The economic contributions from commercial forestry, measured in trade terms, employment and regional development, are well established. Less understood is the environmental contribution of forestry, provided that forestry is practised in a sustainable manner. Despite the economic and environmental benefits, the social license for commercial forestry is increasingly challenged in terms of access to timber and the conditions placed on access, and in access to major export markets for forest products. Fundamental to addressing these challenges is the utilization of harvesting regimes acceptable to both resource owners and consumers. Clearcut harvesting may be a scientifically reasonable replication of natural disturbance, allowing adequate provision for forest character and structure, but it is the emotional impact of the harvest site that often determines public acceptability.The institutional setting for commercial forestry is evolving rapidly and is increasingly driven by non-governmental groups that are proving particularly adept with information age tools. This paper will examine the supply and demand factors that are producing the pressure on harvesting practices, the institutional response to these pressures, the physical and financial implications of partial-cut harvesting, and will examine the harvesting norms that have emerged in a number of key softwood producing regions. The comprehensive and accurate monitoring of coal power overcapacity is the key link and an important foundation for the prevention and control of overcapacity. The previous research fails to fully consider the impact of the industry correlation effect; making it difficult to reflect the state of overcapacity accurately. In this paper; we comprehensively consider the fundamentals; supply; demand; economic and environmental performance of the coal power industry and its upstream; downstream; competitive; and complementary industries to construct an index system for assessing coal power overcapacity risk. Besides; a new evaluation model based on a correlation-based feature selection-association rules-data envelopment analysis (CFS-ARs-DEA) integrated algorithm is proposed by using a data-driven model. The results show that from 2008 to 2017; the risk of coal power overcapacity in China presented a cyclical feature of “decline-rise-decline”, and the risk level has remained high in recent years. In addition to the impact of supply and demand; the environmental benefits and fundamentals of related industries also have a significant impact on coal power overcapacity. Therefore; it is necessary to monitor and govern coal power overcapacity from the overall perspective of the industrial network, and coordinate the advancement of environmental protection and overcapacity control.

Problem definition: We study how the government should design the subsidy policy to promote electric vehicle (EV) adoptions effectively and efficiently when there might be a spatial mismatch between the supply and demand of charging piles. Academic/practical relevance: EV charging infrastructures are often built by third-party service providers (SPs). However, profit-maximizing SPs might prefer to locate the charging piles in the suburbs versus downtown because of lower costs although most EV drivers prefer to charge their EVs downtown given their commuting patterns and the convenience of charging in downtown areas. This conflict of spatial preferences between SPs and EV drivers results in high overall costs for EV charging and weak EV adoptions. Methodology: We use a stylized game-theoretic model and compare three types of subsidy policies: (i) subsidizing EV purchases, (ii) subsidizing SPs based on pile usage, and (iii) subsidizing SPs based on pile numbers. Results: Subsidizing EV purchases is effective in promoting EV adoptions but not in alleviating the spatial mismatch. In contrast, subsidizing SPs can be more effective in addressing the spatial mismatch and promoting EV adoptions, but uniformly subsidizing pile installation can exacerbate the spatial mismatch and backfire. In different situations, each policy can emerge as the best, and the rule to determine which side (SPs versus EV buyers) to subsidize largely depends on cost factors in the charging market rather than the EV price or the environmental benefits. Managerial implications: A “jigsaw-piece rule” is recommended to guide policy design: subsidizing SPs is preferred if charging is too costly or time consuming, and subsidizing EV purchases is preferred if charging is sufficiently fast and easy. Given charging costs that are neither too low nor too high, subsidizing SPs is preferred only if pile building downtown is moderately more expensive than pile building in the suburbs.

Structural and regulatory changes in Europe are expected to have major implications for the forest products industry and forestry in Canada. In this paper, the changes associated with the completion of the internal market of the European Community, the introduction of a new European forest policy, and structural, political and economic changes in eastern Europe are surveyed and their impacts on the demand and supply of forest products analyzed. The paper also explores the appropriate strategic responses of Canadian firms. The paper concludes with the implications of the political and economic changes brought about by Europe 1992 for public policy.

