This research conducted with the aim of 1) To find and analyze the arrangements for the entry of foreign investors in investment in Indonesia, and 2) To find, analyze and develop the authority of the Regional Government in developing investments in regional investment. Legal research is a scientific activity, which is based on certain methods, systematics and thoughts that aim to learn something or some symptoms of a particular law, by analyzing it. In this case the research conducted by the author is research on legal protection of foreign investors in investment according to the Indonesian system.

The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.

AIM: The objectives of this research are to reveal and to analyze the stunting prevention policy as a form of legal protection for children’s health rights (HR). METHODS: This type of research is a normative legal research approach to the legislation approach and conceptual approach. RESULTS: The results of the study show that stunting prevention policy as a form of legal protection for child HR has not been able to reduce the number of stunting. The high prevalence of stunting as evidence of the government’s failure in legal protection against the problem of malnutrition. Ignoring children’s rights is a form of HR violations committed by the state. CONCLUSION: Need to regulate the law related to stunting as a manifestation of state responsibility in upholding children’s rights. Prevention and handling of stunting are carried out holistically in various sectors with commitment and synergy between the central/regional government, parents, family, and community.

The potential of diverse horticultural resources owned by Indonesia needs to be sought for legal protection of adequate geographical indications for these products, one of the horticultural products that has the potential to be registered as a product of geographical indications is the Palu Valley Onion. To be able to register the Palu valley onion as a geographical indication product, Book Requirements are needed. This study aims to identify, understand and analyze the urgency of the preparation of the requirements book as a prerequisite for registering Palu Valley Onion as a product of geographical indications. This study is an empirical legal research that is research conducted by researching and examining the facts in line with observations in the field. The collection of data is carried out through interviews method and collection of documents relating to the material discussed. The results of the study indicate that no one has made the book the intended requirements. Therefore, the preparation of the requirements book as a prerequisite for registration of geographical indications is considered very important to be compiled immediately. Abstrak Potensi sumber daya hortikultura yang beraneka ragam yang dimiliki Indonesia perlu diupayakan perlindungan hukum indikasi geografis yang memadai bagi produk-produk tersebut, salah satu produk hortikultura yang berpotensi didaftarkan sebagai produk indikasi geografis adalah bawang merah lembah Palu. Untuk dapat mendaftarkan bawang merah lembah Palu sebagai produk indikasi geografis dibutuhkan Buku Persyaratan. Penelitian ini bertujuan untuk mengetahui, memahami dan menganalisis urgensi penyusunan buku persyaratan sebagai prasyarat pendaftaran bawang merah Lembah Palu sebagai produk indikasi geografis. Penelitian ini adalah penelitian hukum yang bersifat empiris yaitu penelitian yang dilakukan dengan cara meneliti dan menelaah fakta yang ada sejalan dengan pengamatan di lapangan. Penghimpunan data dilaksanakan menggunakan metode wawancara serta pengumpulan dokumen yang memiliki kaitan dengan pembahasan penelitian. Hasil yang diperoleh menunjukkan bahwa belum ada satu pun pihak yang membuat buku persyaratan yang dimaksud. Oleh karena itu, penyusunan buku persyaratan sebagai prasyarat pendaftaran indikasi geografis dianggap sangat penting untuk segera disusun.

One of the indicators of Indonesia's economic development is investors. Investors are actors who have a role to empower and manage potential resources to serve as the country's economic strength. Mineral and coal mining plays an important role in the national economy and has great potential in the development of the national economy. The purpose of this research is to determine and analyze about legal protection for foreign investment in the mineral and coal mining sector in Indonesia. The research method used in this article is normative legal research and through a literature study approach with secondary assessment of legal materials and juridical data analysis. The results of this study indicate that the regulations related to foreign investment in the mining sector still use Law Number 25 of 2007 concerning Investment and Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining which are considered by the Government as a basic regulation that is still in accordance with current conditions in Indonesia regarding investment and mining of minerals and coal. Therefore, special arrangements are needed related to foreign investment in the mining sector, because the existing laws and regulations are unable to explain in detail the aspirations and needs of foreign investors in implementing cooperation contracts in mineral and coal mining activities.

