The subject of this research is the international relations on accomplishment of sustainable development goals, taking into account the risks of disasters and remedy against them. The object of this research is several documents: United Nations General Assembly Resolutions “Our Changing World: Agenda on Sustainable Development until 2030”, Sendai Framework for Disaster Risk Reduction 2015, Paris Agreement on Climate Change 2015. Detailed analysis is conducted on the provisions of the indicated documents in the context of their interrelation for effective implementation. Special attention is dedicated the impact of disaster risk upon sustainable development goals, namely their accomplishment. The following conclusions were formulated: sustainable development goals represents basic trends for development of each country and global community as  a whole; they are directly related to less significant problems that trying to be resolved by joint efforts of the global community (protection from disasters and climate change). These three block represent the equilateral sides of a triangle of international relations, realized for the purpose of harmonious development of modern civilization. The author’s special contribution lies in correlation of the particular provisions of aforementioned documents, and in schematic interpretation of such correlation. The novelty lies in the fact that the science of international law usually reviews these documents separately from each other, just mentioning their interrelation. The author reflect the approach that is being currently implemented by specific practitioners on elaboration of indicators of interrelation between sustainable development goals and disaster risk reduction.

This report summarizes the conference proceedings of Fostering DRR through Education for Sustainable Development: Toward a Better Future for Children. The conference, held at Tohoku University’s Kawauchi Hagi Hall on March 16, 2015, and attended by over 1,000 participants, focused on disaster risk reduction education within the context of education for sustainable development. This report discusses major themes emerging from presentations and panel discussions and draws some broad conclusions.

This special issue presents the findings obtained so far by the relevant studies that have been conducted mainly at the Global Centre for Disaster Statistics (GCDS), which is affiliated with the International Research Institute of Disaster Science (IRIDeS) at Tohoku University, Japan. The establishment of the GCDS was jointly announced by the United Nations Development Program (UNDP) and the IRIDeS in March 2015 during the Third UN World Conference on Disaster Risk Reduction (UNWCDRR) in Sendai, Japan. The Centre is expected to contribute greatly to sustainable development, based on risk-informed policy making, through the following activities: providing scientific analyses and technical advice based on their disaster loss and damage data, supporting the United Nations International Strategy for Disaster Reduction (UNISDR) and individual countries in the work of monitoring the progress of the Sendai Framework for Disaster Risk Reduction (SFDRR) and the 2030 Agenda for Sustainable Development, and providing policy advice to build the capacities of national/local governments, based on their demands. In this context, the guest editors of this special issue are pleased to publish valuable academic articles closely related to the GCDS’ activities that contribute to the development of disaster statistics. As Sasaki and Ono (2018) observed, there exist three major categories of research questions that contribute to the development of disaster statistics: investigation into disaster statistics and/or global disaster-related databases, development of the existing discipline-based research, and analysis of various issues through questionnaire surveys. Last but not least, it is our hope that this special issue contributes to the literature of disaster statistics and accelerates its development.

To this end, this article discusses the following major topics: the nature of ESD, genesis of ESD in the Philippines, integration of ESD in the schooling system in the Philippines, climate change and disaster risk reduction.

As climate warming intensifies, the frequency and intensity of disasters are also increasing, posing challenges to global sustainable development. The concept of disaster risk reduction (DRR) provides strong impetus for reducing disaster risk and vulnerabilities by employing the scientific and technological developments of recent decades. However, there is a need to enhance the capacities of different communities to use emerging digital infrastructure, not only in promoting DRR but also in ensuring sustainable future development. Limited access to and availability of data are restricting comprehensive understanding of these challenges. In many countries, the key areas for capacity development include collecting information from alternative and emerging data sources and meaningfully integrating it with data from traditional sources. Software and data analysis are becoming widely accessible due to open-source initiatives, while cloud computing technologies and programmes such as CASEarth provide valuable resources for multisource data integration, contributing to information-driven policy and decision-support systems for DRR.

Purpose In education concerning environmental issues, there are two predominant currents in the world, environmental education (EE) and education for sustainable development (ESD). ESD is the formal commitment and therefore promoted by the United Nations, to ensure that countries achieve sustainable development. In contrast, EE was the first educational trend with an environmental protection approach. The purpose of this systematic review that seeks to show whether the migration from EE to ESD is being effective and welcomed by researchers and especially by universities is presented. With the above, a global panorama can be provided, where the regions that choose each model can be identified. In the same sense, it was sought to determine which of the two currents is more accepted within engineering education. Design/methodology/approach The review followed the preferred reporting items for systematic reviews and meta-analyzes parameters for systematic reviews. In total, 198 papers indexed in Scopus, Science Direct, ERIC and Scielo were analyzed. With the results, the advancement of ESD and the state of the EE by regions in the world were identified. Findings It was possible to categorize the geographical regions that host either of the two EE or ESD currents. It is important to note that ESD has gained more strength from the decade of ESD proposed by the United Nations Educational, Scientific and Cultural Organization. For its part, EE has greater historical roots in some regions of the planet. In turn, there is evidence of a limited number of publications on the design and revision of study plans in engineering. Originality/value Through this systematic literature review, the regions of the world that are clinging to EE and those that have taken the path of ESD could be distinguished. Moreover, specific cases in engineering where ESD has been involved were noted.

<p>The Sendai Framework for Disaster Risk Reduction (SFDRR) provides a concrete agenda for evidence-based policy for disaster risk reduction as a key component of the post-2015 global development agenda. However, the progress of implementing the seven Global Targets of the SFDRR at the national level via the monitor of a set of thirty-eight indicators is obstructed due to a lack of available, accessible, and validated data on disaster-related loss and damage, especially in developing countries. This weakens the accuracy, timeliness, and quality of the Sendai monitoring process. In the case of floods, which account for the highest number of people affected by hazards,[WY1]  there is a strong need for innovative and  appropriate tools for monitoring and reporting flood impacts.</p><p>The country of Ecuador and their validated national flood loss and damage database, which stretches back to 1970, is a stark counterpoint to the norm and serves as the case study for this research. In this research we develop a geospatial model approach, which combines earth observation-based information products with additional geospatial data to result quantitative measures for selected indicators of the SFDRR and validate them based on an existing database on flood loss and damage in Ecuador. Specifically, we build on automated  derivation of flood event characteristics from a full year of Sentinel-1 synthetic aperture radar data to assess flood hazard in Ecuador, and complement this with geospatial data on flood-related exposure and vulnerability to model selected indicators of the SFDRR in a spatially explicit way. The validation process of this geospatial model is conducted in reference to in situ loss and damage data related to flooding for the years 2017, 2018, and 2019. The derivation of information products is conducted in close collaboration with the National Service for Risk and Emergency Management of the Government of Ecuador, the country office of the United Nations Development Program, and the United Nations Office for Disaster Risk Reduction. It is thereby assured that the development and validation of this methodology is in line with the national and international approach of implementing the SFDRR.</p><p> </p>
