Policy Analysis on Education in Emergencies (EiE) and Flexible Learning Options (FLOs) for Senior High School (SHS) in the Philippines

The novel coronavirus disease (COVID-19) pandemic has affected the basic education sector in the Philippines. In the public school system, the pandemic has not only disrupted schooling by shifting the beginning of the school year (SY) 2020-20201 at a later time, it has also necessitated a shift to alternative learning delivery strategies including the use of more flexible face-to-face, distance and blended learning. This paper focuses on the effects of the COVID-19 outbreak on the K to 12 senior high school (SHS) program and the need to offer flexible learning options (FLOs) to upper secondary learners. It examines the policies the Department of Education (DepEd) has initiated in continuing learning during the pandemic and providing education through FLOs using the INEE’s domain standards on EiE. From this policy analysis, the paper identified some gaps that need to be addressed through the following recommendations 1) intensify FLO guidelines to meet the different needs and contexts of learners especially the marginalized; 2) develop an EiE policy; 3) improve teachinglearning by strengthening communication channels, formative assessment, and multimedia learning materials; 4) provide offline and online options for SHS tracks; 5) explore the use of videos, mobile training centers and flexible times of study.

Knowledge in Pre-Calculus depends on students' understanding of Algebra and Trigonometry. The result of the Program for International Students Assessment (PISA) in 2018 disclosed that the Philippines ranked the second-lowest in Mathematics assessment and indicated low performance in advanced subjects such as Calculus. Hence, the paper described the level of academic performance of senior high school students in a maritime school in Bacolod City during the school year 2019-2020. Likewise, it aimed to determine the relationship between the students' demographics and the level of academic performance in Pre-Calculus. Furthermore, it is intended to test the correlation and predictive capability of the school of origin and entrance examination scores in the academic performance of students in Pre-Calculus.

High school students in the Philippines nowadays are engaged into Facebook. It is the most commonly used social networking site in the Philippines. This research assessed the Facebook Use of 591(235 male, 356 female) randomly selected Filipino senior high school students in Southern Philippines for school year 2017-2018. Bergen Facebook Addiction Scale determined the degree of students’ Facebook Use. It was found out that 362(61.3%) students are classified as Facebook addict and 229(38.7%) are classified non-Facebook addict. In the comparison between students’ time spent on Facebook, it was found out that the less time they spend on Facebook, the lower grades they get in school. Furthermore, the more gadgets they have at home the better scholastic performance they have. The correlation between Facebook use and Scholastic performance showed that there is no association between the two variables.

The educational landscape was disturbed by the sudden spread of the COVID-19. Alterations of curriculum transaction were coming up face to face interaction with students were no longer possible so as to address the need of the students’ online classes were implemented while schools are closed. The social studies curriculum as a core subject in the basic education curriculum that leads to the development of civic competence among young learners was also abridged to fit for flexible learning while sustaining its learning standards. The implementation of the Most Essential Learning Competencies (MELCs) to guide for teachers served as the emergency curriculum for the school year during the brink of the pandemic. The social studies emergency curriculum featured condensed learning competencies, flexible learning time, and personalized learning experiences. However, with learning events happening inside learners' respective homes, learned knowledge and skills in social studies are ephemeral, and the authenticity of learner’s work is open for skepticism.

Immersion is implemented in different countries all over the world as part of curricular training.  Immersion programs started in other countries many years back. However, the Philippines only started three years ago as a program for students' engagement in employment simulation. Since the start of the program, there were emerging issues in the insufficiency of documents to establish its extent of implementation. Hence, the paper assessed the extent of implementation of senior high school work immersion program in selected public schools in the Division of Negros Occidental during the school year 2019-2020 according to the category of school, school location, and designation of implementer in the areas of Curriculum Implementation and Compliance, Work Immersion Delivery Process, Assessment of Student's Progress, Supervision of Work Immersion and Implementation, and Administrative Concerns. Likewise, it identifies the challenges encountered by the implementers and their recommendations in the effective implementation of the immersion program.

The K to 12 program in the Philippines was enacted into law on May 15,2013, through Republic Act 10533, otherwise known as the Enhanced Basic Education Act of 2013. The effort is an act of legislation, putting in place the K to 12 Curriculum, so that the Philippine Basic Education becomes competitive at par with other countries. The Senior High School program is believed to be one of the answers to the country’s issue on the educational system. The study determined the optimal readiness of the three groups of stakeholders, namely: Division of Zamboanga del Sur, Industries, and Community in the implementation of Technical-Vocational Livelihood Track for Senior High School in 2016. The study employed descriptive research design; and used validated survey questionnaires.  Results revealed that: 1) in terms of facilities/ equipment, the school administrators admitted that they are “not at all ready” in the SHS Technical-Vocational Livelihood Track; and 2) the LGUs and industries are “partially ready” to support the SHS implementation. The study concludes that optimal readiness to implement the SHS is not evident. It is recommended that a thorough assessment on the functionalities of facilities and equipment needed for each sub-strand of the TVL Home Economics strand be provided by concerned stakeholders prior to implementation to ensure readiness of the school to offer such strand by academic year 2016. This is also to ensure that development of the required skills among the SHS students will not be sacrificed.

