This chapter develops the conceptual approach used to explain pension marketization. It first discusses how Americans, relative to their counterparts in other advanced capitalist countries, have had their retirement income more greatly exposed to capitalist market processes and pressures. It then reviews the historical evolution of private pension system in the United States since the New Deal. It draws on crisis management theories to understand the development of pensions in the Unites States. Next, it presents three arguments about how the pension system was changed and oriented toward the market. These arguments serve two functions. First, taken together, they explain each of the episodes of change in the private pension system. Second, they also form the conceptual framework for thinking about the structural contingency of welfare state change.

The purpose of the article is to substantiate the concept of building the policy of the crisis management of state-owned enterprises in modern development conditions according of reform vector. Research methodology. The theoretical and methodological basis of the study is a systematic approach to the study of the fundamental provisions of the formation of an anti-crisis management policy of an enterprise. To achieve this goal, a system of general scientific and special methods was used, namely: methods of logical generalization and comparison for the formation of the architectonics of the crisis management policy of a state enterprise with an emphasis on the preventive stage of its implementation; methods of analysis, synthesis and generalization - to study the content of policy components and scorecards; abstract method - for the formulation of research findings. The results of the study. Reasonably conceptual approach to building a crisis management policy at a state enterprise. Clarified the definition of the concept of crisis management. The prerequisites that cause crisis phenomena are systematized: a state of imbalance in economic activity, bifurcation points and information asymmetry. Recommended architectonics of crisis management policy of a state-owned enterprise with an emphasis on the preventive stage of its implementation. The main components of the proposed policy are characterized. Justified necessity of monitoring and controlling the calculation of indicators of economic activity in the following areas: finance, economic efficiency, non-financial indicators and immeasurable factors that contribute to unstable conditions of the enterprise. To overcome crisis, policy provides for second stage, which has a comprehensive approach to overcoming crisis (macroeconomic and microeconomic). The scientific novelty consists in substantiating concept of building policy of crisis management of state enterprise in crisis situation, which provides permanent monitoring of indicators of economic activity and timely identification of crisis conditions. The practical significance of results. The current policy of crisis management at a state-owned enterprise will allow analyzing the results of economic activities to prevent occurrence of crisis conditions and their management, if any. The effect will be the possibility of periodically calculating the overall efficiency of economic and financial activities in accordance with the strategic goal, business conditions and state economic policy.

Purpose. The aim of the article is construction of a conceptual approach to the assessment of anti-crisis management of regional development in crisis situations. Methodology of research. Empirical methods are used to establish and identify the components of anti-crisis management of regional development in the study. Their use has identified problems that have a negative impact on regional development, and generalized the formation of appropriate tools for assessing the impact on the social and economic status of the region and its businesses in order to overcome existing shortcomings. The study used the method of abstraction and generalization, which allowed the formulation of effective strategies for the development of the region in a crisis situation. Findings. A conceptual approach to anti-crisis management of regional development has been formed, which will make it possible to carry out adequate anti-crisis measures and assess the crisis situation in the region in order to select an effective regional development strategy. The components of anti-crisis management are determined and its mechanisms are identified, guided by which it is possible to solve problems and overcome crisis challenges. Originality. The concept of modernization of the anti-crisis management system of regional development with the identification of mechanisms and directions of anti-crisis policy, as well as the identification of relationships between them to ensure a full social and economic and creative direction of this system to overcome crisis phenomena and processes. The interpretation of the concepts of “challenge” and “regional challenge” has been further developed. Practical value. Comprehensive monitoring of the proposed components of crisis management of regional development will identify the crisis situation and choose an effective strategy for the development of the region in the long term. The aim of this paper is a critical discussion on application of a framework for tourism disaster management and the response of governments and communities to crises and disasters. Perception of danger and threat might be decisive factors, which could undermine image, reputation, and competiveness of a country. It might have also a decisive influence on the performance of a country from the economic point of view and especially influence on service provisions, for instance infrastructure (transportation), safety and security. The conceptual approach to research is based on analysis and discussion of the applied models of crisis management in tourism. Main purpose of this paper is to overview and compare methodological and conceptual approaches of academics to crises and disasters in published articles dealing with the creation of pro-active risk management models and their application.
