The year of 1989 marks the Thirtieth Anniversary of the founding of Graduate School of Public Administration of Seoul National University(GSPA, SNU). The School was established in 1959 and for every 10th anniversary, we have commemorated it and have written several articles reviewing performances of various aspects of the School's program and, at the same time, setting new goals for the next decade. As such, writing articles for retrospective and prospective purposes has become a tradition to be continued with the proud history of the School.

In The spring of 1959, Dr. John Anderson, Professor of Pediatrics at the University of Minnesota, asked me to go to Korea as adviser in pediatrics to Seoul National University. The University of Minnesota has a contract with the United States Operations Mission (USOM) to help rehabilitate Seoul National University in the schools of Agriculture, Public Administration, Engineering and Medicine. This contract has been in effect since 1954, has involved the spending of several millions of dollars, the sending of medical advisers from Minnesota to Seoul and of medical participants, as they are called, from Seoul National University (SNU) to the University of Minnesota.

Eosinophilia occurs commonly in many diseases including allergic diseases and helminthic infections. Toxocariasis has been suggested as one cause of eosinophilia. The present study was undertaken to examine the prevalence of toxocariasis in patients with eosinophilia and to identify the risk factors for toxocariasis. This prospective cohort study recruited a total of 81 patients with eosinophilia (34 males and 47 females) who visited the outpatient clinic at Seoul National University Hospital from January 2017 to February 2018 and agreed to participate in this study. The prevalence of toxocariasis was examined by T. canis-specific ELISA, and the various risk factors for toxocariasis were evaluated by a questionnaire survey. Among 81 patients with eosinophilia, 18 were positive for anti-T. canis antibodies (22.2%); 88.9% were male (16/18) and 11.1% were female (2/18). Multivariate statistical analysis revealed that males (OR 21.876, 95% CI: 1.667-287.144) with a history of consuming the raw meat or livers of animals (OR 5.899, 95% CI: 1.004-34.669) and a heavy alcohol-drinking habit (OR 8.767, 95% CI: 1.018-75.497) were at higher risk of toxocariasis in patients with eosinophilia. Toxocariasis should be considered a potential cause of eosinophilia when the patient has a history of eating the raw meat or livers of animals in Korea. A single course of albendazole is recommended to reduce the migration of Toxocara larvae in serologically positive cases with eosinophilia.

The article is dedicated to the thirtieth anniversary of the Department of International Law of the Faculty of International Relations of the Ivan Franko Lviv National University (the department and the faculty were founded in 1991). The development of private international law as a science and the organization of the educational process through the efforts of specialists from the Department of International Law of the Ivan Franko National University of Lviv are analyzed in this article. This publication states the continuity that is preserved in the science of private international law in Ukraine. Works of many scientists of Soviet and modern Ukraine (V. I. Kisil, V. M. Koretsky, G. K. Matveev, Yu. G. Matveev, V. P. Pastukhov, A. A. Pidoprigora, O. A. Pidoprigora) are a reference point for the development of private international law in Ukraine in the 21st century. Private international law of each state has its own history of development. Private international law of Ukraine has its own history as well. The system of norms of private international law in Ukraine is based on the norms of the Romano-Germanic system of law. The norms of private international law in Soviet Ukraine were very laconic. The norms of modern private international law of Ukraine are increasingly adopting the features of European law. The attention of the author of the article is drawn to the topical problems of private international law of Ukraine at the present stage of development of society. They need a solution. Among the issues that should be resolved is the question of the independence (or non-independence) of private international law as a branch of law. The problem of more and more frequent subordination of legal relations arising with the participation of citizens of Ukraine to the foreign legal system, instead of applying conflict and substantive legal norms of Ukraine to such legal relations, also requires a solution. The issues arising in connection with the pandemic associated with the spread of infection caused by COVID‑19 need to be addressed as well. The application of the norms of private international law in IT technologies should attract the attention of Ukrainian scientists. This problem is especially relevant when organizing distance learning in educational institutions in a pandemic.
