Domestic rainwater harvesting (DRWH), an old technology, is playing a key role in meeting some objectives of the UN “2030 Agenda for Sustainable Development” and building resilience to climate change, particularly in the Caribbean. DRWH projects can be implemented through self-financing, government subsidies, and micro-financing or by external agencies. Most recent promotion initiatives of DRWH have emphasized funding by external agencies, often ignoring the potential financial contributions of beneficiaries. Regional experiences have shown that, generally, the high initial capital costs for DRWH systems is a major constraint. However, in some cases, success in DRWH is possible through self-financing. This study reviews the experiences of some DRWH projects or by external agencies to determine a suitable financing mechanism. This paper shows that households can self-finance DRWH systems if payments are based on 5% of household income and interest rates are less than 5%, It concludes that the product/business cycle pattern of development adequately describes the development of DRWH in some parts of the Caribbean. It is recommended that such a model should be considered in designing DRWH projects through strategic partnerships of the beneficiaries with between local and international NGOs, community based organisations and domestic financial institutions like credit unions.

An exploratory and descriptive case study of the experiences of secondary learners at a community-based learning center on the Caribbean coast in Latin America, this study explores how the Casa Morpho Community of Learners (CoL) model met the socio-emotional (SEL) and literacy needs of adolescents within various virtual environments during the quarantine in Costa Rica. Using lesson plans, teachers' reflective notes, and a developed Learners reflective survey, the following questions were addressed: 1) How did Casa Morpho's curriculum support learners in virtual environments, and with their SEL and literacy needs during the COVID-19 pandemic? 2) What practices were used and how do learners perceive those experiences?

During the initial implementation of the 2030 Agenda for Sustainable Development (the 2030 Agenda), the Second Ministerial Meeting of the Forum of China and the Community of Latin American and Caribbean States (CELAC) was held in Santiago, Chile, in January 2018. During this forum, China officially invited 33 countries in Latin America and the Caribbean (LAC) to join the Belt and Road Initiative (BRI). This study links three important global governance issues: The 2030 Agenda, China-LAC relations and BRI. The authors attempt to analyze how China’s BRI in the LAC region can learn from the 2030 Agenda of the United Nations with 17 sustainable development goals (SDGs). This study shows that although China and the LAC region have strong political, economic and trade relationships, they must deepen dialogues and cooperation on sustainable development, especially the 2030 Agenda with 17 SDGs, which can be inspirations for China’s BRI in this region. BRI, which aligns with the 2030 Agenda and contributes to Chinese experience in development, can generate new opportunities for the LAC region to implement such an agenda. However, the challenges and risks of BRI cannot be ignored, and adequate answers and solutions should be provided to allow BRI to achieve a win–win outcome for China and LAC countries. The authors also examine the alignment of China’s policies towards LAC and BRI with the 2030 Agenda (17 SDGs) and the involvement of each SDG in these policies as the 2030 Agenda (17 SDGs) should be considered in policy-making for China’s BRI in the LAC region. Moreover, on the basis of previous analyses, suggestions for a successful BRI in the LAC region in six sectors are proposed in the context the 2030 Agenda.

SummaryThe scope and scale of wildlife crimes around the world have risen in intensity and complexity, yet current enforcement strategies have often not delivered desired effects on illegal activities, even within protected areas. Tackling the array of illegal activities by emphasizing law enforcement above other options is challenging and potentially unsustainable. We explored the potential for social norms, community regulations and socioeconomic factors to promote compliance with wildlife laws by interviewing 334 respondents in 28 villages that share boundaries with protected areas in Nigeria. Using an anonymous direct questioning approach, we recorded a high prevalence of non-compliance behaviours in all studied communities. Injunctive norms (i.e., perceptions of acceptable behaviour within a social group) significantly predicted compliance, as respondents with no complicit friends or family members were more likely to comply with wildlife regulations. Perceived likelihood of community-level sanctions played a more salient role than the fear of arrest by rangers in influencing compliance. In addition, non-compliance increased with number of dependents, but reduced with average monthly household income. Our study demonstrates that clear knowledge of the social norms that drive local behaviour as well as the authorities that enforce them is integral to understanding the forces that drive community involvement and participation in conservation. Incorporating local communities in planning enforcement interventions may help protect threatened species and landscapes.

Abstract The National Council on Aging (NCOA) conducted a national survey of community-based organizations (CBOs) in early 2019 to better understand how older adults, people with disabilities, and their caregivers are affected by the opioid epidemic and identify new resources and tools needed by CBOs to better serve their community needs. Specifically, the survey asked about the extent to which CBOs’ service delivery and level of effort has changed as a result of the opioid epidemic; unique issues reported by this population, directly or indirectly resulting from opioid misuse by them or loved ones; how organizations screen and refer older adults and individual with disabilities for support associated with opioid misuse; how organizations may be connecting with local or state initiatives addressing the opioid epidemic, or forming strategic partnerships to respond to emerging client needs; and pinpoint gaps in resources that may help organizations to more effectively respond to these issues. Over 200 organizations, representing urban, suburban and rural communities, responded to the survey and included senior centers, area agencies on aging, Senior Health Insurance Assistance Programs, as well as health care organizations. Seventy percent of organizations report spending more effort to address the needs of older adults/caregivers who are adversely affected by opioid misuse/abuse since 2 years ago. Common health and financial concerns, current strategies related to screening, partnership development, and educational programming as reported by CBOs will be presented. This session will include a discussion of opportunities to assist CBOs address the opioid-related needs of their older adult clients.

In the 2030 Agenda for Sustainable Development, Targets 6.1 and 6.2 show, in their formulation, some alignment with the normative content of the human rights to water and sanitation (HRWS). However, the principle of equality and non-discrimination, which applies to all human rights, was not clearly incorporated into the indicators adopted to assess and monitor these targets. This paper contributes to bridging this gap by proposing two methodological strategies to address inequalities in analyses of access to water and sanitation services. The first consists in adjusting the indicators of access to these services according to inequality. The second proposes an assessment of intersecting forms of inequality. An application of these methods in Latin America and the Caribbean highlights significant regional heterogeneity and elevated inequality in access to services in the countries of this region. The methods demonstrate their potential in contributing to assessment and monitoring of the SDGs, but outdated or lacking data are obstacles to more in-depth analyses.
