Through the Federal Depository Library Program (FDLP), the Government Publishing Office (GPO) provides materials published by government agencies to designated libraries in the United States and its territories. In return, these libraries offer free, public access to the materials in their depository collections. The state of Georgia has 23 federal depository libraries—one Regional and 22 Selectives. All but two of these libraries are affiliated with academic institutions, and the majority are part of the University System of Georgia (USG).

Since the 1990s, governments have been exploring, and in many cases implementing, e-government in an effort to expand their budgeted services and efficiency. However, the desire to address these needs has often been offset with a basic lack of experience in the field of e-government, forcing governments to act relatively slowly and cautiously to migrate some of the services traditionally offered by paper-based government to e-government. In this new phase of government creation, new rules are being applied, major investments are being made, and the government agencies involved are reorganizing — not without difficulty. This chapter examines the cases of France, Belgium, Canada, the United States and Ireland and how each of these countries is extremely attentive to an important aspect of the successful acceptance of e-government — the protection of personal data — through new regulations, policies and creative, legal innovations.

Subject Mexico's brain drain. Significance Recent studies suggest increasing numbers of skilled professionals are emigrating from Mexico. A report by the University of Zacatecas (UAZ) published in March shows more than 1.4 million Mexicans with postgraduate degrees left the country between 1990 and 2015 due to a lack of professional development opportunities. According the National Council for Science and Technology (CONACYT), the government agency responsible for policy in this area, 46% of skilled emigrants live in Europe, 30% in the United States, 12% in Latin America and 7% in Canada. Impacts Emigration of skilled workers will be a fiscal burden as it annuls the benefits of investing in human resources. Policies to attract foreign talent could mitigate the problem, but there is no evidence that this is being considered. A contentious election outcome could trigger instability, further fuelling the outward flow of highly skilled Mexicans.

Forest Ranger Schools are schools which offer technical, sub-professional forestry training at the vocational level. Data included in Part I of this paper was obtained from five Canadian and four United States ranger schools, whose graduates aggregate 1870 and 1233 respectively. Information necessary to Part II was obtained from seven government agencies and fourteen private companies in Canada and from three government agencies and nine private companies in the United States.Ranger school training should be essentially practical in nature. At the same time training should he sufficiently technical to provide the trainee with sound reasons for the approaches and techniques which he uses. It should also bring the graduate to the point where he speaks the same language as the professional forester and can appreciate the professional point of view.Ranger school training should not be considered as a substitute for, or a shortcut to, professional training at the university level. Nor should ranger schools be confused with, or assume the identity of, pre-forestry schools. The objective of ranger school training is to bridge the gap between the woodsman and the professional forester; when considered in this light it appears to be a distinct and separate phase of forestry training.There appears to be a need for technically trained men between the woodsman and forester levels. Ranger schools should be able to train men who would not become foresters to fill positions which would not be filled by foresters. Various government agencies and private companies have indicated that ranger school graduates complement professional foresters instead of competing with them. Ranger schools and their graduates appear to have made a worthwhile contribution to the profession of forestry and should continue to do so in the future.

Cathy N. Davidson's core claim in the new education is fundamentally important: the university system in the united states is undermining itself with a factory-production model that wasn't great in the twentieth century and is dysfunctional in the twenty-first. Whenever they come under political fire, nonelite colleges and universities proclaim their eagerness to Taylorize student learning—make it more efficient with tighter process control— through the more rigorous application of output measures like cost per unit and time to degree. hey regulate learning with grades and bell curves, which we now know do not neutrally measure learning but systematically favor some types of students over other types. Even worse, they apply stock forms of evaluation that not only mismeasure learning but actively reduce it. Whatever money standardization saves in the short run is lost many times over in the long run through limited learning and reduced creativity in the millions of graduates cranked out by this restricted and outdated system.

This article is the revised text of the first W A Wilson Memorial Lecture, given in the Playfair Library, Old College, in the University of Edinburgh, on 17 May 1995. It considers various visions of Scots law as a whole, arguing that it is now a system based as much upon case law and precedent as upon principle, and that its departure from the Civilian tradition in the nineteenth century was part of a general European trend. An additional factor shaping the attitudes of Scots lawyers from the later nineteenth century on was a tendency to see themselves as part of a larger Englishspeaking family of lawyers within the British Empire and the United States of America.

John Rae, a Scottish antiquarian collector and spirit merchant, played a highly prominent role in the local natural history societies and exhibitions of nineteenth-century Aberdeen. While he modestly described his collection of archaeological lithics and other artefacts, principally drawn from Aberdeenshire but including some items from as far afield as the United States, as a mere ‘routh o’ auld nick-nackets' (abundance of old knick-knacks), a contemporary singled it out as ‘the best known in private hands' (Daily Free Press 4/5/91). After Rae's death, Glasgow Museums, National Museums Scotland, the University of Aberdeen Museum and the Pitt Rivers Museum in Oxford, as well as numerous individual private collectors, purchased items from the collection. Making use of historical and archive materials to explore the individual biography of Rae and his collection, this article examines how Rae's collecting and other antiquarian activities represent and mirror wider developments in both the ‘amateur’ antiquarianism carried out by Rae and his fellow collectors for reasons of self-improvement and moral education, and the ‘professional’ antiquarianism of the museums which purchased his artefacts. Considered in its wider nineteenth-century context, this is a representative case study of the early development of archaeology in the wider intellectual, scientific and social context of the era.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

The paper is an off-shoot of the author's PhD project on lamps from Roman Syria (at the University of Geneva in Switzerland), centered mainly on the collection preserved at the Art Museum of Princeton University in the United States. One of the outcomes of the research is a review of parallels from archaeological sites and museum collections and despite the incomplete documentation i most cases, much new insight could be gleaned, for the author's doctoral research and for other issues related to lychnological studies. The present paper collects the data on oil lamps from byzantine layers excavated in 1932–1939 at Antioch-on-the-Orontes and at sites in its vicinity (published only in part so far) and considers the finds in their archaeological context.
