Forest birds and forest management in Ontario: Status, management, and policy

This paper presents a summary of presentations and discussions at a 3-day workshop on research and management of forest birds in Ontario forests. While many forest birds in Ontario do not appear to be negatively affected over the long term by forest management, some species were noted as declining using Breeding Bird Atlas data and more research is required to understand the causes, some of which may well be related to habitat change on the wintering grounds. For example, the aerial foragers as a group have declined significantly during the past 20 years. Recent research suggests landscape convergence between managed and fire-origin stands for bird species over time, but negative effects were suggested for boreal chickadee (Poecile hudsonsicus), brown creeper (Certhia familiaris), and some cavity-users, although there is no evidence of declines in these species from the current atlas data. This inconsistency needs to be evaluated. In Carolinian forests, even small-scale tree harvesting in this already highly fragmented landscape can have deleterious effects on breeding success for some species, such as wood thrush (Hylocichla mustelina) and rose-breasted grosbeak (Pheucticus ludovicianus). New modelling techniques and meta-analyses seem to hold considerable promise as tools to help managers understand key habitats, species that require special attention, and as predictive models of forest management effects. A large number of recommendations to improve the management of forest birds are provided and as is a suggested research agenda to improve our understanding of key factors affecting birds in managed forests. Abstract Forest policy and forest ownership patterns in Slovenia and the Federation of Bosnia and Herzegovina (FBiH) have changed considerably in recent decades due to unprecedented scale of social, political and economic change. The distribution of ownership types varies between the countries – in Slovenia private forest ownership predominates (77%), while in FBiH only about 20% of forest is private-owned. In both countries, private forest properties are small-scale and fragmented, which affects management opportunities and the scale at which policy interventions need to be made. This paper analyses the Slovenian and Central Bosnia Cantonal Law on Forests to assess how the regulatory framework affects private forest owners’ (PFOs) rights, forest management and accelerates cooperation of PFOs. Both laws impose exclusive rights and responsibilities of PFOs, as well as limitation on how they can use their forests. In both countries, legislation contains detailed regulations for forest management activities and stipulate that mandatory forest management plans (FMPs) are an important tool that supports the implementation of sustainable forest management. In Slovenia, FMPs are prepared as common plans for all forests regardless the ownership, while in FBiH the Cantonal Law prescribes a separate forest management planning system for private forests. To improve the efficiency of private forest management, both laws support voluntary cooperation of PFOs. From the analysis, it can be concluded that there is a need for better harmonisation of public and private interests in relation to forest resources, especially in the case of FBiH, and that the deregulation of property right is needed as well as that the level of involvement of PFOs in the forest policy making process is unsatisfactory, in most cases only formal.

Abstract The Atlantic Forest is the second largest tropical moist forest domain in South America after the Amazon, home to over 800 bird species (223 endemics or 27% of the avifauna). With only 28% of the original vegetation left, mostly fragmented and altered, the Atlantic Forest is a hotspot for bird conservation. We first introduce the extent, vegetation types, and exploitation history of the domain, and the composition and biogeographic affinities of its birds. We then provide an overview of the knowledge gathered so far on the ways Atlantic Forest birds thrive in the often-fragmented landscape, highlighting the landscape features that influence their occurrence and movement behavior. We end with the conservation issues affecting the Atlantic Forest birds and the actions hitherto taken to address them, including the establishment of conservation units, forest restoration, and rewilding.

Abstract Background Species co-occurrences can have profound effects on the habitat use of species, and therefore habitat structure alone cannot fully explain observed abundances. To account for this aspect of community organization, we developed multi-species abundance models, incorporating the local effect of co-occurring and potentially associated species, alongside with environmental predictors, linked mainly to forest management intensity. We coupled it with a landscape-scale analysis to further examine the role of management intensity in modifying the habitat preferences in connection with the landscape context. Using empirical data from the Black Forest in southern Germany, we focused on the forest bird assemblage and in particular on the cavity-nesting and canopy-foraging guilds. We included in the analysis species that co-occur and for which evidence suggests association is likely. Results Our findings show that the local effect of species associations can mitigate the effects of management intensity on forest birds. We also found that bird species express wider habitat preferences in forests under higher management intensity, depending on the landscape context. Conclusions We suspect that species associations may facilitate the utilization of a broader range of environmental conditions under intensive forest management, which benefits some species over others. Networks of associations may be a relevant factor in the effectiveness of conservation-oriented forest management.

