On April 28, 1920, the Peoples Republic of Azerbaijan was overthrown as a result of the intrusion of the military forces of Russia and the support of the local communists, the Soviet power was established in Azerbaijan. The Revolutionary Committee of Azerbaijan and the Council of Peoples Commissars continued the language policy of the Peoples Republic of Azerbaijan. On February 28, 1921, the Revolutionary Committee of Azerbaijan issued an instruction on the application of Russian and Turkish as languages for correspondences in the government offices. On June 27, 1924, the Azerbaijani Soviet Socialist Republic executed the resolution of the second session of the Central Executive Committee of Transcaucasia and issued a decree “on the application of the official language, of the language of the majority and minority of the population in the government offices of the republic”. Article 1 of the said decree declared that the official language in the Azerbaijani Soviet Socialist Republic was Turkish.

This article, based on archival documents, reveals resettlement processes in the Ukrainian Soviet Socialist Republic in 1932–34, which were conditioned by the repressive policy of the Soviet power. The process of resettlement into those regions of the Soviet Ukraine where the population died from hunger most, and which was approved by the authorities, is described in detail. It is noted that about 90,000 people moved from the northern oblasts of the Ukrainian SSR to the southern part of the republic. About 127,000 people arrived in Soviet Ukraine from the Byelorussian Soviet Socialist Republic (BSSR) and the western oblasts of the Russian Soviet Federative Socialist Republic (RSFSR). The material conditions of their residence and the reasons for the return of settlers to their previous places of inhabitance are described. I conclude that the resettlement policy of the authorities during 1932–34 changed the social and national composition of the eastern and southern oblasts of Ukraine.

The article is devoted to nation-building in Kazakhstan in the first years of Soviet power. It is noted that significant attention in this process was given to the languages of the titular nations as official languages. The authors made an attempt to present the formation of legal guarantees for the functioning of the Kazakh and Russian languages of the Kazakh Autonomous Soviet Socialist Republic and their use in the state apparatus of the republic. The study is based on legislative acts and documents of 1917-1924 with the involvement of archival materials. The authors examined practical steps of korenization (nativization) with respect to party and Soviet administrative structures and transition to paperwork in two state languages in the KASSR. The article reflects the main problems of the implementation of language legislation and percentage korenization as a policy aimed at the formation of national management personnel and solving the problems of serving the population of Kazakhstan in their native language. The problems of introducing office work in the language of the titular nation of material, personnel, mental and other nature are investigated. The authors drew attention to the failure of the attempts of the Soviet state to quickly create an administrative apparatus in the KASSR from national personnel and introduce paperwork in the Kazakh language, as well as to the fact that the Soviet leadership understood this. The study shows the reasons for a significant revision of the korenization policy in the USSR and Soviet Kazakhstan, as well as the introduction of office work in the national language since 1926. Among the positive achievements of the Soviet regime, the creation of strong legal guarantees for the functioning of the Kazakh and Russian languages as the state languages of Kazakhstan of the studied period, as well as the partial korenization of the administrative apparatus of Kazakhstan as a result of targeted and progressive steps of the Soviet state to create national personnel, were noted.

In the multilingual community of Surinam the official language is Dutch. This language has occupied the official status during almost three centuries of colonial government, the intermediate stage of self-government (as part of the kingdom of the Netherlands from 1954 through 1975) and after complete independence in 1975. Though the status of official language did not change, a different language policy had to be adopted with respect to different role components in each of four historical periods. The language policy adopted in each of these periods can be considered the result of social changes which took place, and of attitudinal changes with respect to the functioning of other languages in the community. The changing role of the Dutch language in the four periods is discussed in terms of its changing socio-linguistic profile. The first change was that from an ethnic group specific position (the European population only) to an obligatory position which concerned the whole population. In each of these two periods Dutch was used in relation to all main functions (communication* education., religion and literature). During the period in which Dutch played the ethnic specific role the language Sranan was used as a promoted language to perform the same functions for the slave population of the 17th, 18th and 19th century. This language was also used as language of communication between the Europeans and the slaves. The social change from a slavery society to a society of citizens only had forced the governement to discourage the use of Sranan and to consider Dutch the only language in the country. This obligatory position was eventually disregarded in favor of a partial role of the Dutch language in a multicultural society. The recognition by the government of a multitude of cultural ambitions has led it to accept the possibility of the sharing of functions among languages. Especially with respect to intergroupcoinmunication and literature, the recognition-of the role of Sranan as national language became the main feature of this period. However, the emergency of Surinam-Dutch, as a variety (xized language) of the Dutch language used by the majority of the Dutch speaking community in Surinam, has given the governement of the new republic of Surinam an opportunity to promote cultural integration by means of this language variety. Though this too will have to share functions with Sranan (inter-group communication, literature, etc.), it is suggested that a stan-dardized version might not only change its promoted language status into that of national official language but also give a better criterion to judge and to stimulate performances in education and literature.

