Administrative Reform Using Information and Communication Technologies (ICTS) in Korea

The purpose of this study is to explain government efforts for administrative reform using ICTs in Korea. Especially, this study focuses on how the government informs, consults with and engages citizens using ICTs through an analysis of OPEN system in Seoul. Firstly, the political backgrounds and the institutions for constructing the e-government have been analyzed. Secondly, the OPEN system in Seoul has been analyzed. The result of this study shows that constructing the e-government as a means of administrative reform strengthens public participation and transparency in policy making process in spite of a few obstacles such as digital divide, secrecy problem.

The “power of the purse” is one of the fundamental powers of the parliament. This power is defined as a parliament’s authority to determine the amount of public expenditures to be made and the category and amount of taxes to be collected from citizens. To exercise this power, parliaments must debate and review the budget drawn up by the government to ensure that it reflects the preferences of citizens. Nevertheless, it is quite apparent that parliaments today do not sufficiently debate government budgets and do not completely exercise their existing authority. This development weakens the political function of the budget process and sometimes leads to non-optimal budget outcomes. Information and communication technologies (ICTs), particularly websites, are significant tools that parliaments have at their disposal to address this problem. When they are effectively designed, parliamentary websites can contribute to more efficient outcomes to the budget process by enabling the members of a parliament and the citizens they represent to involve themselves in that process. This chapter addresses the potential contributions of parliamentary websites to the budget process. These contributions promise to make budget information more transparent and understandable. This chapter engages in this task by using a content-analysis methodology to examine the website of the Turkish parliament.

ABSTRACTInformation and Communication Technologies are currently one of the most tangible ways to access the Knowledge Society, but their incorporation into government processes and their support to the development of society, depend largely onthe existence of accurate and specific public policies that allow the government to own and implement ICT and to support the rest of society to achieve development. The transformation of society implies a new form of marginalization: the Digital Divide, which is based on whether people have the ability toaccess all the resources of the Knowledge Society. This paper is oriented to present a proposal for the government of Michoacán, to take advantage of Information and Communication Technologies, allowing it to provide a better service to citizens, achieve a proper relationship and linkage between government’s agencies and provide society a real opportunities to participate more in decision-making and governance policies.RESUMENLas Tecnologías de Información y Comunicaciones son, en la actualidad, una de las formas más tangibles para acceder a la Sociedad del Conocimiento, pero su incorporación a los procesos gubernamentales y su apoyo al desarrollo de la sociedad, dependen en gran medida de la existencia de políticas públicas precisas y específicas que permitan al gobierno apropiarse y poner en práctica las TIC y servir de apoyo al resto de la sociedad para lograr su desarrollo. La transforma-ción de la Sociedad lleva implícito una nueva forma de marginación, la Brecha Digital, fundamentada en la posibilidad o no de contar con la capacidad de acceder a los medios propios de la Sociedad del Conocimiento. El presente trabajo está orientado a presentar una propuesta para que el gobierno de Michoacán, aproveche las Tecnologías de Información y Comunicaciones lo cual le permita brindar una mejor atención a los ciudadanos, lograr una adecuada relación y vincula-ción entre las propias dependencias gubernamentales y que la sociedad tenga la posibilidad real de participar en mayor medida en la toma de decisiones políticas y de gobierno.

As technological progress advances, more trust is put in Information and Communication Technologies as tools to democratize the political processes by enhancing and assisting citizens’ involvement in political processes. Such examples are initiatives like eDemocracy and eParticipation, among others. However, experts emphasize that technology as any kind of “tool” is not unbiased, and it does involve serious considerations of social import. The emergence of the digital divide is a proof that these tools, if not handled appropriately, could cause even greater impact to the already existing social exclusion. At this point, social inclusion has re-emerged not only as a strategy for confronting social exclusion in general but also the digital divide, which keeps citizens from participating in political processes. This chapter indicates and concludes on how social inclusion functions not only as a prerequisite for public participation via ICT but also, through appropriate regulatory mechanisms, represents a solution for combating the problems of exclusion that eDemocracy faces.

