Flash floods are among the most dangerous natural disasters. As climate change and urbanization advance, an increasing number of people are at risk of flash floods. The application of remote sensing and geographic information system (GIS) technologies in the study of flash floods has increased significantly over the last 20 years. In this paper, more than 200 articles published in the last 20 years are summarized and analyzed. First, a visualization analysis of the literature is performed, including a keyword co-occurrence analysis, time zone chart analysis, keyword burst analysis, and literature co-citation analysis. Then, the application of remote sensing and GIS technologies to flash flood disasters is analyzed in terms of aspects such as flash flood forecasting, flash flood disaster impact assessments, flash flood susceptibility analyses, flash flood risk assessments, and the identification of flash flood disaster risk areas. Finally, the current research status is summarized, and the orientation of future research is also discussed.

This HKH Call to Action is based on the HKH Assessment, which was drafted in response to requests from governments in the region, meeting a demand for a comprehensive assessment of the region’s mountains, environments, and livelihoods and proposes actions towards a shared vision for the future of the HKH region, in which its societies and its people are prosperous, healthy, peaceful, and resilient in a healthy environment. To realize this vision, this HKH Call to Action elaborates six urgent actions, including: 1) promote and strengthen regional cooperation at all levels to sustain mountain environment and livelihoods; 2) recognize and prioritize the uniqueness of the HKH mountain people; 3) take concerted climate actions; 4) take accelerated actions to achieve the SDGs, consistent with the nine mountain priorities; 5) take decisive actions to enhance ecosystem resilience; and 6) promote regional data and information sharing.

Enterprise Architecture (EA) has gained importance in recent years, mainly for its concept of “alignment” between the strategic and operational levels of organizations. Such alignment occurs when Information Technology (IT) is applied correctly and timely, working in synergy and harmony with strategy and the operation to achieve mutually their own goals and satisfy the organizational needs.Both the strategic and operational levels have standards that help model elements necessary to obtain desired results. In this sense, BMM and BPMN were selected because both have the support of OMG and they are fairly well known for modelling the strategic level and operational level, respectively. In addition, i* modeling goal can be used for reducing the gap between these two standards. This proposal may help both the high-level design of the information system and to the appropriate identification of the business processes that will support it.This paper presents a methodology for aligning strategy and the operation based on standards and heuristics. We have made a classification for elements of the models and, for some specific cases, an extension of the heuristics associated between them. This allows us to propose methodology, which uses above-mentioned standards and combines mappings, transformations and actions to be considered in the alignment process.

Rainfall-triggered debris flow has caused multiple impacts to the environment. It. is regarded as the most severe secondary hazards of volcanic eruption. However, limited access to the active volcano slope restricts the ground rain measurement as well as the direct delivery of risk information. In this study, an integrated information system is proposed for volcanic-related disaster mitigation under the framework of X-Plore/X-band Polarimetric Radar for Prevention of Water Disaster. In the first part, the acquisition and processing of high-resolution X-band dual polarimetric weather/X-MP radar data in real-time scheme for demonstrating the disaster-prone region are described. The second part presents the design of rainfall resource database and extensive maps coverage of predicted hazard information in GIS web-based platform accessible both using internet and offline. The proposed platform would be useful for communicating the disaster risk prediction based on weather radar in operational setting.
