Still invasive after all these years: Keeping gypsy moth out of British Columbia

The gypsy moth is an alien invasive insect in North America. In Canada, management objectives and approaches have often collided with public opposition and resulted in a shifting public policy. The history of this interaction between science and policy is best illustrated in British Columbia where gypsy moth remains unestablished after 30 years of repeated invasions and eradications. The case study provides unique lessons to improve science–public dialogue in achieving common socioeconomic objectives. It shows that despite the availability of sufficient scientific knowledge and technical capacity to reduce risk, the absence of effective risk communication can compromise the effectiveness of management action and increase the risk of invasion. As a historiographical analysis, this essay seeks to understand the idea of historical layering through the topic of Chinese immigration to Canada. It considers the following four works: In the Sea of Sterile Mountains: The Chinese in British Columbia (1974) by James Morton, White Canada Forever: Popular Attitudes and Public Policy Toward Orientals in British Columbia (1978) by W Peter Ward, From China to Canada: A History of the Chinese Communities in Canada (1982) by Harry Con et al., and The Concubine's Children (1994) by Denise Chong. It does so in an effort to compare and contrast their approaches with regard to consensus and specialist histories, top-down and bottom-up approaches, as well as passive and active historical representations.

An insured who wilfully damages insured property cannot seek indemnification under an insurance policy because the loss was not a fortuitous one and likely falls within an exclusion clause in the policy. This has historically been referred to as the criminal forfeiture principle, which holds that for public policy reasons a wrongdoer should not be able to benefit from his or her own wrongdoing. The question in situations like this is whether an innocent co-insured should also be barred from recovery for such loss. This article focuses on developments in the law relating to recovery by an innocent co-insured — namely amendments to the British Columbia Insurance Act. The author explores the history of the criminal forfeiture principle and also examines the modern contractual approach to interpreting insurance contracts. This article argues that the modern approach emphasizes property and contract law principles at the expense of protecting the reasonable expectations of an innocent co-insured. The author then examines a key provision in the British Columbia Insurance Act that intends to provide statutory protection for an innocent co-insured. Despite some disadvantages, the author argues that the benefits of the statutory protection outweigh any potential weaknesses.

AbstractThe use of behavioural sciences in government has expanded and matured in the last decade. Since the Behavioural Insights Team (BIT) has been part of this movement, we sketch out the history of the team and the current state of behavioural public policy, recognising that other works have already told this story in detail. We then set out two clusters of issues that have emerged from our work at BIT. The first cluster concerns current challenges facing behavioural public policy: the long-term effects of interventions; repeated exposure effects; problems with proxy measures; spillovers and general equilibrium effects and unintended consequences; cultural variation; ‘reverse impact’; and the replication crisis. The second cluster concerns opportunities: influencing the behaviour of government itself; scaling interventions; social diffusion; nudging organisations; and dealing with thorny problems. We conclude that the field will need to address these challenges and take these opportunities in order to realise the full potential of behavioural public policy.

This chapter explores movement and circulation across the Mediterranean and seeks to contribute to a history of proto-nationalism in the Maghrib and the Middle East at a particular moment prior to World War I. The discussion is particularly concerned with the interface of two Mediterranean spaces: the Middle East (Egypt, Ottoman Empire) and North Africa (Morocco), where the latter is viewed as a case study where resistance movements sought external allies as a way of compensating for their internal weakness. Applying methods developed by Subaltern Studies, and linking macro-historical approaches, namely of a translocal movement in the Muslim Mediterranean, it explores how the Egypt-based society, al-Ittihad al-Maghribi, through its agent, Aref Taher, used the press as an instrument for political propaganda, promoting its Pan-Islamic programme and its goal of uniting North Africa.

The challenges of including factual information in public policy and political discussions are many. The difficulties of including scientific facts in these debates can often be frustrating for scientists, politicians and policymakers alike. At times it seems that discussions involve different languages or dialects such that it becomes a challenge to even understand one another’s position. Oftentimes difference of opinion leads to laws and regulations that are tilted to the left or the right. The collaborative balancing to insure public and natural resource interests are protected ends up being accomplished through extensive litigation in the courts. In this article, the author discusses the history of environmental balancing during the past three decades from the perspective of a field biologist who has used the strength of our policies, laws and regulations to fight for the protection of our Commonwealth’s aquatic resources. For the past 7 years, the author has taken over the reins of “the most powerful environmental agency in Pennsylvania” and charted a course using science to properly represent natural resource interests in public policy and political deliberations.

Immediately after the Second World War Sweden was struck by a wave of sightings of strange flying objects. In some cases these mass sightings resulted in panic, particularly after authorities failed to identify them. Decades later, these phenomena were interpreted by two members of the Swedish UFO movement, Erland Sandqvist and Gösta Rehn, as alien spaceships, or UFOs. Rehn argued that ‘[t]here is nothing so dramatic in the Swedish history of UFOs as this invasion of alien fly-things’ (Rehn 1969: 50). In this article the interpretation of such sightings proposed by these authors, namely that we are visited by extraterrestrials from outer space, is approached from the perspective of myth theory. According to this mythical theme, not only are we are not alone in the universe, but also the history of humankind has been shaped by encounters with more highly-evolved alien beings. In their modern day form, these kinds of ideas about aliens and UFOs originated in the United States. The reasoning of Sandqvist and Rehn exemplifies the localization process that took place as members of the Swedish UFO movement began to produce their own narratives about aliens and UFOs. The question I will address is: in what ways do these stories change in new contexts? Texts produced by the Swedish UFO movement are analyzed as a case study of this process.