This paper aims to make a contribution toward an improvement of European e-policy practice. lt is inspired by the conviction that successfuJ e-policy strategies can lead to ba­lanced chances for all members in certain societies to aquire the absolutely indispensable capabilities for decision-making in the context of Information and Communication Technologies (ICTs). Following the path of the development of e-policy papers it has to be stated that many goals have not yet been achieved. The techno-deterministic concepts 'access' and 'usage' seem not to reach far enough to get people really involved andin­formed. Many more aspects have tobe considered in order to create a clirnate for inno­vation where different choices made by different individuals according to their different social, economic or cuJtural backgrounds do not lead automatically to the well known either or not, connected or not-connected, haves or have-nots, but to a variety of pat­terns of involvement. In this paper, we argue for different e-policy strategies according to cultural aspects in certain societies. And hereby we will focus on the cultural aspects of information itself, on the notion of information in different information cultures. lt also seems important to mention at this stage that we believe that getting all members of society involved in the ICT-innovation process in order to provide the basis for in­formed decisions by each individual member is the most important task of e-policy.

Purpose: The benefits of Information and Communication Technologies (ICTs) in environmental resource management has been a topic of hot discussion for the policymakers across the world.  For the purpose, the government of Pakistan took initiative in 2018 to use technology for the country’s social welfare, financial benefits and to enhance environmental sustainability and named it as “Digital Pakistan Initiative”.Design/Methodology/Approach: For analysis, this study took CO2 emissions as the dependent variable and ICT, FDI inflows, and Trade Openness as independent variables. Data were collected on bimonthly basis from 2004 through 2019, and analyzed employing ARDL approach. Main purpose of the study was to examine the short-run and long-run relationship among carbon emissions and ICT, FDI Inflows and Trade Openness.Findings: The findings show that there exists a short-run relationship among all the variables; however, FDI inflows and trade openness have a significant relationship with CO2 emissions. The results also exhibit that there is no long-run relationship between CO2 emissions, FDI inflows, and Trade openness while ICT has an insignificant long-run relationship with CO2 emissions. With the increase of information and communication, the country’s environmental sustainability is also increased. Implications/Originality/Value: The current study was based on least considered variables and the pioneer in testing the complex relationship through VAR estimation.

The political instrumentalization of the history of Ukraine carried out by the Russian Federation in the framework of the information war against Ukraine is covered in this article. This instrumentalization is exercised through media communication employing historical and political myths and narratives to vindicate Russia’s aggressive actions. The latest information and communication technologies used by the Kremlin in the information war against Ukraine have been identified in this paper. Such destructive efforts often derail Ukrainian-Polish relations, which are particularly sensitive to historical and political issues. The reasons for the drawbacks of the Ukrainian authorities in counteracting the information aggression on the part of the Russian Federation are distinguished, and the measures that would contribute to an effective response to such aggression are outlined.

Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. Due to the undesirable effects of the gap between citizens to access and use information and communication technologies (ICT), most researchers have been paying much attention to the threat of a digital divide. Unfortunately an amazingly large number of people do not have the abilities to use the ICTs in a proper way and, therefore, cannot draw advantages from its usage. As a result, digital divide is commonly regarded as a potential barrier for participation in the information society. This study measure the digital divide in Saudi Arabia by analyzing the results of a small-scale study conducted at the University KAU, regarding students’ and university members’ perceptions toward the usage of ICT. This analysis measure the digital divide concerning some factors like gender, educational level using a questionnaire. The analysis shows that KAU has no digital divide. The pandemic has become the reason for structural reforms as well as for discussing many issues by the expert community. In this regard, the Gaidar Forum – 2021 became the very platform where experts in various fields of knowledge could meet. Specialists discussed such issues as sustainable development problems, the innovative focus of development, the introduction of IT technologies, restructuring of national economies, new business models, etc. Most of the questions, one way or another, concern the problem of the evolution of the living environment. These are the questions that were presented by the experts of the “Building together” discussion platform. Analyzing the results of the construction complex, which ensures the implementation of the national project “Housing and the Urban Environment”, made it possible to identify the nature of further measures taken by the Government of the Russian Federation in order to create a competitive living environment. Experts systematized the prospects for business models of investment and construction activities involved in the development of territories, identified new tools for enhancing investment activity, and focused the attention of the authorities on information and communication technologies used in modeling the living environment.
