In this article the authors discuss on topics arising from globalization issues that should be included in public administration education. Globalization is a pervasive force for the foreseeable future, and both public administrators and public administration education must adapt and respond to that force. Factors assocated with globalization are having, and are likely to continue to have, profound effects on the public institutions. And the institutions will play a critial role in determining who benefits and who loses from globalization, both within nations and between them. How public institutions engage globalization issues will depend upon a number of factors, some of which are seemingly beyond anyone's control. One of the factors we can control is how we educate people in public roles. Paying careful attention to the content of public service education, as well as the more subtle but powerful proces issues associated with that education, can gave large public benefits.

Abstract This essay responds to the prevailing political environment of estrangement that can be seen in the growing distrust of public institutions, intensifying levels of political polarization, and rising support for populism, particularly in the United States. These trends have contributed to a diminished sense of publicness in public administration, including an erosion of public values and political legitimacy, and an increasingly cynical view of the value, role, and purpose of public service in the modern polity. We argue that public administration must respond actively to this estrangement and seek to repair and strengthen the links between democracy, public administration, and public values through scholarship, connections to practice and the public, and education.

This portrayal was obtained from observing "Her Ladyship" as a street person, as well as through a newspaper article, her social workers, and a relative of a postal worker. This tale has been repeatedly used, in a graduate public administration course on administrative behavior, to provide a basis for discussion about the roles and responsibilities of public administrators. A resulting major question that it raised is the balance between providing for the needs of an individual and those of society as a whole. That is, do we want those in the public service to be compassionate and respond to the special needs of individuals, or do we want them to be value neutral and follow the usually impersonal rules and regulations.

Public service motivation (PSM) is understudied within ‘tough governance settings’ such Iraq’s, as it transitioned from dictatorship to democracy amidst civil unrest. Debates surrounding a universal construct of PSM currently focus on whether a love of public institutions is an essential component, or if measures of self-sacrifice will suffice. Results from a multidimensional PSM measure previously utilized in western settings are used here in Iraq. The results demonstrate that items from typical PSM dimensions remain in the model, but the pro-social, self-sacrifice dimension is the only reliable subscale. Reinforcing a pro-social foundation of PSM, a pro-social unidimensional measure fits the data well and respondents themselves define ‘public service’ in pro-social terms. Showing little connection to institutions, PSM in Iraq correlates with public servants determining the public interest based on their knowledge of their communities and of citizens and less on professional expertise, adopted plans or on guidance from elected officials. Contrary to reports of a divided Iraq, PSM scores are similar across regions. These insights have implications for PSM measurement, governance choices in developing countries, and comparative public administration research.

In order to codify the political and partisan activity in Iraq, after a difficult labor, the Political Parties Law No. (36) for the year 2015 started and this is positive because it is not normal for the political parties and forces in Iraq to continue without a legal framework. Article (24) / paragraph (5) of the law requires that the party and its members commit themselves to the following: (To preserve the neutrality of the public office and public institutions and not to exploit it for the gains of a party or political organization). This is considered because it is illegal to exploit State institutions for partisan purposes . It is a moral duty before the politician not to exploit the political parties or some of its members or those who try to speak on their behalf directly or indirectly to achieve partisan gains. Or personality against other personalities and parties at the expense of the university entity.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

The economic and political changes in the world, from the 1970s, changed the political education of the Public Institutions of Higher Education in the world. The direction of these changes was clear: the university approachedthe market and the company and created interaction mechanisms that did not exist. The article therefore reviews the academic literature that interprets the relationship between university and market/company from two perspectives: approaches that positively position of interactions, exposing their motivations, interests and forms of interaction, especially the notions on Knowledge Economy and Entrepreneurial University; approaches that observe this interaction critically and reflectively, exposing the problems of interaction, its negative aspects and the reflection of the true role of the public university from the perspective of Academic Capitalism.

