<p>The Infrastructure Concession Regulatory Commission (ICRC) ACT of 2005 provided the legal framework for the adoption of PPP for infrastructure development in Nigeria. This paper therefore examined the implications of the adoption of PPP for infrastructure development in Nigeria with a view to enhancing infrastructure projects delivery. The paper acknowledged the timeliness of the initiative in Nigeria owing to the wide infrastructure gap and progressive severe cut back in budgetary allocation and implementation. The paper recommended that political will, good governance and human capacity building will be required to maximise the benefits from the initiative by all stakeholders.</p>

Aim. The presented study aims to examine project initiatives and proposals for improving funding mechanisms for infrastructure projects based on public-private partnership in the Russian Federation.Tasks. The authors consider approaches and project initiatives of the G20 countries pertaining to the implementation of public-private partnership projects in the context of the adaptation of infrastructure projects to the Russian market (for the purpose of improving the quality and efficiency of the implementation of infrastructure projects in the Russian market).Methods. The methodological basis of this study includes works of Russian and foreign researchers in the field of public-private partnership and project financing. The authors use methods of scientific research (expert and comparative analysis, grouping and generalization) selected in accordance with the goals and objectives of the study as well as information publicly available on the official websites of the ROSINFRA platform and the Ministry of Economic Development of the Russian Federation.Results. Comparative analysis of foreign and national practices in the public-private partnership market makes it possible to identify a number of potential initiatives, including a new approach to the examination of infrastructure projects and proposals for attracting additional investment resources to the public-private partnership market. Adaptation of foreign competencies to the Russian public private partnership market will drive the transformation of the current PPP project model in Russia.Conclusions. Analysis of methods used by the G20 to assess and implement infrastructure projects based on public-private partnership makes it possible to formulate potential initiatives and proposals for improving approaches to the implementation of infrastructure projects based on public-private partnership in the Russian market and to determine the development vector for the national infrastructure project model.

Public-private partnership (PPP)-led infrastructure development has been crucial in China as it has in many other countries. However, several obstacles in the field tend to challenge its development. Based on survey responses from PPP practitioners and professionals in Hong Kong and mainland China, this study analyzes and ranks the key barriers to PPP projects. Our findings suggest that both groups classify the critical obstacles to PPP consistently, albeit with some divergences in ranking them. Reflecting mainly from the perspective of professionals, the study also proposes some suggestions for mitigating these obstacles, so it could contribute to the effective formulation of PPP and successful implementation of PPP-led infrastructure projects in China as well as elsewhere.

This paper aims to identify the Critical Success Factors (CSFs) of Public Private Partnership (PPP) in hydropower secter of Nepal. The study was based on a survey of 141 experts and practitioners involved in private and public hydropower projects. The study revealed that project technical feasibility, favorable legal framework, good governance, transparent procurement process and macro-economic stability were identified as most CSFs of PPPs. The comparative analysis of rank, found that among the 21 CSFs, four factors: macro-economic condition, employment opportunities, government’s technical support and government’s managerial support were considered equally important CSFs by the public and private sector respondents. It is concluded that for the success of PPPs in hydropower sector, the concerned authorities should use private sector more efficiently, specially for the technical support and government for devising favorable legal framework for the PPP projects. This study offers some insights on CSFs for policy makers concerning the successful implementation of PPPs in hydropower sector. Subject. The article discusses the way the infrastructure of special preferential areas (special economic zones, socio-economic priority development areas) is being developed, and reviews respective processes. Objectives. We evaluate the current trends and identify difficulties in implementing infrastructure projects across preferential areas. Methods. The study relies upon general methods, such as generalization, synthesis and analysis of available scientific results concerning the economic category of infrastructure and classification of its types. We applied general methods of analysis and comparative analysis to determine the future development of the infrastructure in special preferential areas. To detect what hampers PPP infrastructure projects and describe them, we used the synthesized approach and methods of logic-intuitive and comparative analysis. Results. We analyzed the pool of scientific results to determine the economic category of infrastructure and classify its types. We provide our own definition of the infrastructure of preferential areas and evaluate the current trends in infrastructure projects, including those in special preferential areas. Investment in the ongoing projects was found to be insufficient to meet all infrastructure development needs. Public-private partnership was proved to contribute to the infrastructure development in special preferential areas. We discovered some barriers to PPP development mechanisms in special preferential areas. Conclusions and Relevance. Public-private partnership will contribute to the successful implementation of the above projects provided respective parties will eliminate an array of barriers. The elimination of social, political, economic, environmental and other barriers will help the areas become more competitive to secure investment resources and demonstrate better results of the socio-economic development.
