Cross-boundary collaboration in environmental protection between Hong Kong and mainland China from the mid-1980s to the transfer of sovereignty in 1997, and during the post-reunification years, is examined. Emphasis is put on the respective roles of governments, the private sector, and non-governmental organization initiatives focused on air quality management, a key to public health.

PurposeThis paper aims to examine the concerns and implications of the recently enacted Property Management Services Ordinance (Cap. 626) (PMSO) of Hong Kong.Design/methodology/approachA review was undertaken to identify the characteristics of the property management-related legislation of common law jurisdictions similar to Hong Kong, which include Australia, Canada and the United Kingdom. Then, the development of the property management-related ordinances in Hong Kong and the key features of the PMSO were examined. Finally, a case study was conducted to demonstrate the potential problems of the PMSO.FindingsThere are various kinds of legislative controls on property management services in the above common law jurisdictions. The PMSO, which is the first to regulate property management services providers through a licencing system and introduce control on training and professional development, imposes limits on freedom of contract and self-regulation of professionals. Potential problems with the implementation of the PMSO are also revealed.Research limitations/implicationsThis research analyses four common law jurisdictions. Property management services contracts in these jurisdictions are subject to governance by their case laws and market operations.Practical implicationsBy virtue of the new licencing system of the PMSO, property management services contracts in Hong Kong become a new kind of specific contracts.Originality/valueThis paper illustrates the relationship between freedom of contract and public benefit. It contributes knowledge to the area of government policy formulation in property management.

Chapter Seven analyzes the findings of the empirical investigations of Hong Kong, Taiwan and Singapore. The critical finding is that domestically-rooted norms are central to states’ distinct learning processes, and therefore norms are the glue that binds the domestic context with international diffusion, and rationality with constructivism. The impact of norms was found to be so strong that, counter to diffusion literature’s hypothesis about specific models leading to greater degrees of convergence, even when policymakers learned about a highly-specific VC policy item, they systematically initiated further studying and conceptualized how a different path – that better fit with their logics of appropriateness – could lead them to the same outcome. The chapter discusses why the three norms investigated – (1) interventionist orientation, (2) private sector financing and (3) local versus international firm preferences – shaped VC policy choices the way that they did in each case.

Hong Kong Chief Executive Carrie Lam presented her housing policies at the 2019 annual address in broad strokes, including using ordinances to resume undeveloped land in accordance with the law. The Hong Kong government could use its regulatory power as disincentives for private development of land given the highly bureaucratic, time-consuming and expensive land development approval process. The Hong Kong government would also work jointly with private sector landlords to potentially develop public housing and profit-driven projects, which would then be negotiated based on the Hong Kong government’s terms and conditions.
