In contrast to most other countries, Canada uses a leasing system for provincial Crown forests. It is unlikely this will change. Canadian forestry has been characterized by a struggle between landlord and tenant over the silviculture and forest management obligations of the tenant and the right of citizens as owners of the forest resource to know what is going on. Forest companies do not have equity in timber and are reluctant to invest in long-term management. Also, Canada is characterized by a broad band of boreal forest across the country with remarkable little contact between the provinces on forest management. Add to this new drivers for change due to customer demands for certification, and the practice of sustainable forest management and notions and concepts from conservation biology, particularly about emulation of historical disturbance. The reality of the present situation is that the price of access to Crown timber that costs nothing to grow is becoming more complex and expensive as demands for better inventories and monitoring increase.Canadian forestry is becoming more rigorous and accountable and under much more NGO scrutiny. Professional foresters have to be accountable, up-to-date, and behave like professionals. The challenges today are outlined for this new complex situation.

KPHP Unit XXVI Belayan Watershed has a management area for production forest and protected forest that has not been optimally utilized. This study aims to develop a business plan strategy in order to optimize the resources of the KPHP Belayan watershed which is oriented towards reducing emissions to achieve sustainable forest management, improving people's welfare, and increasing income. This study use SWOT analysis to determine the right strategy in order to optimize the resources of the KPHP Belayan Watershed. The analysis results show that the commodity business (palm sugar, palm solid sugar, forest honey and kelulut honey, bamboo skewers and carbon trading) by the KPHP Belayan Watershed is financially feasible to be financed. This means that the strategy that must be carried out is to expand the market segmentation of these commodities so that these commodities can advance.   Keywords: Belayan watershed, Production forest, Sustainable forest, SWOT

Effective public participation is a key part of sustainable forest management on publicly owned lands. However, long-term monitoring data that seek to measure effectiveness of public participation in forest management planning is lacking. Here, measures based on attitudes and satisfaction ratings associated with suspected criteria of public participation effectiveness were developed and applied to forest resource advisory group members from Ontario, Canada. Using data from four social surveys (2001, 2004, 2010, and 2014), advisory group members were, on average, satisfied and held positive attitudes towards the advisory group, their participation in the group, and forest management planning. In many instances, these positive evaluations increased from 2001 to 2014, especially for statements related to fairness. One concern about Local Citizens Committees (LCCs) related to their composition. Advisory group members were male dominated (about 88%) and were increasingly overrepresented by individuals between 50 and 69 years old in 2014 (67%). Given that male and female LCC members held different perceptions of the effectiveness of some public participation criteria, these concerns suggest that composition of LCCs might impair the ability of the groups to consider all viewpoints related to forest management planning. Finally, the research illustrates the importance of designing and collecting long-term monitoring data to understand how evaluations of public participation and composition of participants changes over time.

The Canadian Forest Service (CFS) has organized a National Forest Ecosystem Research Network of Sites (FERNS). These sites are focussed on the study of sustainable forest management practices and ecosystem processes at the stand level. Network objectives are to promote this research nationally and internationally, provide linkages among sites, preserve the long-term research investments already made on these sites and provide a forum for information exchange and data sharing. The 17 individual sites are representative of six ecozones across Canada and address the common issue of silvicultural solutions to problems of sustainable forest management. While the CFS coordinates and promotes FERNS, the network consists of local autonomous partners nationwide who benefit from the FERNS affiliation through increased publicity for their sites. The article outlines the main strategic guidelines for sustainable spatial development of forest management at different hierarchical levels of forest management (global, national, regional and local), which are related to the formation of a sustainable forest management system on an ecosystem basis in accordance with international principles and agreements on sustainable forest development. Emphasis is placed on the formation of the system of international ecological management of forestry for the implementation of the ecosystem approach in the system of spatial forest management. The necessity of forming a fundamentally new state ecologically oriented forest policy of Ukraine, based on the reassessment of human views on the role of forests in the global environment, was stated. The basic requirements for ecologically oriented national forest policy in the field of rational use and reproduction and protection of forest resources are formed. The main ways of solving environmental problems in the system of sustainable forestry are also outlined. The main directions of long-term development of global forestry are determined. The main directions of long-term development of global forestry are determined. The main components of international regulation of relations between states in the field of compliance with environmental requirements in the field of forestry have been formed.

This article attempted to define a compromise making it possible the satisfaction of the material needs of the populations living within the National park of Salonga while ensuring the conservation of long-term forest resources. The management of the forests requires deepened knowledge of the resources and the participation of the local communities, which are the better, informed on of the forest resources. The implementing of a policy on sustainable forest management would be possible by a better integration and participation of the local populations. A survey was carried out in four villages of the National park of Salonga. The results of the investigation show clearly a positive attitude of the rural populations with regard to the forest resources. The diversity of the needs for the population corresponds to the choice of the products and services of the forest. Overall, the potential of the park’s forests is superior in comparison with the needs of the population. The exploitation of the forest products is vast and is included in the category of a system of an economy of collection.

The Canadian Council of Forest Ministers (CCFM), established in 1985, is composed of the federal, provincial and territorial Ministers responsible for forests. Its role has evolved into one that stimulates the development of policies and initiatives for strengthening the forest sector, including the forest resource and its use. One of the most important functions of the CCFM is that it sets the overall direction for the stewardship and sustainable management of Canada's forests by addressing issues and stimulating joint initiatives. Under its guidance, four successive National Forest Strategies and three Forest Accords have been developed. Another major achievement has been the development of the CCFM Criteria and Indicators Framework: Defining Sustainable Forest Management - A Canadian Approach to Criteria and Indicators. Today, the CCFM works under five strategic themes: sustainable forestry; international issues; forest communities; science and technology; and information and knowledge. The ongoing, positive cooperation between the two levels of government helps maintain healthy and productive forests and their sustained contribution to Canadians' economic, environmental and social well-being over the long term. In the 1970s an outbreak of spruce budworm, combined with rising protection costs, environmental concerns, and recoghition of the long-term nature of the infestation, demanded new approaches to forest management and protection. Through adapting traditional policy, frequent conflict and innovation, the Maine Department of Conservation and private landownes refined their understanding of the budworm infestation as a long-term management problem. The recently completed Maine Spruce-Fir Wood Suply/Demand Analysis highlighted the need for investment in more intensive forest management and better wood utilization, in addition to continued protection, if Maine's industries dependent on spruce and fir are to maintain their current levels of production.
