Currently, the national operator of gas supply in Kazakhstan pays special attention to the rational use of natural gas for its own and technological needs while maintaining optimal control of the gas transmission system, taking into account the specific technical situation of the equipment. Energy efficient management of gas pipelines is one of the priority areas for optimizing gas costs.

This article deals with the problem of energy saving and energy efficiency improvement in the construction sector, which consumes a significant share of the country's energy resources. Issues of rational use of energy resources with aspects of energy saving, energy efficiency and, accordingly, environmental problems are becoming more and more urgent, and their solution has become a strategic task for Kazakhstan. With the aim of catalyzing the energy-saving measures undertaken in Kazakhstan, a number of laws, subsidiary laws and programs related to the issues of rational use of energy resources and energy efficiency improvement have been adopted. Targeted activities are planned to eliminate existing political, legislative, technical and information thresholds in order to solve this problem. The regulatory and technical framework premised on the advanced achievements of construction science is being developed. The current legal and regulatory framework and technological infrastructure, as well as the existing practice, are being analyzed. In this context, actions are being taken to introduce new mandatory requirements for thermal indexes in building regulations and other changes in the energy efficiency of buildings; systems for assessing and labelling energy efficiency and their implementation are being developed. Voluntary standards for "green buildings" and incentive mechanisms for their application are also being developed, procedures for State architectural and construction supervision of compliance with building standards and other requirements for the construction of buildings are being improved, greenhouse gas accounting systems are being developed and implemented based on data from the energy consumption accounting system and energy passports.

Development of a software complex for increasing energy efficiency of the city district due to implementation  of  optimal  energy  saving  measures.  The  article  considers  the  problem  of  increasing  the efficiency  of  use  of  fuel  and  energy  resources  in  Ukraine,  rational  use  of  energy  in  energy  resources  is justified, because the existing energy saving potential is quite large.

Purpose. The aim of the article is in-depth study of questions related to the features, methodological approaches and indicators of economic analysis and evaluation of the energy saving system in agricultural enterprises. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. The study used general and special methods, including abstract and logical (to outline the main factors, influencing the characteristics of energy saving in agricultural enterprises, for the author’s interpretation of the energy saving system in agricultural enterprises), deductive (to analyse the dynamics and areas of economic efficiency level increase of energy saving system); generalization (in the study of the possibility of implementing the latest technologies aimed to improve the energy saving system in agricultural enterprises). Findings. It is established that agricultural industries have a number of features, in particular: use energy for production, generate it. This feature is based on the fact that in the production process there are three fundamentally different types of energy: anthropotechnogenic (fossil); solar and soil energy. It was found that the process of energy conservation in agriculture should be formed by reducing fossil energy sources and by making fuller use of renewable solar energy and soil energy potential. An important feature of agriculture has been identified, which lies in its significant level of spatial dispersion, which causes significant costs for transport services of production processes and logistics. There is a significant difference in the principles of energy consumption, fossil energy is the main in industry and in agriculture - it plays a supporting role. There, natural energy forms the biological mass (harvest, live mass of animals). The author’s interpretation of the concept “energy saving of agricultural enterprises” is offered, which includes a system of measures (organizational, economic, technical and technological, ecological, legal and operational), coordinated action of which should be aimed at the rational use of energy in the process of agricultural production. The indicators of the group of economic analysis of energy saving in agriculture are determined: total energy capacity; energy armament; energy supply; electrical equipment of labour, etc. The key stages of energy saving research and tasks in agricultural enterprises are clarified. Grouping of methods of research of energy saving is offered. Originality. The author’s interpretation of the concept of “energy saving of agricultural enterprises”, definition of key stages of energy saving research and systematization of appropriate methods were further developed. Practical value. The introduction of research results into production will help increase the economic efficiency of agricultural production. The article considers the current issues of stimulating innovation in the energy sector and rational use of energy resources. A three-level system of problem-oriented management of human resources for stimulating innovation in the energy sector is proposed. The system considers the impact of the human factor on innovative development at the national, regional and enterprise levels. Also, the need to encourage enterprises to hire highly qualified specialists in the sphere of energy saving and energy efficiency is proven. The role of the tax policy in state regulation of the rational use of energy resources and stimulation of innovation in the energy sector is substantiated. The tax incentives for the rational use of energy resources applied in the world practice are grouped. Features of the application of tax incentives (accelerated depreciation, tax credits, tax holidays, and tax reduction) for energy efficiency and energy saving of households and business entities are analyzed. Directions for stimulating innovation in the energy sector for the efficient use of energy resources are offered.

Summary: Different shapes of individual subjective discount functions were compared using real measures of willingness to accept future monetary outcomes in an experiment. The two-parameter hyperbolic discount function described the data better than three alternative one-parameter discount functions. However, the hyperbolic discount functions did not explain the common difference effect better than the classical discount function. Discount functions were also estimated from survey data of Dutch households who reported their willingness to postpone positive and negative amounts. Future positive amounts were discounted more than future negative amounts and smaller amounts were discounted more than larger amounts. Furthermore, younger people discounted more than older people. Finally, discount functions were used in explaining consumers' willingness to pay for an energy-saving durable good. In this case, the two-parameter discount model could not be estimated and the one-parameter models did not differ significantly in explaining the data.
