The article is the result of many years’ studies in the functioning of the public service broadcaster in Poland, i.e. Telewizja Polska SA (TVP SA). The subject of the study is an analysis of two areas of operation of TVP SA: the process of change in programming, and distribution of the programme offerin the period from 1992 to 2015. The starting point of the analysis was the adoption of assumptions concerning the changes in the process of content distribution and the development of new programme forms and changes in the manner of consumption of the media (multi-screening).

Esta pesquisa consiste no estudo de caso entre as coberturas da morte do ator mexicano Roberto Gómez Bolaños, o “Chespirito”, feitas pelo canal FOROtv, pertencente ao conglomerado de mídias mexicano Televisa, e pelo Sistema Brasileiro de Televisão. O aspecto cultural merece especial destaque e, por meio da problematização das distinções existentes entre a morte (substantivo) e o morrer (verbo), o presente estudo demonstra que as coberturas da mídia nestes casos se fazem a partir da relevância da personagem para a identidade do público. Conclui-se, por meio do estudo de caso, que ocorreu o ofuscamento do sujeito (Roberto Bolaños) em detrimento da personagem (Chespirito). A cobertura sobre o morrer de Chespirito serviu, na verdade, para reafirmar sua vida e presença na mídia.     PALAVRAS-CHAVE: Morte; Morrer; Roberto Bolaños; Chespirito; Cobertura de mídia; Televisão.     ABSTRACT This research is the case study of the coverage of the death of Mexican actor Roberto Gómez Bolaños "Chespirito" made by FOROtv, news channel belonging to the Mexican media conglomerate Televisa, and the Sistema Brasileiro de Televisão. The cultural aspect deserves special attention, and through the questioning of existing distinctions between death (noun) and the die (verb), this study shows that media coverage in these cases are made from the importance of the character to the identity of the public. So, through the case study, the conclusion is that ocurred the obscuring of the subject (Roberto Bolaños) at the expense of the character (Chespirito). The coverage of the death of Chespirito served actually to reaffirm his life and presence in the media.   KEYWORDS: Death; Dying; Roberto Bolaños; Chespirito; Media coverage; Television.     RESUMEN Esta investigación es el estudio de caso de la cobertura de la muerte del actor mexicano Chespirito, el "Power Board", realizado por el canal FOROtv perteneciente al conglomerado de medios Televisa de México, y el Sistema Brasileño de Televisión. El aspecto cultural merece una atención especial y, a través de preguntas de las diferencias existentes entre la muerte (sustantivo) y la matriz (verbo), este estudio muestra que la cobertura de los medios de comunicación en estos casos se hace de la importancia del carácter de la identidad el público. En conclusión, a través del estudio de caso, que se oscurece el sujeto (Roberto Bolaños) a expensas de carácter (Chespirito). This chapter introduces the book’s context. It describes the process that led to the creation of the Public Service Media and Public Service Internet Manifesto. The basic starting point was the insight that the survival of public service media is in danger, that the dominant form of the Internet and Internet platforms undermines the democratic public sphere, and that we need new forms of the Internet and the media in order to safeguard and renew democracy and the public sphere.

Public broadcasting institutions have existed as central and publicly funded national institutions, providing services in the public interest. The coincidence of technological, political and economic circumstances in the last 20 years or so, however, has challenged their monopoly position. Technological developments – specifically digitalisation – have expanded spectrum availability. In some cases, public television has been commercialised, privatised or marginalised by the introduction of commercial channels. This article focuses on a specific case study of the Slovene public broadcaster. It addresses the fate of public service television in the digital and post-communist era, tracing the transformation from state broadcasters to the era of digital delivery, audience fragmentation and commercial nationalism. It explores, on the one hand, the way in which public service broadcasters have embraced and capitalised on new forms of digital distribution and, on the other, how they continue to embrace national(istic) and commercial imperatives.

The Egyptian public broadcaster, newly named the National Media Council (NMC), has been under pressure to undergo comprehensive restructuring. Many changes have taken place recently to enable this transformation. Through analysing financial reports, evaluating the new regulatory framework and conducting in-depth interviews, this study examines the likelihood of the NMC adapting to the recent changes and the extent to which the new regulatory framework promotes a public service system suggesting a model for implementation. Findings show that the NMC must respond to four main challenges: lack of strategic vision and identity, a centralized regime power structure, an acute financial deficit, and a weak digital presence. Interviewees evaluated the new regulatory framework as inexhaustive with an intention to maintain grip on power. Interviewees proposed an integrated decentralized model that combines the public service mission with private partnership.

With the surge of populism in Europe, public service broadcasting has come under increased pressure. The established media are considered part of the corrupt elite not serving the interests of the people. The public service media, for which pluralism is at the core of their remit, are a particular thorn in the side of the populists. Therefore, they attack the financial basis of public service, which is supposed to guarantee their independence. The populist attacks on the traditional broadcasting corporations meet with the interests of neoliberal politics and of those political actors who want to evade public scrutiny and democratic control and do no longer feel committed to democratic accountability. The assaults on the public service media are thus an assault on freedom of the media and further increase the pressure on the democratic system.

Journalism Studies & the Revolution in the Media During the last decade media and journalism have got into turmoil; landslides have changed the traditional media landscape, overturning familiar marking points, institutions and patterns. To understand these radical changes journalism studies should not only develop a new research agenda, but also review its approach and perspective.This article looks back on recent development in the field and argues for a more cohesive perspective, taking journalism as a professional practice as its starting point. Furthermore a plea is made for a thorough research into the structural changes of the public sphere and the role and position of journalism.

In February 2020, the Bulgarian government established the National Operational Headquarters for Combating the COVID-19 Pandemic in Bulgaria. General Ventsislav Mutafchiyski, a military doctor, professor at the Military Medical Academy in Sofia, was appointed as its chairman. This paper presents a case study on the public image of Ventsislav Mutafchiyski, its readings and interpretations by the audience, and the specific fan culture that emerged around his media persona during the first wave of the COVID-19 pandemic in Bulgaria. Placed in the spotlight of the media at the very beginning of the crisis, Mutafchiyski became extremely popular as the public figure most strongly associated with the fight against the spread of the disease in the country. Around his media persona, shaped in the public imagination as a wartime leader, a fan culture has grown with all its characteristic features and dimensions: fans and anti-fans, affirmative and transformative fandom. As a fictional character, Mutafchiyski has appeared in numerous forms of vernacular creativity: poems, songs, material objects, jokes, fake news, conspiracy theories, and memes. In this way, the General has become the main character of Bulgarian pandemic folklore and the focal point of a participatory pandemic.

This paper explores the difficulties of building a service-oriented government by taking the evaluation results of public service satisfaction of Guizhou province in 2019 as an example. This paper finds that building a service-oriented government is the process of improving the quality of public service in an all-round way. With the steady improvement of the public service quality in China, the public’s expectation of the public service quality has been improved by changing from the original “yes or no” to the current “good or not”. In order to speed up the construction of service-oriented government, government departments should pay attention to the change of public demand and take the comfort, richness and transparency of public service as the key points of quality improvement.
