This research discusses the political conflict in managing the Regional Executive Board of Hanura Political Party in West Sumatera. The method used in this research is a qualitative approach with descriptive type. The theory used in this research is the theory of conflict-causing factors from Simon Fisher and the concept of political conflict from Ramlan Surbakti. From the research that was conducted, it was found that some factors caused the political conflicts. Firstly, a sense of distrust from the management of the regional executive Board of Hanura Political Party in West Sumatera towards Osman Sapta Odang.  Secondly, the Chief of Regional Executive Board of Hanura Political Party in West Sumatera was disappointed about Wiranto's inability to take an outright stance regarding the conflicts that occurred in the management. Thirdly, a lack of mutual respect between senior and junior figures of the Hanura Political Party in West Sumatera. Fourthly, different opinions about party management between Osman Sapta Odang's side and Daryatmo's side. The political conflict in Hanura has implications for the replacement of the chairman of the Regional Representative Council of the Republic of Indonesia and the dismissal of 10 Hanura Political Party members from the Regional House of Representatives in West Sumatera, who are on Daryatmo's side; therefore the dismissed cadres chose to switch parties.

The formulation of policies constitutes a core business of political parties in modern democracies. Using the novel data of the Political Party Database (PPDB) Project and the data of the Manifesto Project (MARPOR), the authors of this chapter aim at a systematic test of the causal link between the intra-party decision mode on the electoral manifestos and the extent of programmatic change. What are the effects of the politics of manifesto formulation on the degree of policy change? Theoretically, the authors distinguish the drafting process from the final enactment of the manifesto. Empirically, they show that a higher autonomy of the party elite in formulating the manifesto leads to a higher degree of programmatic change. If party members constrain party elite’s autonomy, they tend to veto major changes.

Abstract. In this paper we analyze how much influence the political party with the largest nationwide (Partido Revolucionario Institucional: PRI) in the Congress, specifically the House of Representatives, in the distribution of the Funds of Branch 23: Paving Fund and Sports Spaces for Municipalities, for the year 2010 which is when this fund was created and for the year 2011. The results of our analysis were that there is a positive impact in the influence ofthe political party with the largest presence in the Chamber of Deputies in the allocation of resources to those municipalities that are governed by mayors from the PRI.Keywords: municipalities, paving and spaces fund goods, political parties, populationResumen. En el presente artículo se analiza la influencia que puede presentar laconfiguración de la Cámara de Diputados con una mayoría por partido en la asignación de recursos hacia las entidades federativas y municipios. Se tomó el caso del Fondo de Pavimentación y Espacios Deportivos para Municipios comparando la distribución en el año de su creación (2010) cuando no se emitieron reglas para su acceso con el siguiente año (2011) tomando en cuenta nuevos criterios. Propaganda campaigns and strategies accompanying the construction of the Berlin Wall The article deals with propaganda campaigns connected with the construction of the Berlin Wall. Propaganda activities assisted the police operations which were aimed at the separation of the east sector from the west sectors of Berlin. These activities took place before, during and after the operation 13, August 1961. In the first part of the paper I describe the prior campaign on the basis of daily newspaper „Neues Deutschland”, the main press organ of the political party SED. The two dominating topics are related: „the human trafficking” and the people regularly crossing the sector border. Refugees became the main topic of the campaign due to the constant mass outflow of people from 100 to even 300 thousand people fled through West Berlin annually. The fake story, common in the soviet Stalin era, tells about western agents recruiting and trading citizens of the GDR to the West. They were denominated by the propaganda as „head hunters” or „human traffickers”. The people regularly crossing the sector border became the inner enemy. They lived in the eastern sector and worked in the western sectors which resulted in higher revenue. By manipulating the aroused feeling of jealousy the propagandists turn the group into a scapegoat. They accuse them of lack of merchandise and of offences. To put an end to these activities the border had to be closed. The closer to the day of the operation, the more aggressive and hysteric becomes the campaign. The culminant events are the „show trials” at the end of July 1961 during which the assumed „human traffickers” are sentenced to prison. The second part of the article deals with post campaigns which aimed at integration of the citizens within the borders of the DDR.

