AbstractCities around the world are confronted with the need to put in place climate adaptation policies to protect citizens and properties from climate change impacts. This article applies components of the framework developed by Moser and Ekström (2010) onto empirical qualitative data to diagnose institutional barriers to climate change adaptation in the Municipality of Beirut, Lebanon. Our approach reveals the presence of two vicious cycles influencing each other. In the first cycle, the root cause barrier is major political interference generating competing priorities and poor individual interest in climate change. A second vicious cycle is derived from feedbacks caused by the first and leading to the absence of a dedicated department where sector specific climate risk information is gathered and shared with other departments, limited knowledge and scientific understanding, as well as a distorted framing or vision, where climate change is considered unrelated to other issues and is to be dealt with at higher levels of government. The article also highlights the need to analyze interlinkages between barriers in order to suggest how to overcome them. The most common way to overcome barriers according to interviewees is through national and international support followed by the creation of a data bank. These opportunities could be explored by national and international policy-makers to break the deadlock in Beirut.

This study set up online virtual communities consisting of farmers and stakeholders involved in agriculture and nonfarmers living in rural areas interested in agricultural production. We conducted a deliberation within the communities for 14 days on identifying important climate change adaptation policies for 30 years later under climate change impacts with the relevant knowledge from experts. During the deliberation, after self-introduction took place including the realization of climate change impacts, the participants were provided with the expert knowledge on impacts of climate change, adaptation policies in agricultural sector and so on, then the following discussions covered issues such as the distribution of agricultural produce, insufficient successors, and support for farmers, such as impacts on crops during disasters concerning future scenarios. Attitude changes before and after deliberation were observed in terms of the pros and cons of climate change adaptation policies in agriculture and rural areas, but statistically significant differences were not observed. On the other hand, a statistically significant change was observed in some determinants of the pros and cons, such as the perceived effectiveness and goal intention. This structural change results from that the participants became aware of a different perspective through deliberation. Thus, the online deliberation process was effective to some extent in increasing knowledge and promoting deeper understanding among participants during inquiry and reasoning was deepened in the process as they listened to the opinions of others in a different position with a different idea as well as read and search for scientific findings and information provided by experts.

<p>Rural areas of the Mediterranean watersheds face great environmental challenges, where climate change impacts the water cycle, the soil, and biodiversity, which are often priority issues for adaptation. These, have been aggravated by historical land management practices trends. In this context, we propose Nature Based Solutions (NBS) in the form of Sustainable Land Management (SLM) actions at the watershed scale to achieve climate change adaptation and mitigation while promoting other ecosystem services.</p><p>SLM actions are local adaptation practices that promote sustainable rural development. Thus, we seek the combination of several actions to achieve regional (watershed scale) more integrated approaches. With this study, we aim at proving that NBS, and thus SLM, is a successful tool for alleviating climate change impacts (i.e. water scarcity, enhanced erosion, biodiversity decline) while promoting the role of land in mitigation and enhancing biodiversity in the rural Mediterranean areas.</p><p>For this, we propose a novel conceptualization of SLM actions that moves from their local application and evaluation to the regional more systemic approaches through their combination. Results show synergies in the atmosphere, biosphere, and hydrosphere, allow for the upscaling of SLM through systemic approaches and point at direct contributions to several Sustainable Development Goals.</p>

Changes in rainfall patterns, humidity, and temperature, as well as greater exposure to severe weather events, has led to the need for adapting cultural heritage to climate change. However, there is limited research accomplished to date on the process of adaptation of cultural heritage to climate change. This paper examines the perceptions of experts involved in the management and preservation of cultural heritage on adaptation to climate change risks. For this purpose, semi-structured interviews were conducted with experts from the UK, Italy, and Norway as well as a participatory workshop with stakeholders. The results indicate that the majority of interviewees believe that adaptation of cultural heritage to climate change is possible. Opportunities for, barriers to, and requirements for adapting cultural heritage to climate change, as perceived by the interviewees, provided a better understanding of what needs to be provided and prioritized for adaptation to take place and in its strategic planning. Knowledge of management methodologies incorporating climate change impacts by the interviewees together with best practice examples in adapting cultural heritage to climate change are also reported. Finally, the interviewees identified the determinant factors for the implementation of climate change adaptation. This paper highlights the need for more research on this topic and the identification and dissemination of practical solutions and tools for the incorporation of climate change adaptation in the preservation and management of cultural heritage.

