Currently, the forest biomass energy development is at an initial stage and the estimation method for the forest biomass energy resource reserve is to be unified and refined although there is a great value and potential in the development and utilization of forest biomass energy in China. Based on the existing studies, the present paper analyzes the origins and types of forest biomass energy resources in the perspective of sustainable forestry management, constructs the estimation model using a bottom-up approach, and estimates the total existing forest biomass energy resource reserve in China based on the data of the 7th Forest Resource Survey. The estimation method and the calculation results provide the important theoretical ground for promoting the rational development of forest biomass energy in China.

Assessment of forest above ground biomass (AGB) is critical for managing forest and understanding the role of forest as source of carbon fluxes. Recently, satellite remote sensing products offer the chance to map forest biomass and carbon stock. The present study focuses on comparing the potential use of combination of ALOSPALSAR and Sentinel-1 SAR data, with Sentinel-2 optical data to estimate above ground biomass and carbon stock using Genetic-Random forest machine learning (GA-RF) algorithm. Polarimetric decompositions, texture characteristics and backscatter coefficients of ALOSPALSAR and Sentinel-1, and vegetation indices, tasseled cap, texture parameters and principal component analysis (PCA) of Sentinel-2 based on measured AGB samples were used to estimate biomass. The overall coefficient (R2) of AGB modelling using combination of ALOSPALSAR and Sentinel-1 data, and Sentinel-2 data were respectively 0.70 and 0.62. The result showed that Combining ALOSPALSAR and Sentinel-1 data to predict AGB by using GA-RF model performed better than Sentinel-2 data.

ZusammenfassungMit diesem Beitrag schlagen wir einen zweistufigen Weg zu einer effektiven deutschen Klimapolitik vor. Die erste Stufe orientiert sich an der Schweizer CO2-Abgabe: Ab 2020 soll der Kohlendioxidausstoß im privaten Heizenergie- und Verkehrsbereich besteuert werden, da beide Sektoren nicht im EU-Emissionshandel erfasst werden. Wie im Schweizer Modell fließt das Steueraufkommen durch Transfers und Investitionen an die Bevölkerung zurück. Allerdings soll die direkte Rückerstattung auf die Hälfte der Steuereinnahmen beschränkt und auf das einkommensschwächste Drittel der Haushalte konzentriert werden. Die andere Hälfte soll zur Förderung des ländlichen ÖPNV und zur energetischen Sanierung von Mietshäusern eingesetzt werden. Damit wird Klimaschutz – ein Gebot intergenerationeller Gerechtigkeit – im Sinne einer Sozialen Marktwirtschaft umgesetzt: Der Klimaschutzbeitrag jedes Einzelnen orientiert sich auch an Leistungsfähigkeit und Bedürftigkeit. Ab 2030 sollte der zweite Schritt unseres Ansatzes einsetzen und das Steuermodell sukzessive in einen verbraucherbasierten Emissionshandel überführt werden. Ein funktionierendes Personal Carbon Trading System ist allerding technisch und rechtlich komplexer als eine CO2-Steuer. Die sofortige Umsetzung von Stufe eins schafft das nötige Zeitfenster für die Vorbereitung eines Zertifikatesystems für Heizenergie und Mobilität. Die oft angeführten Nachteile eines solchen Systems – hohe Transaktions- und Administrationskosten – halten wir aufgrund der Fortschritte in der Informationstechnologie bereits heute für händelbar. Dafür hätte ein solches System gegenüber einer Steuer folgende Vorteile: Es ist mit dem EU-ETS kompatibel, Emissionsziele werden sicher erreicht und jeder Verbraucher erkennt direkt, für welche CO2-Emissionen er persönlich verantwortlich ist.