<p><em>This research examined Covid-19 from the perspective of legal and health protection by regional governments. Generally, regional governments are at the front line in protecting communities in this autonomy era due to their constitutional obligations. Data also shows that the creative economy actors in the micro, small, and medium business sector constitute over 90% of the workforce, necessitating their protection. This research used empirical-juridical research with an interdisciplinary approach examined the legislation and the community's reality. A Focus Group Discussion (FGD) was conducted with relevant stakeholders and creative economy business actors in Surakarta, Bandung, and Madiun cities. Furthermore, concepts of legal, health, and economic theories were reviewed to formulate a regional government policy draft regarding these business actors during the Covid-19 emergency. The results showed an existing form of legal protection regulation related to health and the economy at the national level. However, three big cities (Bandung, Madiun, and Surakarta) representing three provinces  as research objects are yet to provide regional regulations concerning protection for creative economy actors, though the local government has encouraged an increase in their activities</em></p>

This study aims to determine the legal and social protection of homeworkers who work in a Putting Out System through the optimization of Village-Owned Enterprises (BUMDes). The research method used is socio-legal research that uses a doctrinal and empirical approach. The results of the study show that legal and social protection for homeworkers who work in a Putting Out System has not been fully implemented, either based on the provisions of the legislation in the field of labor and institutional governance. The regional government seems to have neglected the basic rights Putting Out Systemsessed by homeworkers who work in a Putting Out System. As; social security, wages, work time, Occupational Health and Safety (K3), workload, work disputes, etc. However, there are opportunities in efforts to protect, namely by optimizing the role of Village-Owned Enterprises (BUMDes) in Bergas District as partners (PT. Ara Shoes Indonesia and PT. Inko Java) in bridging the interests of work relations between companies and workers. Keywords: Legal Protection, Workers, Putting Out System, BUMDes.  Abstrak  Penelitian ini bertujuan untuk mengetahui perlindungan hukum dan sosial bagi pekerja rumahan yang berkerja secara Putting Out System melalui optimalisasi Badan Usaha Milik Desa (BUMDes). Metode penelitian yang digunakan adalah penelitian sosio legal yang menggunakan pendekatan doktrinal dan empiris. Hasil penelitian menunjukan bahwa perlindungan hukum dan sosial bagi pekerja rumahan yang bekerja secara Putting Out System belum sepenuhnya dilakukan, baik berdasarkan pada ketentuan peraturan perundang-undang dibidang ketenagakerjaan maupun secara kelembagaan pemerintahan daerah. Pemerintah daerah terkesan melakukan pembiaran terhadap hak-hak dasar yang dimiliki oleh pekerja rumahan yang berkerja secara Putting Out System. Seperti; jaminan sosial, upah, waktu kerja, Kesehatan dan Keselamatan Kerja (K3), beban kerja, perselisihan kerja, dll. Namun demikian, terdapat peluang dalam upaya melakukan perlindungan yaitu dengan mengoptimalkan peran Badan Usaha Milik Desa (BUMDes) Bersama di Kecamatan Bergas sebagai mitra (PT. Ara Shoes Indonesia dan PT. Inko Java) dalam menjembatani kepentingan hubungan kerja antara perusahaan dan pekerja. Kata Kunci: Perlindungan Hukum, Pekerja, Putting Out System, BUMDes.