We used point-count data collected as part of Bird Studies Canada's Boreal Forest Bird Program to validate habitat suitability models for 22 forest bird species in Ontario's Habitat Suitability Matrix. We found that many of the species'models performed relatively poorly in discriminating between occupied and unoccupied sites, primarily due to the high error of commission rates (false positive predictions). Since species presence and abundance were assessed by single, five minute point counts, insufficient sampling was at least partly responsible for some of the observed over-prediction. Results suggested that model parameters for at least nine of the species tested (hairy woodpecker [Picoides villosus], blueheaded vireo [Vireo solitarius], red-eyed vireo [Vireo olivaceus], red-breasted nuthatch [Sitta canadensis], Swainson's thrush [Catharus ustulatus], hermit thrush [Catharus guttatus], Tennessee warbler [Vermivora peregrina], Blackburnian warbler [Dendroica fusca] and dark-eyed junco [Junco hyemalis]) should be reviewed to improve the predictive capability of the models and to ensure appropriate consideration of the habitat needs of these species during forest management planning. Apple production sector in Albania is growing very fast in Albania but research about apple production efficiency is almost absent. This research aims at assessing the technical efficiency and factors affecting it for the Albanian apple farms. Data of 150 randomly selected farmers in the area of Korça region are analyzed with the Stochastic Frontier Approach. The average level of technical efficiency results 88%, with 12% potential for improvement. The efficiency gap is about 21%. Major factors with positive effect on technical efficiency result the access to advisory services, average plots size, number of apple plots; education and proportion of orchards under modern technology have negative effects; age, and farmer’s experience are not significant. Measures to support planting of apples should take into account the size of plots. There is much space to improve extension services to farmers, so adequate policies are needed to support farmers with training, information to improve their skills and knowledge, to ensure they are supplied with quality inputs and technologies at reasonable prices, and policies to improve farmers access to markets.

ContextThe negative association between elevation and species richness is a well-recognized pattern in macro-ecology. ObjectivesThe aim of this study was to investigate changes in functional evenness of breeding bird communities along an elevation gradient in Europe. MethodsUsing the bird data from the EBCC Atlas of European Breeding Birds we estimated an index of functional evenness which can be assumed as a measure of the potential resilience of communities.ResultsOur findings confirm the existence of a negative association between elevation and bird species richness in all European eco regions. However, we also explored a novel aspect of this relationship, important for conservation: Our findings provide evidence at large spatial scale of a negative association between the functional evenness (potential community resilience) and elevation, independent of the eco region. We also found that the Natura2000 protected areas covers the territory most in need of protection, those characterized by bird communities with low potential resilience, in hilly and mountainous areas.ConclusionsThese results draw attention to European areas occupied by bird communities characterized by a potential lower capacity to respond to strong ecological changes, and, therefore, potentially more exposed to risks for conservation.

Breeding bird fauna in a coniferous forest in the northern Prealps after storm Lothar In a 70-hectare large coniferous forest located on the northern edge of the Alps in central Switzerland, Canton of Obwalden, at an altitude of 1260 to 1550 metres above sea level, we surveyed the local breeding bird fauna in 2002 and 2013 by means of point counts as well as additional area searches for rare species. In December 1999, hurricane Lothar caused two large windthrow areas and several smaller areas with scattered throws in the survey range. We found a total of 48 breeding bird species, which is a very diverse species composition for a mountain forest. In the eleven years between surveys, a decline in distribution or abundance was recorded for four species, while seven species showed an increase; a further four species showed no change. For the remaining species, the data sets were too small to reliably estimate changes. A comparison with forest structure data provided by the Swiss Federal Institute of Forest, Snow and Landscape Research WSL revealed that for five bird species, the changes in distribution or abundance could be explained at least partially by forest succession. In order to obtain realistic distribution and abundance values in this kind of breeding bird survey, it is essential to collect large enough samples and to consider the detection probability of each individual species using appropriate statistical methods.

A group of international experts evaluated whether the aims and instruments of Swiss forest policy are suitable for the promotion of sustainable forest management based on the pan-European criteria. Approach and main results are presented as well as the method developed for the definition of sustainability indicators as an instrument for the evaluation of sectoral policies and the possibility of a transfer of methods and indicators on an international level.

AbstractInvasive plants are non-native, but in most cases naturalised, species that have successfully spread outside of their native range. Aliens invaded all habitats, are competing with native plants, thus, after the direct destruction of habitats, invasions are recognised as the second largest danger for biodiversity. Northern Red Oak is one of the most common invasive tree species dispersed primarily by birds, but new studies have shown that it is also spread continuously in a forest stand. The main aim of our research was to check how strong is the invasion of Northern Red Oak in Silesia Park, where it was introduced together with other alien plant species, and how this invasion interacts with bird diversity. Silesia Park was created 65 years ago on the surface largely ravaged by coal industry. Because many studies indicate birds as vectors of alien plants invasion, we examined the bird fauna in a described area, looking for species that can contribute to spreading oaks. Research showed the diversity of 50 bird species. Surface with a presence of Northern Red Oak was characterised by greater participation of alien plant species than the patch of natural forest, which existed there long before the park creation. The greatest bird diversity was found in the most natural part of Silesia Park, and the lowest in the area of invasion, especially in the case of species classified as “forest birds”. The presence of alien plants increased number of “non-forest” birds, mostly synanthropic species. We also found that Northern Red Oak spreads by spontaneous seed dispersal.
