and improving the management of various financial flows. Increasing the effectiveness of public funding is becoming an important issue, which remains the main source of financial revenues for institutions of higher education in countries of the world. A promising practice in the world is the use of funding based on the results of activity, which is becoming more widespread in various areas of economic activity. The purpose of this article is to study the current world-wide practice of applying results-based financing of higher education and defining promising directions for its implementation in Ukraine. The essence and features of RBF - Result Based Financing (RBF) method, including in the system of higher education, are revealed. The existing approaches to financing higher education institutions in the world based on results are systematized, the main criteria for their definition are identified: on the basis of inputs, process, output, output. The world practice of using higher education institutions financing based on the results, positive and negative consequences of its implementation is highlighted and summarized. The necessity of using RBF funding in the system of native education is proved, the main directions and areas of its use are determined. The application of a two-tier model of financing higher education institutions in Ukraine is proposed, which combines the traditional cost-oriented approach and funding based on the results of the activity.

The education system is forever changing, with the purpose of improving young people’s chances of employment, supplying the market with sufficient quantities of competitive, skilled workers of quality [Zsarnoczky, 2015]. This is especially true for the field of tourism and hospitality, for this industry has become one of the most dynamically growing segments of today’s economy, in quantitative terms [Forgács and Loboda, 2003]. In order to make it an important part of the national economy, the quality of innovative training and ensuring that there will be new generations of professionals is just as important as making use of natural resources and advantages and innovative training gives us opportunity to teach and prepare tourism experts and they are trained for finding new prospects of tourism. The aims of this research paper are to explore the actual effect of innovative training in tourism education and hospitality, to investigate current quality of teaching tourism as a subject in higher education system: colleges, institutions and universities of Uzbekistan and analyze the importance of innovative training in tourism education and developing hospitality prospects in Uzbekistan.