No mundo contemporâneo vem se tornando mencionado em maior frequência os controles nas contas públicas. O controle externo, torna-se uma ferramenta que auxilia o controle das despesas e que na Administração pública vem sendo efetivado pelos Tribunais de Contas. Justifica-se esse estudo pela importância do controle externo das contas públicas e o acesso às informações, afim de obter-se accountability fidedigna dos órgãos públicos. Assim, nota-se a utilidade de instituições que repassem as informações para os habitantes, que proporcionem transparência à gestão pública, que correspondam a reais agências de accountability, de transparência, que disponha respostas e realize prestação de contas dos recursos públicos. O presente artigo tem como objetivo geral identificar as contribuições que o Tribunal de Contas dos Municípios (TCM) traz para o processo de prestação de contas nos municípios objeto de pesquisa. No referencial foram abordados conceitos sobre accountability e sobre a Lei de Responsabilidade Fiscal (LRF). Metodologicamente é um trabalho de natureza bibliográfica, descritiva e qualitativa. Os resultados encontrados mostram que os TCM é um órgão que executa o processo de accountability nos municípios em que existe. Conclui-se que os TCM’s proporcionam fiscalização dos recursos patrimoniais, direcionados pelos administradores do poder público e controle do mesmo, a fim de facilitar o processo de prestação de contas entre a sociedade e a classe dos governantes municipais. PUBLIC ADMINISTRATION IN ACCOUNTABILITY: A STUDY WITH CITY HALLS FROM CEARÁ STATE ABSTRACT In contemporary world the control of public accounts is being mentioned more frequently. The external control becomes a tool that assists the control of expenses and it is what the public administration has been done by Courts of Accounts. This study is justified by the importance of external control of the public accounts and the access to information, in order to obtain reliable accountability of public institutions. Therefore, it is noticed the usefulness of institutions that share information to the citizens, providing transparency to the public administration, which correspond to real agencies of accountability, of transparency, giving answers and performing accountability of public resources. This paper aims to identify the contributions that the Municipal Courts of Accounts (TCM) brings to the process of accountability in the cities that are object of this research. In the referential were used concepts about accountability and about the Fiscal Responsibility Law (LRF). Methodologically it is a bibliographical, descriptive and qualitative work. The results indicate that the TCM is an institution that executes the accountability process in the cities where it is present. It is concluded that TCMs provide supervision of patrimonial resources, directed and controlled by the administrators of public power, in order to facilitate the process of accountability among society and the class of municipal governors.

The purpose of the study is to solve a number of problems, including the need to: analyze the general concept of interaction and concepts of its scientific understanding; define interaction as a legal category; to form the author's vision of the legal category "interaction of administrative courts with bodies with public administration bodies and the public". The article defines that interaction as an object of administrative and legal support is a joint activity of two or more clearly defined subjects of law, regulated by the norms of administrative law, coordinated by purpose, task, place, time and method, aimed at a certain result, and namely – the achievement of the goal, the realization of goals, the solution of specific tasks and objectives, or the preservation and maintenance of the proper existence and functioning of someone or something. It is proposed to understand the interaction of administrative courts with public administration bodies and the public to carry out in the manner and within the limits set by current national legislation joint and agreed on a number of factors (purpose, tasks, time, place, form, methods, etc.) activities, on the one hand, administrative courts, and, on the other hand – public administration and/or the public, which is due to the competence of these entities and aimed at a positive result and consequences, which are to achieve the goals and objectives of such interaction. It was found that the main features of the interaction of administrative courts with public administration bodies and the public are: are joint activities; such activities must be regulated by law; activities must be coordinated; coherence occurs by choosing a clear goal, objectives, time, place, forms and methods of interaction; arises between clearly defined entities – administrative courts and public administration bodies and the public; a prerequisite for interaction should be the presence of an appropriate amount of competence that allows the implementation of such interaction; should be aimed at a clear result, which is to achieve the goals and objectives of such interaction; should be aimed at positive consequences.