Since the impacts of climate change will last for many years, adaptation to this phenomenon should be prioritized in urban management plans. Although Tehran, the capital of Iran, has been subject to a variety of climate change impacts in recent years, appropriate adaptation measures to address them are yet to be taken. This study primarily aims to categorize the barriers to climate change adaptation in Tehran and analyze the way they interact with each other. The study was done in three steps: first, the focus group discussion (FGD) method was used to identify the barriers; next, the survey and the structural equation modeling (SEM) were used to validate the barriers, identify their importance, and examine their possible inter-relationships; and finally, the interpretive structural modeling (ISM) was applied to categorize and visualize the relationships between the barriers. Results show that barriers related to the ‘structure and culture of research’, ‘laws and regulations’, and ‘planning’ belong to the cluster of independent barriers and are of greater significance. The ‘social’ barrier and barriers related to ‘resources and resource management’ are identified as dependent barriers and are of lesser importance. Barriers related to ‘governance’, ‘awareness’, ‘education and knowledge’, ‘communication and interaction’, and ‘economy’ are identified at the intermediate cluster. The findings of this study can provide planners and decision makers with invaluable insights as to how to develop strategies for climate change adaptation in Tehran. Despite the scope of the study being confined to Tehran, its implications go far beyond this metropolis.

Indigenous peoples must adapt to current and coming climate‐induced environmental changes like sea‐level rise, glacier retreat, and shifts in the ranges of important species. For some indigenous peoples, such changes can disrupt the continuance of the systems of responsibilities that their communities rely on self‐consciously for living lives closely connected to the earth. Within this domain of indigeneity, some indigenous women take seriously the responsibilities that they may perceive they have as members of their communities. For the indigenous women who have such outlooks, responsibilities that they assume in their communities expose them to harms stemming from climate change impacts and other environmental changes. Yet at the same time, their commitment to these responsibilities motivates them to take on leadership positions in efforts at climate change adaptation and mitigation. I show why, at least for some indigenous women, this is an important way of framing the climate change impacts that affect them. I then argue that there is an important implication in this conversation for how we understand the political responsibilities of nonindigenous parties for supporting distinctly indigenous efforts at climate change adaptation and mitigation.

Climate change is affecting Canada’s boreal zone, which includes most of the country’s managed forests. The impacts of climate change in this zone are expected to be pervasive and will require adaptation of Canada’s forest management system. This paper reviews potential climate change adaptation actions and strategies for the forest management system, considering current and projected climate change impacts and their related vulnerabilities. These impacts and vulnerabilities include regional increases in disturbance rates, regional changes in forest productivity, increased variability in timber supply, decreased socioeconomic resilience, and increased severity of safety and health issues for forest communities. Potential climate change adaptation actions of the forest management system are categorized as those that reduce nonclimatic stressors, those that reduce sensitivity to climate change, or those that maintain or enhance adaptive capacity in the biophysical and human subsystems of the forest management system. Efficient adaptation of the forest management system will revolve around the inclusion of risk management in planning processes, the selection of robust, diversified, and no-regret adaptation actions, and the adoption of an adaptive management framework. Monitoring is highlighted as a no-regret action that is central to the implementation of adaptive forest management.

Climate change adaptation has been growing in importance since the beginning of the 21st century. Historically adaptation, not to climate change but to extreme events, was deeply rooted in many societies and their land-use structures. With industrialization, and especially the increase in globalization since the 1990’s the importance of appropriate adaptation has slowly decreased, leading to increased exposure and risks of human settlements in areas potentially affected by climate change impacts (e.g. sea level rise) and / or extreme events (natural hazards). In order to implement climate change adaptation sustainably feasible solutions should be identified, i.e. viable and acceptable from socio-economic point of views. The identification of such feasible solutions goes beyond pure scientific analysis but incorporates stakeholders, decision-makers and local knowledge.

The paper examines the relevance of the climate change adaptation and disaster reduction risk for supply chain processes in industry. Through a structured review of academic literature two primary challenges are highlighted: first, non-consistencymethod in integrating formal attribution of climate change adaptation and disaster reduction risk, and second in impacting with changing ecological environment and unpredictable natural disasters for supply chain processes in industry can be described as unavoidable. In examining these two challenges, we arrive at a climate change adaptation framework for industry supply chain as well as a framework of integratedclimate change adaptation and disaster reduction risk for industry cluster. In offering this viewpoint, related climate change adaptation and disaster reduction risk, acomprehensive risk and adaptation management approach is proposed as a practical framing for above two challenges to address climate change impacts and risks for supply chain processes in industry as well as promote the ability of risk and adaptation management in industrial operation process.
