Manpower Being one of the aspects driving the open market economy, the entry of foreign workers into Indonesian territory is regulated in Indonesian government regulations. Use of visas and residence permits given to prospective foreign workers who will enter Indonesia through an online application submission process. However, in practice, the guarantor from foreign workers often encounter problems in the process of applying for a work visa for the Republic of Indonesia. Inhibiting factors in the process of applying for an RI work visa affect immigration services at the Visa Sub-Directorate.

This study aims to obtain a description of the supporting and inhibiting factors in the process of organizational change of education based on management perspective that occurs in the scope of higher health education of the Ministry of Health of the Republic of Indonesia. This study used a qualitative approach by conducting case study at Palangka Raya Health Polytechnic. The research results are as follows: (a) Supporting factor that must be there is the existence of a manual or technical guidance in organizing the organization; (b) Whereas the inhibiting factor is the old habits, the mindset, the mental model is still inhibiting from the organizers and members of the organization; (c) The inhibiting factor is the existence of selfishness of each highly visible party; (d) Inhibitors may also occur if there are still "little kings" and selfishness from each of the former institutions; (e) Other issues that support in this process of change are in terms of facilities and infrastructure, namely the availability of buildings and land; (f) Another inhibiting factor is that in terms of educational qualifications, there are departments that do not meet, for example in the midwifery department there are still many average teachers with Diploma IV education background and non-linear education; (g) Inhibiting factors may also occur if the reason of seniority is always carried around; (h) The inhibiting factor is lack of human resources in using modern health equipment, including the use of teaching aids in accordance with the progress of science and teaching and learning technology.   Penelitian ini bertujuan untuk memperolah gambaran mengenai faktor pendukung dan penghambat dalam proses perubahan organisasi pendidikan yang ditinjau dari perspektif manajemen yang terjadi di lingkup organisasi pendidikan tinggi kesehatan Kementerian Kesehatan Republik Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan studi kasus pada institusi Politeknik Kesehatan Kemenkes Palangka Raya. Hasil penelitian adalah sebagai berikut: (a) Faktor pendukung yang harus ada yaitu adanya buku pedoman atau petunjuk teknis dalam penyelenggaraan organisasi; (b) Sedangkan yang menjadi faktor penghambat itu adalah kebiasaan lama, mindset-nya, mental model-nya masih bersifat menghambat dari para pengelola dan anggota organisasi; (c) Faktor penghambat yaitu adanya keegoisan masing-masing pihak yang sangat tampak; (d) Penghambat juga dapat terjadi apabila masih ada “raja-raja kecil” dan keegoisan dari masing-masing institusi yang dulu; (e) Perihal lain yang mendukung dalam proses perubahan ini adalah dari sisi sarana dan prasarana, yaitu tersedianya gedung dan tanah; (f) Faktor penghambat lain yaitu dari sisi kualifikasi pendidikan ternyata ada jurusan yang tidak memenuhi, misalnya di jurusan kebidanan masih banyak rata-rata tenaga pengajar dengan latar pendidikan Diploma IV dan pendidikannya tidak linear; (g) Faktor penghambat juga dapat terjadi apabila alasan senioritas selalu dibawa-bawa; (h) Faktor penghambat yaitu masih kurang kesiapan sumber daya manusia dalam menggunakan alat-alat kesehatan modern termasuk penggunaan alat bantu belajar mengajar yang sesuai dengan kemajuan ilmu pengetahuan dan teknologi pengajaran dan pembelajaran.

Legislation is one of the legal products issued by the state government component. In this case, the laws and regulations include the Constitution of the Republic of Indonesia year 1945, the Decree of the People's Consultative Assembly, The Law / Regulation of the Government In lieu of Laws, Government Regulations, Presidential Regulations, and Local Regulations. As for its application, the rules have levels in the arrangement, where there are sections that explain macro and its derivatives that are narrowing down to the implementing regulations. The levels of the rules must be complete because each of them has its own function.  Meanwhile, in this journal, there will be a discussion on the phenomenon of legal vacancies in the case study of Government Regulation of the Republic of Indonesia Number 51 of 2020 related to the Period of Extending Passports to 10 Years, where in the issuance of government regulations have not been included implementing regulations that will regulate how the implementation of government regulations in the field.

Peraturan Daerah Khusus dan Qanun merupakan peraturan perundang-undangan yang sejenis dengan Peraturan Daerah, maka kedudukan Peraturan Daerah Khusus dan Qanun setingkat dengan Peraturan Daerah. Berbeda halnya dengan Qanun, Peraturan Daerah Khusus hanya terdapat pada tingkatan Provinsi dan kedudukannya setingkat dengan Peraturan Daerah Provinsi. Penelitian ini merupakan penelitan hukum normatif. Dalam Undang-Undang Nomor 10 Tahun 2004 menyatakan bahwa jenis dan hierarki peraturan perundang- undangan sebagai berikut: Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, Undang-Undang/Peraturan Pemerintah Pengganti Undang-Undang, Peraturan Pemerintah, Peraturan Presiden dan Peraturan Daerah. Dalam Penjelasan Pasal 7 menegaskan bahwa termasuk dalam jenis peraturan daerah provinsi adalah Qanun yang berlaku di Daerah Provinsi Nanggroe Aceh Darussalam dan Peraturan Daerah Khusus  serta Peraturan Daerah Provinsi yang berlaku di Provinsi Papua.   THE EXISTENCE OF SPECIAL REGIONAL REGULATIONS AND QANUN IN THE IMPLEMENTATION OF COMMUNITY LIFE  Special Regional Regulations and Qanun are statutory regulations similar to Regional Regulations, so the position of Special Regional Regulations and Qanun is at the same level as Regional Regulations. Unlike the case with Qanun, Special Regional Regulations only exist at the provincial level and their position is at the same level as the Provincial Regulations. This research is a normative legal research. Law Number 10 of 2004 states that the types and hierarchies of statutory regulations are as follows: the 1945 Constitution of the Republic of Indonesia, Laws/Government Regulations in Lieu of Laws, Government Regulations, Presidential Regulations and Regional Regulations. The Elucidation of Article 7 confirms that included in the types of provincial regulations are Qanun that apply in the Province of Nanggroe Aceh Darussalam and Special Regional Regulations and Provincial Regulations that apply in Papua Province.

