In July 2001, the European Union (EU) adopted the Directive 2001/42/EC of the European Parliament and the Council of 27 June 2001 on the Assessment of the Effects of Certain Plans and Programmes on the Environment, known as the Strategic Environmental Assessment (SEA) Directive. The EU countries will have three years, until July 2004, for the integration of the SEA Directive into national laws. The SEA Directive introduces procedural and technical requirements, according to which environmental assessment is compulsory for certain plans and programs but not for policies, except if they are a part of a plan, as well for plans and programs of national defence, civil emergencies, finance and budgets. According to the scope of the SEA Directive, environmental assessment is compulsory for plans and programs for infrastructure corridors ? transport, telecommunication and energy systems. In addition to the overview of the general framework for Strategic Environmental Assessment and the main requirements of the SEA Directive, the current situation in Serbia regarding the present condition of SEA is presented with special reference to the infrastructure corridors. One of the conclusions of this paper is that the main limitation for the implementation of SEA for plans and programs covering infrastructure corridors is the current legal situation. The main law which is supposed to introduce SEA has not been adopted yet, while the scope of the SEA within the new Planning and Construction Act includes SEA only for urban plans and does not cover, among others, plans for infrastructure corridors.

It is important to study theoretical and practical significance on strategic environmental assessment of municipal waste management system. This paper analyzes the research situation of strategic environmental assessment in China and put forward the theoretical basis of strategic environmental assessment on municipal waste management system, including strategic theory, low-carbon theory, cyclic economy theory and sustainable development theory. In the theoretical views, strategic environmental assessment of municipal waste management policies, plans and programs system can be studied for a better and More sustainable management mode of household waste. At the same time, the article gives a research frame of strategic environmental assessment on municipal waste management system in China.

Nirex is the organisation responsible for long-term radioactive waste management in the UK. Our Mission is to provide the UK with safe, environmentally sound and publicly acceptable options for the long-term management of radioactive materials. One of the lessons that Nirex has learned from previous experience in the UK and internationally is the importance of developing due process for finding a long-term solution for radioactive waste management. We have been investigating best practice in this area and incorporating the findings into the work that we undertake. Projects which will have an impact on the environment are subject to EC Directives on Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA). The EIA Directive has already been implemented into law within Member States while the SEA Directive has to be implemented by 2004. Nirex believes that radioactive waste management programmes will have to adhere to the principles outlined in the Directives. Nirex has been investigating how the frameworks set out in the Directives could be used to: • Develop a stepwise approach to decision making in the UK; • Engage stakeholders during the stepwise decision making; • Enable stakeholders’ issues and concerns to be addressed. This paper will outline how Nirex has been developing its work in these areas including reference to the Nirex Involvement Programme, which uses different consultation and dialogue techniques to enable people to engage with Nirex’s work programme.

Waste is a major problem in Central Java Province, especially in urban areas. The development of green infrastructure in waste management is the best solution to overcome this waste problem. This paper discusses whether environmental waste management has been adopted in strategic environmental assessment. By using qualitative descriptive analysis, the research was carried out through literature review and content analysis of strategic environmental assessment reports that have been published in Central Java Province. The result show that most strategic environmental assessments have recommended green infrastructure in waste management. However, it needs to be investigated further concerning its implementation. Green infrastructure in waste management must be included in spatial planning policy which integrated with strategic environmental assessment.

Strategic Environmental Assessment (SEA) for waste management planning (WMP) has been applied around the world for fifteen years now. In addition to identifying potential trends in space and the environment by means of WMP, the SEA process contributes to involving the general public in issues relevant to the environment. In turn, the endpoint of the SEA process is a set of results that enable appropriate decisions to be made related to WMP. Bearing this in mind, it is necessary for all the segments of the SEA process to be supported by specific spatial analyses and presentations enabling visual monitoring of the results. In this context, an important role is played by GIS tools, since they offer support to the SEA process and give it a new quality, which, in addition to visualizing the results, also increases objectivity in the evaluation of the planned solutions. This paper presents the deployment of GIS tools in spatial analysis and the support they provide for the SEA process during the development of the Agro-Waste Management Plan for Oplenac Vineyard in Serbia (AWMP). The results indicate the possibility of applying GIS tools to increase objectivity in the Multi-Criteria Evaluation (MCE) of the planned solutions in the SEA process.