This study aims to determine the strengthening of political parties as a form of administration and institutionalization of democracy. The formulation of the problem in this study is: what are the main issues of political parties in Indonesia at this time and how are efforts to strengthen political parties as a form of democratic institutionalization. The method of approach used in this study is normative juridical and analytical descriptive that is describing the object that is the main problem, from the depiction taken an analysis that is adapted to existing legal theories and put the law as a norm system building. The results of this study indicate that there are 3 (three) Main Problems of Political Parties in Indonesia that occur at this time, namely the weakening ideology of political parties, the recruitment system and the cadre formation patterns of less qualified political party members, the crisis of fundraising / fundraising of political parties. Efforts must be made to strengthen political parties as a form of institutionalization of democracy, namely using the ideology of political parties that must be strengthened, improve the quality and strengthen the recruitment system and regeneration patterns of political party members and there must also be a strengthening of the political party's fundraising system.Keywords: Political Parties, institutionalization of democracy Abstrak Penelitian ini bertujuan tuntuk mengetahui penguatan partai politik sebagai salah satu bentuk pelembagaan demokrasi. Metode pendekatan yang digunakan dalam penelitian ini adalah yuridis normatif dan bersifat deskriptif analitis yaitu menggambarkan objek yang menjadi pokok permasalahan, dari penggambaran tersebut diambil suatu analisa yang disesuaikan dengan teori-teori hukum yang ada dan meletakan hukum sebagai sebuah bangunan sistem norma. Hasil penelitian ini menunjukkan bahwa Ada 3 (tiga) Problem Utama Partai Politik di Indonesia yang terjadi pada saat ini, yaitu ideologi partai politik yang semakin melemah, sistem rekrutmen dan pola kaderisasi anggota partai politik yang kurang berkualitas, krisis pengumpulan dana / Fundraising pada partai politik. Upaya yang harus dilakukan untuk memperkuat Partai Politik sebagai salah satu bentuk pelembagaan Demokrasi yaitu dengan cara ideologi Partai Politik harus diperkuat, meningkatkan kualitas dan memperkuat sistem rekrutmen dan pola kaderisasi anggota partai politik dan juga harus ada penguatan sistem pengumpulan dana (Fundraising) Partai Politik. Kata Kunci : Partai Politik, pelembagaan demokrasi

Abstract Public policy formulation as a political process is a dynamic formulation of policies involving many actors, ranging from the executive, legislative, academic, to non-governmental organizations. The purpose of this study was to find out the political process of drafting the Oil and Gas Law and determine the model for the formulation of the Oil and Gas Law in the Republic of Indonesia’s House of Representatives. This research method uses a qualitative approach, through observation, in-interview techniques and documentation of secondary data in the process of collecting data. Data analysis using the Interactive Model method by Miles & Huberman's. The results of the study indicate that the political process of drafting the Constitution of Oil and Gas takes place in the following stages: planning, drafting and discussion. Politically, the planning of the Constitution of Oil and Gas comes from several sources: (1) the bill from the President; (2) the bill from the House of Representatives; and (3) the bill from the Regional Representative Council. The long political process in the public policy formulation in the House of Representatives starts from the process of inventorying input from factions, commissions, and the public to be determined as a Legislative Body decision, then the decision is to be consulted with the Government; afterwards, the results of the consultation are reported to the Plenary Session to make the decision.

