According to the characteristics of human resources managers’ competency and the research of relevant literatures at home and abroad, a competency evaluation method of human resources managers based on multi-granularity linguistic variables and VIKOR method is proposed. Firstly, the evaluation indicator system based on the competency of human resources managers is constructed. Then, by converting the evaluation information of different experts in different granularity to the same granularity by two-semantics, the comprehensive evaluation values can be obtained by integrating information of different experts. Further, the objective weights of the evaluation indexes were determined by the entropy method and an evaluation method were proposed based on the VIKOR method. Finally, an application example is given to illustrate the evaluation procedures of the developed approach and to demonstrate their practicality and effectiveness.

Today country success in economic, social, political, cultural tendencies etc. … is approved to be the hostages and pawns of coherent and dynamic didactic system. The education and didactic programs for qualification improvement and dynamism need to quantitatively and qualitatively evaluation and scrutiny. Current study started with the goal of presenting faculty competency evaluation for the reason of qualitative improvement of Islamic Azad University. Research in terms of to the way of collecting and compiling the details descriptive- survey and in terms of the goal and target type is so practical that by conducting general scrutiny in literature and subject history and past, we drawn the theoretical frame and conceptual model in this study. Nominee educational members’ opinions faculty members (self-assessment), supervisors (superiors), students of (clients) Fars province different Islamic Azad Universities are as the research society. In this research, with researcher evaluation in 24 active units in Fars province, approximately 125000 persons were examined. That sample volume was selected equal to 380 persons by using the clustered random sampling method (Krejcie and Morgan formulas). For collecting data, we used a researcher-made questionnaire whose validity was confirmed by the specialists and its stability was calculated by using the Cronbach’s alpha method equal to 0.84. Researcher-made questionnaire includes effective component in competency in five general axes for collecting the data. Then, with using 360-degree evaluation method, it was executed. For the data analysis, we used the descriptive statistic method and elicitation statistic (fact oral analysis, Wilcoxon and Friedman) and the results of the study are as follows: 1. drawing the model of competency evaluation of faculty (main dimension of evaluation indexes of faculty competencies), and 2. In the field of evaluation of the current situation from the dimensions and competence skill parameters, the ethical values, role, personal, and favorable statuses are evaluated. But in the performance and functional dimensions, and its subcomponents unfavorable status and lower than average level evaluated and the results of ranking of evaluation of dimensions of competencies of faculty in order to select the most priority is related to skill dimension, and the least priority is related to the functional and performance dimensions.

ABSTRACT The aim of this study was to identify the weaknesses of the mental health ambulatory service from the professionals' perspective. This was a qualitative study, developed by the Fourth Generation Evaluation method. Data were collected during February and March 2013 with the use of non-participant observation, individual opened interviews and group technique for the negotiation session. The informants were 12 working professionals at the ambulatory. The results pointed out weaknesses in the organizational structure of the healthcare network in mental health, especially regarding accessibility, physical structure and the presence of extensive waiting list for care. Regarding human resources, issues included: ignorance of the operation of the mental health network and of the activities performed, medical turnover, deficiency in training and continuous education and professional devaluation. It is necessary to reflect on the real role of ambulatories within the mental health network and its effectiveness in providing care.

HRIS application is an application that is needed to manage human resources well and integrated the system. Usability in a system is very necessary in the development of a system so that it can affect the use of the application. The author tests the usability user interface on HRIS products using the cognitive walkthrough evaluation method, which works through a series of task scenarios and asks a number of questions from the user's perspective, and the method of usefulness, satisfaction, ease of use (USE) Questionnaire to assess how much usability is done by the user. The cognitive walkthrough testing is done by using the application that has been made by the author, after that the author makes improvements to the system according to the results of the test. Then after being repaired, the system was tested again with the same application, then the results were assessed using the USE Questionnaire and compared with previous results. The result is that the system has increased from previously by 3.67 from a scale of 1-5 to 4.04, up by 0.34.

This study aims to establish criteria to evaluate performance in railway freight pricing policy and to strengthen the marketing ability of the railway freight enterprise. The evaluation method used in our study is known as the improved grey relation analysis evaluation. Fifteen factors that influence freight pricing strategy are selected in this paper to establish a freight rate evaluation index system and comprehensive evaluation index values for monthly freight rates are calculated. The improved grey relation analysis not only considers the relation between each index and freight rate but also examines the relationship between each index. We find that the comprehensive evaluation state using the improved grey relation analysis evaluation method can better fit the 2015–2017 changes in monthly railroad freight revenue than the traditional grey relation analysis evaluation. Furthermore, an optimal pricing model for freight shipping by train is built and calculated using the bi-level programming model. Finally, the S Railway Bureau’s actual coal transportation in 2017 is taken as an experiment to support the validity of the improved grey relation analysis method. We find that when the monthly results of improved grey evaluation grades are compared with the grade evaluation of the gap between the historical shipping coal rates and the optimal freight shipping rates, the comparison of results matches well. The research work is helpful to policymakers who need to judge the performance of the market price.
