Purpose In providing a fine-grained analysis of public service management, the purpose of this paper is to make an important contribution to furthering research in service management, a body of literature that has tended to regard public services as homogenous or to neglect the context altogether. Design/methodology/approach Integrating public management and service management literatures, the past and present of public service management are discussed. Future directions for the field are outlined drawing on a service-dominant approach that has the potential to transform public services. Invited commentaries augment the review. Findings The review presents the Public Service Network Framework to capture the public value network in its abstraction and conceptualizes how value is created in public services. The study identifies current shortcomings in the field and offers a series of directions for future research where service management theory can contribute greatly. Research limitations/implications The review encourages service management research to examine the dynamic, diverse, and complex nature of public services and to recognize the importance of this context. The review calls for an interdisciplinary public service management community to develop, and to assist public managers in leveraging service logic. Originality/value The review positions service research in the public sector, makes explicit the role of complex networks in value creation, argues for wider engagement with public service management, and offers future research directions to advance public service management research.

The Performance Management and Development System (PDMS) for the South African Public Service was introduced in 2001,and driven by the transformative agenda to achieve both acceptable levels of service delivery and measurable results. Accordingly, there has been a shift from bureaucratic rules-driven approaches in public service management to a results-oriented approach to government performance. Although the main concern that should underpin the implementation of the PMDS is service delivery; the level of service delivery to date falls grossly short of being delivered at an acceptable level or quality. In this regard, the role of the Senior Management Service (SMS) cadre is critical as it is accountable for service provision and to demonstrate to the public that its needs are being addressed.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

The purpose of this study is to describe and analyze the performance of personnel in the public service in the Office of Financial Management and Asset Kutai Barat. The analysis used in this research is the data analysis interactive model by three (3) lines of activities occurring simultaneously, namely condensation, data presentation and conclusion/verification. The study concluded that the performance of the apparatus in an effort to improve the service has been good, although not optimal, however the services provided have shown progress, this is due to several things: the ability to use working hours in efektf, the quality of the work produced then the responsiveness of employees is good enough.Keyword: apparatur performance, service, management

The modern period of reforming the public service, increasing its efficiency, effectiveness, usefulness of activities is full of events, innovations, and social experiments. In recent years the main vector of changes is aimed at the introduction of modern management tools in the public service. National and regional competitions for the selection of personnel reserve are held, social lift programs are implemented, project management elements and management tools for key performance indicators are introduced. The article considers an important component, which is the basis of organizational changes in the public service. The formation and development of management teams at all levels of public service is a fundamental task for the development of a culture of modern management and quality change. Among the positive results of the transformation of the public service there can be called the emergence of “Islands” of the reformers, who make attempts to change the structure of the public service, the culture of which evolved for decades and in many ways is still a legacy of the last century. One of the most urgent tasks of the current period is the need to move to team leadership at all levels of the public service. The author substantiates the conclusion about the need for the development of management teams and the formation of the team leadership culture. On the basis of the conducted research, the systemic actions for the public service management team development are proposed.

Researchers have made efforts to combine service management theory with public administration theory to develop an enhanced model of public service logic and help the public sector to develop services through co-creation with service users. This study considered the appropriateness of public service logic for improving serviceness in the public sector, examining the question through a literature review regarding the main elements of service management in which public service logic is anchored. We found no correspondences between this approach and theories on street-level bureaucracy, despite both perspectives aiming to understand the interactions between users and public service providers, and we wanted to explore this gap. We argue that public sector logic neglects important contextual factors, such as the role of public value and politics. Moreover, street-level bureaucrats have a legitimate responsibility not only to provide user-friendly services (creating value for users) but also, occasionally, to overrule citizens’ wishes and needs (following political decisions). We conclude that public service logic does not support the development of more serviceness in the public sector context, because it needs to consider the justification for having a public sector. Further research should consider users as collective citizens rather than individuals.

Mengwi Terminal is a type A type of terminal which began operations on October 23, 2017. The terminal has an area of 5 hectares now under the Land Transportation Management Center (BPTD) XII of Bali and West Nusa Tenggara Provinces. The research objective to be achieved is to obtain an actual picture of the constraints faced in the process of optimizing public service management in the Mengwi Terminal. This research uses descriptive qualitative method with data collection techniques in the form of interviews, observation, and documentation. The results of this study indicate that the optimization of public service management in the Mengwi Terminal is carried out, but not yet running optimally. Efforts made related to the optimization are already carried out socialization activities to the public and the autobus entrepreneurs (PO) as well as already provided 8 Trans Sarbagita bus units and the process of repairing facilities and infrastructure at the Mengwi Terminal.

Public service management reforms have not yet contributed to poverty eradication and generally socio-economic development of many African countries. The reforms suggested and implemented to date still prove to be weak in addressing the many challenges faced by the public service in delivering goods and services to the population. The failure of the current public service management calls for a consideration of business-driven approaches and practices that facilitate effectiveness, efficiency, competitiveness and flexibility in goods and services provision. The critical social theory methodology and the literature review technique described and raised awareness on service delivery chaos in South Africa. A public service reform that focuses on operations and quality management is one of the ways of improving and sustaining service delivery in South Africa. Operations management is an essential tool for the planning, execution, control, monitoring and evaluation of production processes. Quality management, in the other hand, is essential to ensure best quality of goods and services produced by the public service within acceptable time and available resources to meet or exceed people’s expectations. The operations and quality management framework proposed in this article is a potential alternative to the current service delivery crisis in South Africa.

This research is going to cover the trade union activity and their importance to the employees and the organization itself at the public service management division. Trade unions are association of employees designed primarily to maintain or improve the condition of employment of its members. Trade unions are important in organization because they make sure the employee is satisfied with the working conditions and any violated from their rights and that they have a fair rate of pay of their services rendered to the organization. This project looks at the importance of a trade union in an organization and how the employees feel about their activities and how the management operate with the trade union in the organization and the advantages and the disadvantages of a trade union in terms of what the employees benefit from being a trade union member in the organization. The sample size that was used was 30 at the public service management division. The research will help me to gain slight on how trade unions operate in the organization. I used the questionnaire to gather data from the employees and the method that was used to collect information was the primary data and the secondary data. which helped to get the answers to my objectives.