Technology-driven advances in the gathering, processing and delivery of big data are making it easier to monitor forests and make informed decisions over their use and management. This paper first describes how innovations in remote sensing and cloud computing are enabling generation of geospatial data more often, at lower cost and in more user-friendly formats. Second, it describes the evolution of systems and technologies to trace forest products, and agricultural commodities linked to deforestation, from source to final use. Third, it reviews the potential for emerging data mining technologies such as natural language processing, web scraping and computer vision to support forest policy analysis and augment geospatial data gathered through remote sensing. The paper gives examples of how these technologies are being used and may be used in the future to monitor and respond to deforestation, fire and natural disasters, improve governance by enabling faster and more comprehensive analysis of social networks, policies and regulations, and increase traceability and transparency within supply chains.

This paper explores the use of levelised cost in planning for infrastructure networks. Levelised cost provides a useful measure comparing supply or conservation options on varying scales on an equivalent basis. Comparison is made to annualised cost, a metric often used as a means of comparing different supply side options. Urban water supply is used as the primary example, however levelised cost is equally applicable to other infrastructure networks, such as electricity or gas. The levelised cost is calculated as the ratio of the present value of projected capital and operating cost of an option to the present value of the projected annual demand supplied or saved by the option. The paper demonstrates that levelised cost is the constant unit cost of supply, provided by an option at present value. It is also the average incremental cost of the option at the point of implementation. When translated to a unit cost, annualised cost does not account for unutilised capacity in large scale schemes, systematically under-representing actual costs. By using levelised cost this inherent bias is removed. Use of levelised cost would facilitate the inclusion of smaller scale and more incremental supply options into infrastructure networks providing both economic and environmental benefits.

The spruce lumber industry of Eastern Canada is facing difficult problems; not only those created by war conditions, but also those natural to its particular stage of development. At least three of these problems, namely, wastage, operating costs, and grading, have been brought to the attention of the Forest Products Laboratories with requests for aid in finding solutions. In this article the nature of these problems and the steps taken to solve them are explained in broad outline, and the bearing of these problems on forest policy in general is discussed. The use of sawmill "waste" in the manufacture of chemical pulp, the differentiation of logs on the basis of use-value, and the objectives of lumber grading rules are the main topics treated.

Abstract The advent of tall wood structures in North America is heightening a public awareness that forest products, designed for higher and better uses, will lead to enhanced environmental benefits within the Circular Bioeconomy. The application of these newer wood-based processing technologies and their resulting products, in place of completive products such as concrete, steel and other non-wood construction materials, will redefine and expand the advantages that wood has as a construction material. Further, the growing capability to use small logs, and diverse species, as raw material for the newer generation of forest products will magnify the carbon sequestration benefits from the working forest. A recipe of getting more benefits and improved utilization from the working forest is identified and described, while focusing on the means and methods of obtaining these benefits.

In 1987 the government of British Columbia (B.C.) made substantial changes in its forest policy, including "clawing back" 5% of the volume committed on all of its replaceable licenses and shifting of reforestation costs to the licensees. Analysis of the reaction of stock prices to the announcement of these policy changes reveals that the policy had a negative, but not statistically significant impact on B.C. forest products companies taken as a whole. Those medium-sized B.C. forest products firms that own little private land and operate mainly in B.C. suffered small but statistically insignificant losses. The policy changes apparently did not affect large B.C. forest products firms and non BC-based forest products firms. The results may arise because (i) as a result of restrictions on log exports the volume reductions were simply reallocated within extant timber markets, (ii) timber from the replaceable licences is fully priced, (iii) the adjustments were small when compared with the overall market capitalization of the firms involved, and (iv) there was general financial euphoria in the late 1980 s. These findings should not be extended to larger policy adjustments or to the problem of evaluating the impact of province-wide reductions in allowable harvest levels.