In the result of the shift of borders, occurring after World War II, the Republic of Poland lost its south-eastern provinces in favour of the Ukrainian Soviet Socialist Republic (UkSSR). Nevertheless, a significant Ukrainian minority, estimated between 500 and 700 thousand, remained within the borders of Poland. In addition, a significant number of Poles remained on the Soviet side. On September 9th, 1944, Polish communist government and the government of the Ukrainian Soviet Socialist Republic concluded an agreement on the relocation of people.Officially,the relocation was supposed to be voluntary. In September 1945 the Polish army, against the provisions of the agreement of September 9th, 1944, started forced displacement of the Ukrainian population to UkSSR. The dislocation of the Ukrainian population to the USSR lasted till the late 1946’s. Throughout 1944-1946, 488,057people were dislocated from Poland to Ukraine. At the same time 787,674people moved from Ukraine to Poland. In order to avoid dislocation to the Soviet Ukraine, some Ukrainians moved to the Carpathian Mountains, and sought refuge in Czechoslovakia. Статья посвящена проблеме анализа материально-технического обеспечения в годы Великой Отечественной войны партизан и подпольщиков Крыма, которая недостаточно изучена в отечественной историографии. На основе вводимых в научный оборот неопубликованных материалов из фондов Государственного архива Республики Крым автор исследует причины, побудившие Совет Народных Комиссаров Крымской АССР и военное командование Северо-Кавказского фронта организовать помощь «народным мстителям». В статье рассмотрены основные мероприятия Крымского обкома ВКП(б) по оказанию помощи антифашистскому сопротивлению: подготовка баз снабжения, авиационной техники, летного состава, подвоз продовольствия, организация аэродромов. Акцентируется внимание на факторе содействия советских ВВС в перевозке участников разведывательно-диверсионных и подпольных организаций с баз Северного Кавказа на территорию оккупированного Крыма и в передаче секретной информации в расположение советского командования. Автор приходит к выводу, что благодаря проводимым советским руководством мероприятиям был организован мощный воздушный мост между Северным Кавказом и партизанскими базами Крыма. Это позволило обеспечить партизан и подпольщиков Крыма необходимыми запасами продовольствия, медикаментов, оружия, боеприпасов в переломный момент Великой Отечественной войны. The paper is devoted to the problem of analyzing the material support during the Great Patriotic War of the partisans and underground fighters of the Crimea, which has not been sufficiently studied in Russian historiography. On the basis of unpublished materials from the funds of the State Archives of the Republic of Crimea introduced into scientific circulation, the author examines the reasons that prompted the Council of People’s Commissars of the Crimean Autonomous Soviet Socialist Republic and the military command of the North Caucasian Front to organize the help for the “people’s avengers”. The publication discusses the main activities of the Crimean Regional Committee of the All-Union Communist Party of Bolsheviks to provide assistance to the anti-fascist Resistance: the preparation of supply bases, aircraft, flight personnel, the supply of food, the organization of airfields. Attention is focused on the factor of assistance of the Soviet Air Force in the transportation of members of reconnaissance, sabotage and underground organizations from the bases of the North Caucasus to the territory of the occupied Crimea, and in the transfer of classified information to the location of the Soviet command. The author arrives at the conclusion that thanks to the measures carried out by the Soviet leadership, a powerful air bridge was organized between the North Caucasus and the partisan airfields of the Crimea. This made it possible to provide the partisans and underground fighters of the Crimea with the necessary supplies of food, medicines, weapons, ammunition at the turning point of the Great Patriotic War.

