On 21 July 2012, a huge thunderstorm hit Beijing, prompting the city government to act immediately to deal with the emergency. Yet great losses were caused, exposing problems about urban flood control and drainage, and making people take a new look at them. It is not uncommon for a rainfall of such a degree to happen in Asia. Comparatively speaking, however, unlike in Beijing, fewer damages are caused in Taiwan, Japan and the Philippines given the same situation. In this article, therefore, the problems arising after a heavy rainfall and their solutions will be discussed.

The purpose of this study is to encourage ownership, responsibility and to develop stakeholders and policy makers for the river normalization program in the pre-construction, construction and post-construction stages. The use of the IPA method to measure community satisfaction in the quadrants on the Importance Performance Matrix map. The results of the study showed that the socialization from the Department of Water and Public Works, when the project was finished, was not in line with community expectations. Flood control projects that have been built, coordination with the contractor at the time of project implementation, socialization from the city government prior to project implementation, socialization from the city government when the project is finished, socialization from the river hall at the time before project implementation, socialization from the river hall at the time the project was completed, dissemination of information from the irrigation service prior to project implementation, and community involvement in project implementation. The process of land clearing, and the price agreement that has been reached. Improved land clearing, and price agreements that have been reached can be reconsidered because their impact on the benefits felt by the community is very small.

A timeline study since 1976-2010 with satellite imagery maps on the flooding problems of Eastern Chitwan has revealed that due to the rapid degradation of the vegetative cover in the upper catchments of its rivers, increased flooding events had occurred. The conditions of the catchment environment depend on the behavior and activities of the people residing in the area. Infrastructure construction for the flood control in the river banks are short term solutions only effective for a few years. For a long term solution, the people of the area need to be sensitive for the river training works and good watershed management. The study has emphasized social and institutional aspect along with awareness campaign with the populations to achieve good impacts in the long term. Considering topography, climate, river system, and existing problems in Taiyuan, the urban flood control planning in Taiyuan boils down to the following points: determine the flood control standard according to the size of city; study the flood alleviating measures in the upstream area; provide adequate water and soil conservation measures in the mountainous areas reduce flash floods; divert flood from mountainous areas to the downstream area instead of to the urban; improve the river channels in the urban area; provide flood detention and retarding area in the downstream area; study non-engineering flood control measures.

Currently, the development of flood control system of Nanjing City has been entering a new critical phase, facing some great challenging problems that never experienced before. To meet these challenges, this research initially reviewed the developing process of flood control system of Nanjing City after China's reform and opening up. Based on the analysis of current flood control situation, four major challenge of was summarized. To solve these problems, this research provided some productive suggestions for future development of flood control system of Nanjing City from six perspectives, namely principle of flood control, layout of flood control system, drainage system improvement, flood management, technology application and supporting measures.
