The article considers proper legislation as an essential prerequisite for actualization of NPOs comparative advantages. Restrictions imposed on NPOs are reasonable if they are compensated by benefits from greater trust. The rigidity of constrains and requirements should be optimized while accounting for peculiarities of a social medium, the state of the nonprofit sector, and the governments readiness to encourage the development of the latter. As empirical data suggests, Russian NPOs being on different stages of maturity need separate legal treatment. In the meanwhile, interests that prevail in the NPOs community are not always conducive to rapid changes.

The article considers strategic issues of modernization of the transition economy. The analysis is based on the methodology of the World Economic Forum where special attention is paid to the sequence of the transformation stages. The main conclusion is that modernization should combine implementation of the governance mechanisms with the beneficial use of comparative advantages of the national culture. In fact, modernization of the transition economy should be evolutionary. It is precisely this course of development that is relevant for Azerbaijan which has successfully upgraded its economy in the recent years.

Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.

The notion that states pursue a monopoly over the use of force rings increasingly hollow. From vigilantes that patrol the United States’ southern border, to thugs for hire in China, states are characterized by non-state violent actors. These trends are more pronounced in comparatively lower-capacity states. Employing the concept of “security assemblages,” I propose that it is crucial to consider historically embedded relations among violent actors and institutions in order to understand their socio-political role and implications for state authority. This approach offers three insights: first, in low-capacity states, violence is not zero-sum. Rather, it is assembled among diverse actors, which each have historically embedded comparative advantages. Second, therefore, state efforts to monopolize violence should be taken as an empirical question rather than an assumption grounding analysis. Third, relationships between violent actors occur in thick institutional environments, meaning that violent actors, including state actors and institutions, often must act under significant constraints. To illustrate these points, I conduct a mixed-methods nested study of vigilantes in Uganda, finding that vigilantes are more common where other authorities are present, and are more helpful when other authorities are also more helpful. Focusing on dynamics between vigilantes and police, I pinpoint their historically distinct roles: the police were established as a colonial-era institution to suppress political dissent, while vigilantes have long been socially embedded actors tasked with everyday security provision. Thus, in this case, police and vigilantes are not substitutes; instead they play distinct and complementary roles.

Index-shuffle graphs are introduced as candidate interconnection networks for parallel computers. The comparative advantages of index-shuffle graphs over the standard bounded-degree "approximations" of the hypercube, namely butterfly-like and shuffle-like graphs, are demonstrated in the theoretical framework of graph embedding and network emulations. An N-node index-shuffle graph emulates: • an N-node shuffle-exchange graph with no slowdown, which the currently best emulations of shuffle-like graphs by hypercubes and butterflies incur a slowdown of Ω( log N). • its like-sized butterfly graph with a slowdown O( log log log N), while the currently best emulations of butterfly-like graphs by shuffle-like graphs incur a slowdown of Ω( log log N). • an N-node hypercube that executes an on-line leveled algorithm with a slowdown O( log log N), while the slowdown of currently best such emulations of the hypercube by its bounded-degree shuffle-like and butterfly-like derivatives remains Ω( log N). Our emulation is based on an embedding of an N-node hypercube into an N-node index-shuffle graph with dilation O( log log N), while the currently best embeddings of the hypercube into its bounded-degree shuffle-like and butterfly-like derivatives incur a dilation of Ω( log N).

AbstractThis article discusses key comparative advantages of wine-producing nations and suggest prospective views on their evolution. Our methodology is twofold. First, we study comparative advantages in 16 countries using Porter's diamond. Then, we report results from a survey in which wine economists are asked to assess the future trade performance of these countries. Results are relatively consistent across methods regarding the future “heavy weights” like China, but also New Zealand and Chile, countries show the greatest potential to succeed in the future global wine trade. It is also expected that Georgia, the United Kingdom, and Australia play an important role, although to a lesser extent. Our findings indicate that comparative advantages in wine trade are neither uniform nor static; especially, terroir is no longer sufficient. The diamond approach contradicts experts from two countries in particular, France and Argentina, suggesting that experts put great emphasis on demand and market structures as key trade determinants for the future. The knowledge about the relations between domestic institutional quality and the sustainable development of exports in emerging markets remains limited, since most research into the relations between the institutional environment and the sustainable development of exports has been conducted in developed market economies, especially in those of North America and Europe. With dynamic changes in the institutional environment of emerging countries over the years, this paper provides a novel perspective for investigating the relations above. This is the first paper to investigate the impact of institutional quality on the sustainable development of industries’ exports in emerging countries from a comprehensive perspective of multiple institutional environments and multi-dimensional industries’ heterogeneity. On the basis of defining institutional quality and industry heterogeneity, this paper explores the underlying mechanisms of institutional quality affecting sustainable development of industries’ exports and conducts empirical analyses by using the data from China’s 20 industries’ exports to 117 countries for the period of 1996–2011. The results show that: (a) Industries with higher degrees of financial dependence or higher product technical complexities have export comparative advantages in better financial environments; (b) Industries with higher research and development (R&D) intensity or a higher concentration of intermediate inputs have export comparative advantages in better legal environments; (c) The differences in the level of financial development or in the efficiency of legal system would influence the effects of interactions between institutional quality and industry heterogeneity on the sustainable development of industries’ exports. The present paper provides new evidence that institutional quality does promote the sustainable development of industries’ exports in emerging countries. These results indicate that exports of heterogeneous industries in emerging economies are an adaptive response to the specific institutional environment, as well as a continuous release of institutional dividends with the improvement of the institutional environment.