Every country has experienced various capital accumulation processes due to their own specific conditions. Differences in these conditions have ensured various countries to enter the process of economic development in dissimilar historical periods. Due to the central characteristics of the previous command economic system and the impact of powerful heritage from the USSR on the bureaucratic administration, Azerbaijan is still having difficulties in transitioning to a free-market economy. Today, the transition to an open market economy for Azerbaijan is not completely realized. This research attempts to investigate the major factors of the formation process of the capitalist economic structure in Azerbaijan before and after the demise of the Soviet Union.It focused on the fundamental role of oil and relatively, the agricultural sector and also looked into the types of capitalism the country is currently experiencing based upon certain criteria and statistical indicators.

 Social policies designed to protect female workers that worked at night and promote equality in the workplace have a controversial effect on labor market outcomes. Restrictions on working hours and pregnancy benefits stipulated in applicable laws help protect the responsibilities of women workers who work at night for their families and ensure their physical security, but this regulation can raise doubts about the safety of women working at night. Protection of female workers has been regulated in the Law Number 13 of 2003 concerning Manpower and Decree of the Minister of Manpower and Transmigration Article 76. In addition, the regulation is also regulated in the Transmigration of the Republic of Indonesia No. Kep 224 / Men / 2003 regulates the obligations of employers who employ female workers or laborers, where the application process is carried out directly by the employer through a work agreement between employers and workers which is then supervised by the authorized agency. Keywords: Legal Protection, Women, Working at Night   Abstrak Kebijakan sosial yang dirancang untuk melindungi pekerja perempuan yang bekerja di malam hari dan mempromosikan kesetaraan di tempat kerja memiliki efek kontroversial pada hasil pasar kerja. Pembatasan jam kerja dan tunjangan kehamilan yang diatur dalam undang-undang yang berlaku membantu melindungi tanggung jawab pekerja perempuan yang bekerja di malam hari terhadap keluarganya dan memastikan keamanan fisik mereka, tetapi peraturan ini dapat menimbulkan keraguan terhadap keamanan perempuan yang bekerja pada malam hari. Perlindungan terhadap tenagakerja perempuan telah diatur dalam undang-undang yakni Undang-Undang Nomor 13 tahun 2003 tentang Ketenagakerjaan dan Keputusan Menteri Tenaga Kerja Pasal 76. Selain itu, pengaturannya diatur juga dalam Transmigrasi RI No.Kep 224/Men/2003 mengatur kewajiban pengusaha yang memperkerjakan pekerja atau buruh perempuan, dimana proses penerapanya dilakukan langsung oleh pengusaha lewat perjanjian kerja antara pengusaha dengan tenaga kerja yang kemudian diawasi oleh instansi yang berwenang. Kata Kunci : Perlindungan Hukum, Perempuan, Bekerja di Malam Hari

Free visit visa is a visa granted to foreigners upon arrival in Indonesia without paying a visa for a period of 30 days and cannot be extended. Visit visa free can be given at several Immigration Examination Sites (TPI) spread throughout Indonesia. The Ngurah Rai Special Class I Immigration Office personally supervises an Immigration Checkpoint, namely I Gusti Ngurah Rai International Airport. Regarding the implementation of a visit visa-free policy, the efforts made by the immigration ranks include: increasing the number of personnel, increasing supervision of landings and entry permits for foreigners, monitoring the use of residence permits by foreigners in various places, especially in the tourism sector and in various entertainment venues, there is cooperation between agencies in preventing prevention of visa-free use to minimize potential abuse of rules. The purpose of this study was to determine the application of visa-free policies at the Ngurah Rai Special Class I Immigration Office and to find out the legal consequences of the visa-free policy at the Ngurah Rai Special Class I Immigration Office. The research method uses empirical descriptive. The results of the study indicate that the application of a visa-free policy at the Ngurah Rai Special Class I Immigration Office is in accordance with the latest regulations, namely the Republic of Indonesia Presidential Regulation Number 21 of 2016 concerning Visit Visa Free. There are 169 countries around the world whose citizens can visit Indonesia without using a visa. It aims to improve bilateral relations, especially in terms of the tourism economy where the number of foreign tourists to Indonesia is targeted by the government of 20 million tourists by 2019. Legal Consequences Caused From Visa-Free Policies At the Ngurah Rai Special Class I Immigration Office, where according to one of the immigration functions is to select every intention of arriving foreigners, there are several cases of violations of law which can be easier to enter Indonesia such as foreign workers who work without complete permission in Indonesia.