The political party's position as a determinant of government head nomination in Indonesia made the political party a central and strong role in the determination of the Cabinet in the presidential government of Indonesia and allowed the political party to determine the Cabinet domination established by the President elected. This research aims to determine the model of the presidential institution strengthening in the multi-party era in Indonesia and to know the political and juridical construction of the presidential institution in determining the cabinet in Indonesia. The method used is a normative legal research method with a conceptual approach. The results of this research are, firstly that the strengthening of the presidential institution in the multi-party era can occur when done with the restriction of political parties through the mechanism of the parliamentary threshold. Secondly, that the political construction of the cabinet determination by the President is based on the coalition of political party supporters of the government, and the juridical construction of the President may elect the Minister of the party proposal because it is based on article 6A paragraph (2) The Constitution of the Republic of Indonesia 1945. Kedudukan partai politik sebagai penentu pencalonan kepala pemerintahan di Indonesia menjadikan Partai Politik memiliki peran sentral dan kuat dalam penentuan kabinet di Pemerintahan Presidentiil Indonesia dan memungkinkan partai politik untuk menentukan dominasi kabinet yang dibentuk oleh Presiden terpilih. Penelitian ini bertujuan untuk mengetahui model penguatan lembaga kepresidenan pada era multi partai di Indonesia, dan untuk mengetahui konstruksi politis dan yuridis lembaga kepresidenan dalam menentukan kabinet di Indonesia. Metode yang digunakan adalah metode penelitian hukum normatif dengan pendekatan konseptual. Hasil penelitian memperlihatkan bahwa pertama, penguatan lembaga kepresidenan di era multi partai dapat terjadi apabila dilakukan dengan pembatasan partai politik melalui mekanisme parlementary threshold. Kedua, bahwa konstruksi politis penentuan kabinet oleh presiden didasarkan atas koalisi partai politik pendukung pemerintahan, dan konstruksi yuridis presiden dapat memilih menteri dari usulan partai karena didasarkan pada Pasal 6A ayat (2) UUD 1945.

In the history of Indonesia’s struggle to reach its independence, soldiers, scholars, and students had played great roles. Islamic figures such as Ulama’ and santri were among those heroes with notable contributions. Although many are not recognized regarding its huge numbers, some has nailed their names nationally for their influential political and religious thoughts. This article tries to explore the political and religious thoughts’ of Abdul Wahid Hasyim’s contribution to the establishment of Islam in Indonesia and the establishment of the Republic of Indonesia. His involvement since the Dutch colonial period, the Japanese occupation, until the independence, shows a santri’s struggle for national independence. The result shows that in the context of religion and politics, there are some interesting thoughts delivered by Abdul Wachid Hasyim. His writings on both aspects, religion and politics, predominantly reflect efforts to democratizing different mazhab which led to the modernization of Mazhabiyyah. Wahid Hasyim tried to democratize mazhabiyah differences which previously often cause conflicts and disintegration among Muslims. Wahid Hasyim believes that mazhabiyah differences cannot be obstacles for the unity of the Muslims. On the contrary, these differences can be reformulated to be transformed into a greater concept for the future of Islam. Moreover, he brought about the importance of reconciling political thoughts which can spread unity to the Muslims and Indonesia as a nation. Indonesian Muslims were no longer disintegrated simply due to political issues. This study aims to find out political strategy used by the Muslim-based political party to exceed the parliamentary threshold (PT) (3.5%) on the national election 2014, with the case study on National Awakening Party (PKB) and National Mandate Party (PAN). Even the survey agency has predicted that those political parties would not be able to reach PT, but the fact showed different. Both of the political parties managed to exceed the specified threshold. Based on the qualitative approach, this study found out that defensive strategy used by PKB, by consolidating and prioritizing the typology of rural voters with ideological approach (nahdliyin), utilizing prominent figures and artist as part of the campaign to achieve success. Meanwhile, by using offensive strategy PAN chose the typology of rural voters, while at the same time also optimizing the typology of urban voters, dialogical and psychological approach, basic societal issues, and the figure of the artist have been successfully gaining the significant voters.Studi ini dilakukan untuk mengungkap strategi politik dari partai politik berbasis massa Islam untuk melampaui angka parliamentary threshold (3.5%) pada Pemilu tahun 2014, dengan studi kasus PKB dan PAN. Meski sebelumnya telah diprediksi oleh lembaga survei bahwa mereka tidak akan mampu mencapai angka tersebut, tapi realitas menunjukkan sebaliknya. Kedua Parpol tersebut justru berhasil melampaui ambang batas yang ditentukan. Dengan pendekatan kualitatif, studi ini menemukan bahwa strategi defensif PKB, dengan mengkonsolidasi dan memprioritaskan tipologi pemilih pedesaan, dengan pendekatan ideologis (nahdliyin), menjadikan tokoh dan figur artis sebagai bagian dari kampanye meraih keberhasilan. Sementara PAN, dengan strategi ofensifnya memilih tipologi pemilih pedesaan dengan tetap mengoptimalkan suara dari tipologi pemilih perkotaan, dengan pendekatan dialogis, psikologis, isu kerakyatan, dan figur artis mampu mendulang perolehan suaranya.