The  Bali Province Regulation No. 3 2001 Article 10 paragraph (1)  stated that village income is one of the other legitimate income. In the article there is uncertainty in the meaning of Article 10 paragraph (1) letter e, because in the explanation clause there is no further explanation about “other legitimate income”. Traditional villages use natural resources in their area such as tourist areas as village income. In the Presidential Regulation No. 87 of 2016 about the Illegal Levy Eradication Task Force, the levies carried out by Pakraman village against retribution to tourist areas are categorized as illegal levies by the task force teams as happened at the sunrise beach. This study aims to understand and explore the legal protection within the levies carried out on tourism objects and the urgency of the legal protection for Pakraman village to collect retribution from tourist attractions in the area of ??Pakraman village or adat village. This study used normative legal research methods. The results of this study are based on Act No. 28 of 2009 concerning Regional Taxes and Regional Retributions, stated that for tourist area entrance fees are regulated in Article 127 (i), which should be managed by the regional government, because it is a statutory mandate.. For example 2 tourist attractions, Tanah Lot in Tabanan and Taman Ayun in Badung. This management model is needed by the government and Pakraman village to avoid indications of extortion. The urgency of the legal regulation here is very much needed by Adat village. Dalam Perda Provinsi Bali No 3 2001 Pasal 10 ayat (1) telah disebutkan bahwa pendapatan desa salah satunya adalah pendapatan lainnya yang sah. Dalam pasal tersebut  terjadi ketidakjelasan makna dalam Pasal 10 ayat (1) huruf e, karena dilihat dalam penjelasannya tidak ada penjelasan lebih lanjut dengan apa yang dinamakan pendapatan lain yang sah. Desa adat memanfaatkan sumber daya alam yang ada di daerahnya seperti kawasan wisata sebagai pendapatan desa. Dalam Peraturan presiden No 87 tahun 2016 tentang Satuan Tugas Sapu Bersih Dan Pungutan Liar, pungutan yang dilakukan oleh desa Pakraman terhadap retribusi masuk kawasan wisata dikategorikan sebagai pungutan liar oleh tim saber pungli seperti yang terjadi di pantai matahari terbit.Penelitian ini bertujuan untuk memahami dan mendalami payung hukum dalam pungutan yang dilakukan pada obyek pariwisata dan urgensi dari payung hukum bagi desa Pakraman untuk melakukan pemungutan retribusi masuk kawasan obyek wisata yang ada di kawasan desa Pakraman atau desa adat. Penelitian ini mengunakan metode penelitian hukum normatif. Hasil dari penelitian ini adalah dilihat dari Undang - Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah bahwa untuk pungutan masuk kawasan wisata sudah diatur dalam Pasal 127 huruf i, yang seharusnya dikelola oleh pemerintah daerah karena merupakan mandat peraturan perundang- undangan. Mengambil contoh 2 tempat wisata yaitu Tanah Lot yang ada di Kabupaten Tabanan dan Taman Ayun yang berada di wilayah Kabupaten Badung. Model pengelolaan seperti ini lah yang diperlukan oleh pemerintah dan desa Pakraman untuk menghindari indikasi Pungli. Urgensi payung hukum disini sangat diperlukan oleh desa adat.

This study aims to find out the Analysis of Regional Government Policy in Handling Covid-19 perspectives on State Administrative Law. With qualitative research approaches using normative legal research. Both the central and regional governments reduce the spread of Covid-19 with some handling, especially in the perspective of state administrative law. In this case, an analysis of West Bandung Regency is needed in the handling of Covid-19. This gives an understanding that the regional government in making policy needs to synchronize with the central government, especially in analyzing a policy in accordance with state administrative law. AbstrakPenelitian ini bertujuan untuk menggetahui Analisis Kebijakan Pemerintahan Daerah dalam Penanganan Covid-19 perspektif Hukum Administrasi. Dengan penelitian kualitatif dengan pendekatan menggunakan penelitian hukum normatif. Pemerintah baik pusat maupun daerah menekan angka penyebaran Covid-19 dengan beberapa penanganan terutama dalam perpektif hukum administrasi. Dalam hal ini dibutuhkan analisis kebijakan daerah Kabupaten Bandung Barat dalam penanganan Covid-19. Hal ini memberi pengertian bahwa pemerintah daerah dalam membuat kebijakan perlu adanya sinkronisasi dengan pemerintah pusat terutama dalam menganalisis suatu kebijakan sesuai dengan hukum administrasi negara. Foreign investment or well known as "Foreign Capital Investment" is one of the state's efforts to accelerate the pace of the Indonesian economy. So, it is not surprising that the Indonesian Government continues to carry out juridical reforms related to foreign investment. This renewal cannot be separated from the objective of providing certainty and guaranteeing legal protection for foreign investors, so that they can continue to carry out investment in the territory of the Republic of Indonesia. But the question that arises by the author, are the Indonesian laws and regulations sufficient to provide legal certainty in various aspects of investment, from licensing to dispute resolution? In response to this, this paper aims to further examine the legal certainty and protection of foreign investors in carrying out Foreign Direct Investment. The legal research method used is normative legal research through a statutory approach. In addition, this paper uses secondary legal data sources.

This research is motivated by the phenomenan of Covid-19 pandemic has resulted in a decline in business income, but the implementation of the new normal policy revives a hope, so that in this case the policy efforts of the central and regional governments to revive the national economy in this new normal era is very needed. The purpose of this study is to analyse the synergy between central and regional government policies to entrepreneurs to revive the national economy in the new normal era. The study was designed in normative legal research with the statute approach, and conceptual approach. As a result showed that in the synergy of the central and regional government policies with entrepreneurs to revive the national economy in the new normal era, was realized through the providing Covid-19 impact stimulus, pouring out market operations, activating food houses, involving entrepreneurs in various Regional government spending, and providing economic stimulus for businessman.