In the last decade, Kenyans became extremely aware of the issue of language and language usage in the country. This awareness led to the recognition of Kiswahili as one of the official languages of Kenya. The Kenyan 2010 Constitution recognizes that the national language of the Republic of Kenya is Kiswahili while the official languages are Kiswahili and English (Chapter 2, Section 7 (2). Previously, English was used as the official language and language of instruction in education sector while Kiswahili was the national language. This paper is anchored around the success of the Canadian and South African models of promoting two or more official languages. The paper seeks to borrow from the language policies of the two nations and make recommendations on how the new language policy can be operationalized in tandem with the spirit of the new constitution promulgated in 2010. The paper seeks to isolate the strengths of bilingual language policy as exemplifed by both Canadian and South African language policy models that can effectively contribute to the promotion of Kiswahili as an official language in Kenya.

This paper explores how the language policy of Ukraine is established in the retail and services sphere. The analysis focuses on the Ukrainian legislation which regulates the use of the official language and other languages in advertising, product information, and services. In the period of the Ukrainian state independence, the language use in the retail and servi-ces sphere is determined by Article 10 of the Constitution of Ukraine which lays down the basic principles for the operation of languages in Ukraine and the legislative documents which regu-late customer-provider relationships and contain requirements for goods and consumer services.The article states that information should be provided to the consumer in accordance with the lan-guage legislation requirements. The Law “On Languages in Ukrainian Soviet Socialist Republic” (1989) and especially the so-called “Kivalov – Kolesnichenko language law” did not guarantee Ukrainian citizens the right to receive information and to be served in the official language, i.e., in Ukrainian. The 2019 language law, Article 30, however, obliges all service providers to serve consumers and provide information about goods and services in Ukrainian. The regaining of the country’s independence, and then its revival after the war damages, including itseconomic infrastructure – these were the tasks set by the Polish government in exile, first in Paris and thenin London. The maritime economy was to play an important role here. The Polish government was fullyaware of the enormous economic and strategic benefits resulting from the fact that it had a coast, withthe port of Gdynia before the war. It was assumed that both in Gdynia and in the ports that were to belongto Poland after the war: Szczecin, Kołobrzeg, Gdańsk, Elbląg, Królewiec, the economic structure was to betransformed, and they were to become the supply points for Central and Eastern Europe. Work on thereconstruction of the post-war maritime economy was mainly carried out by the Ministry of Industry, Tradeand Shipping. In London, in 1942–1943, a number of government projects were set up to rebuild the entiremaritime infrastructure. All projects undertaken in exile were related to activities carried out by individualunderground divisions of the Polish Underground State domestically, i.e. the “Alfa” Naval Department of theHome Army Headquarters, the Maritime Department of the Military Bureau of Industry and Trade of the Headof the Military Bureau of the Home Army Headquarters and the Maritime Department of the Departmentof Industry Trade and Trade Delegation of the Government of the Republic of Poland in Poland. The abovementionedorganizational units also prepared plans for the reconstruction of the maritime economy, and theprojects developed in London were sent to the country. They collaborated here and a platform for mutualunderstanding was found.

The work, based on previously little available for research, as well as materials and documents found in archival institutions, reflects the legal basis for ensuring road safety in 1948-1953, the state and organizational and legal measures taken in the field of combating accidents in road transport at the republican level by the example Ukrainian Soviet Socialist Republic. Attention is focused on the key problems that determine the development of the road safety system, the measures taken, their effectiveness, mistakes and achievements. Measures to counteract accidents in vehicles are investigated from a historical and legal standpoint, a critical and detailed analysis of decrees and orders of the government, departmental regulatory legal acts. It was found that the presence of a significant number of administrative decisions of the republican authorities of Soviet Ukraine, although it was a rather progressive step for its time, did not fully take into account the reality of achieving the set goals, local conditions and peculiarities. At the same time, the functioning of the emerging road safety system was significantly hampered by the lack of a unified national policy in the context of the rapid growth and development of the country’s automobile and road complex.

By Latin-American standards, Chile has enjoyed a remarkably stable government. Yet, there have been significant intervals of political unrest marked by violence and internal disorder. At both the beginning and the end of the nineteenth century, Liberals and Conservatives clashed in bloody battles, opening wounds that festered for many years. In the early decades of the twentieth century, the military revolted three times in the space of eight years (1924-1932) in order to promote social reform. Marmaduke Grove Vallejo figured prominently in these events, first as a participant in the January uprising of 1925, later as an opponent of the dictatorship of Carlos Ibáñez del Campo, and finally as a leader of the military forces that overthrew the government of Juan Esteban Montero Rodríguez and established the Socialist Republic of Chile.