The Constitutional Court as the first and the last state administrative court in Indonesia was given the obligation by the 1945 Constitution of the Republic of Indonesia (Constitution) to decide the opinion of the House of Representatives (DPR) regarding alleged violations by the President according to the Constitution. The Constitution has instructed the Constitutional Court to be in the midst of the DPR and the People's Consultative Assembly (MPR) in the mechanism of dismissal of the President, so that the dismissal of the President depends on the MPR decision and does not refer to the decision of the Constitutional Court. The possibility of the MPR to annul the ruling of the Constitutional Court is a gap for experts in constitutional law to debate the legal force of the decision of the Constitutional Court in the mechanism of dismissal of the President. However, it should be understood that the Constitutional Court in terms of dismissal of the President only provides a legal review, so the decision is final and legally binding, where the decision can be a consideration for the MPR in making decisions on the political side. Keywords: Mahkamah Konstitusi, Majelis Permusyawaratan Rakyat, Impeachment Abstrak: Mahkamah Konstitusi sebagai pengadilan administrasi negara pertama dan terakhir di Indonesia diberi kewajiban oleh Undang-Undang Dasar Negara Republik Indonesia (UUD) 1945 untuk memutuskan pendapat Dewan Perwakilan Rakyat mengenai dugaan pelanggaran oleh Presiden menurut Konstitusi. Konstitusi telah memerintahkan Mahkamah Konstitusi untuk berada di tengah-tengah DPR dan Dewan Permusyawaratan Rakyat (MPR) dalam mekanisme pemberhentian Presiden, sehingga pemberhentian Presiden tergantung pada keputusan MPR dan tidak mengacu pada keputusan Mahkamah Konstitusi. Kemungkinan MPR untuk membatalkan putusan Mahkamah Konstitusi adalah celah bagi para ahli hukum konstitusional untuk memperdebatkan kekuatan hukum dari keputusan Mahkamah Konstitusi dalam mekanisme pemberhentian Presiden. Namun, harus dipahami bahwa Mahkamah Konstitusi dalam hal pemberhentian Presiden hanya memberikan tinjauan hukum, sehingga putusannya bersifat final dan mengikat secara hukum, dimana putusan tersebut dapat menjadi pertimbangan bagi MPR dalam mengambil keputusan di sisi politik. The reception of Caesar constitutes, for obvious reasons, an immense topic. As a political idea, Caesar exhibits from the very beginning a tension between his role as dictator and destroyer of the Republic and his standing as the political and military genius who founded the Empire. This contrariety, not least by way of the analytic category of Caesarism, is especially marked in the political discourse of the 19th and 20th centuries. Caesar’s literary reception, though influenced by contemporary political conflicts, is not always tethered to them in straightforward ways. The Caesar of literature is often a reaction to the Caesar of Shakespeare. And there are other important issues: Caesar as a problem in the recovery of authenticity, or Caesar, because he is a canonical author, as a symbol of the conservative claims of the established order. In art, Caesar the god and Caesar the chivalrous king gradually give way to Caesar the slain dictator or Caesar the imperious conqueror. In popular culture, however, Caesar’s manifestations vary wildly: although he continues to register at a political level, he can also signify imperial excess or martial prowess, and he is available as a medium for lampooning the various guises of his own reception.