The purpose of this research was to know how characteristic items of Try Out National Exam Year 2010/2011 at Senior High School on Mathematics Subject in Mataram City that analyzed by using Iteman Program. The characteristic in question was whether the item can be used or not based on the difficulty level of the item, the difference in power, and the functioning of the answer option. The research method used was descriptive. Techniques of collecting data in the form of documents. Source of data in the form of answer sheet of computer package 61 of Try Out National Exam Year 2010/2011 at Senior High School on Mathematics Subject in Mataram City. Aspects analyzed by using this Iteman Program include the level of difficulty item, different power, and the function of whether or not the answer choice. Based on the results of Item of Analysis Try Out National Examination of School Year 2010/2011 Senior High School on Mathematics Subjects in Mataram City by using Iteman Program, it can be concluded that for the level of difficulty Package 61 was classified. Different power for package 61 has a good category. For the reliability of having a high category and a matter of Try Out Package 61 there are 23 problems received with the improvement of 4, 5, 8, 9, 14, 16, 17, 18, 19, 20, 21, 22, 23, 24, 26, 28, 30, 31, 32, 34, 35, 36, and 40. Improvements need to be made on the less functioning effluent. There are 15 accepted questions: 1, 2, 3, 7, 10, 11, 12, 13, 15, 27, 29, 33, 37, 38, and 39. And there are 2 rejected questions 6 and 25.

This paper reports on an attempt to increase students’ exposure to communicative English in a senior high school environment. Despite common awareness of the importance of exposure “to develop students’ communication abilities” (MEXT, 2011, p.1), research shows that activity-based all-English classes are not always conducted. Other research has also revealed that even with classes taught entirely in English, the total hours are not enough for the acquisition of basic skills of English. Therefore, in order to increase exposure to communicative English, I conducted morning and afternoon homeroom periods in English for two years [EHR]. In addition, one student per lesson gave a one-minute speech in English during the morning HR every day. Most of the students reported that EHR was instrumental in developing their comprehension and speaking skills, and at the end of each school year, they chose to continue EHR in the following school year. 本稿では、高校の授業外で生徒が英語でコミュニケーションをする時間を設けた実践例を紹介する。コミュニケーション能力を育成するためには、実際に英語でコミュニケーションをする機会が必要である。しかし現場では必ずしも英語で授業が行われているわけではないとの報告がある。また、仮に全授業をオールイングリッシュで行ったとしても、基本的なコミュニケーション能力を養成するのに十分ではないという研究もある。そこで、実際に英語を使う時間を増やす目的で、朝と帰りのホームルームを2年間英語で行った。また朝のホームルームで1日一人の生徒が「英語1分スピーチ」を行った。年度末のアンケートでは、生徒が英語ホームルームの成果を実感し、次年度も継続したいと望んでいることがわかった。

<p>The skills to think critically on environmental pollution material is the skills of the learners to understand a condition that involves the process of reasoning about environmental pollution.<strong> </strong>Student’s critical thinking skills is an interaction between various factors, namely naturalist intelligence and motivation learning. Student who possess critical thinking skills are as good as those naturalist intelligence and those who are motivated to learn. This study aimed to determine the correlation between naturalist intelligence and motivation learning with student’s critical thinking skills in Jakarta on environmental pollution. This research was conducted at 68 Jakarta Senior High School on semester II of 2017/2018 school year. The method that was used is descriptive quantitative through correlational study. The sample used amount if 115 students of class X MIA. The result of prerequisite test finds that the data are normally distributed and homogeneous. The statistical hypothesis was done by linier regression test, liniearity test, and correlation coefficient test at α = 0,05. Based on these results, it is concluded there is a correlation between naturalist intelligence and motivation learning with student’s critical thinking skills on environmental pollution.</p><p> </p>

The COVID-19 pandemic has prompted educational leaders to restructure the curriculum and modify the instructional set-up to accommodate remote learning of which using technology is the most viable solution to the existing problem. This study explores how teachers adapt and utilise technology-based teaching, and what makes students learn under blended learning modalities in Taytay Senior High School. Quantitatively, using the validated survey questionnaire anchored on the technology adaptation model and the adaptive learning environment model, this study revealed that teachers' age is the factor in all aspects of the model (performance and effort expectancy, social influence and facilitating conditions). When comparing the adaptation levels of students and teachers, it showed that teachers were slightly higher than the students, and that there is a negligible correlation. The findings of this study will serve as baseline data for immediate actions for items that surfaced concerns as hindrance or factors that can hamper students’ academic performance. This article will expose the potency and constraint faced by pesantren (Islamic boarding school) in policy implementation of Program Wajar Dikdas Sembilan Tahun (Nine Years Basic Education Program) in regency of Bangkalan, East Java, considering that the education in Bangkalan, Madura generally either quantitatively is still pertained “low” if compared with education in East Java in general. Though, administratively Bangkalan, Madura Island included into east Java Province and geographically Bangkalan abuts with the second metropolitan town that is Surabaya. Even, East Java Province will specify the policy of twelve years basic education program untul senior high school level.
