The COVID -19 pandemic made 2020 a devastating year for the tourism industry. To stop the spreading of the virus the restrictive measures such as lockdowns, have affected many economies, from which tourism suffers directly and greatly. The purpose of this study is to analyze the state of tourism at the international level and tourism in the Republic of Serbia during the pandemic, by examining the tourist arrivals and overnight stays in 2020. At the international level, the loss in tourism arrivals and receipts experience even the leading regions in tourism. Also in Serbia, there is a noticeable decrease in foreign tourist arrivals and overall tourist arrivals in 2020.

Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

The article for the first time provides a holistic analysis of the development of cultural tourism in the Republic of Tatarstan (RT): marks positive results, gives constraints factors of the tourism industry development in the country, offers authorial solutions. The subject of the article is caused by the fact that the cultural tourism is one of the priority types of tourism industry in the country and understanding of the need to find new forms of organization of work with tourists. The work is based on the method of analysis and synthesis, which allows to analyze the state of cultural tourism in the country, to identify the factors that influence its development. Deductive method, used by researchers in the study of tourism in a particular region, helps to identify the reasons for limiting the genesis of individual tourism industries and allows us to offer new forms of work. The results of the study led to the following conclusions: the successful development of cultural tourism in the Republic of Tatarstan is provided with the support of public authorities; the region’s development shows positive results in the hotel services, transport services, educational policy, promotional activities, contributing to the growth of cultural tourism in the country; the creation of new tour routes, making it possible to show features of the traditional culture of the Tatars, will contribute to the promotion of tourism development in the region; to improve the cultural tourism services quality can provide greater support to attract residents (residents). In the study, the authors relied on the research of specialists in the study of tourism features in the regions: Rostov-on-Don (A. V. Babkin), Nizhny Novgorod region (O. S. Kraynova), the Republic of Kabardino-Balkaria (A. V. Thagapsov). The authors used as a source of State Program for tourism development in the Republic of Tatarstan "Development of tourism and hospitality in the Republic of Tatarstan for 2014-2020".

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

AbstractTourist activity in the Republic of Croatia is one of the leading and most promising activities. It is our past, present and future. According to the National Bank, the share of revenues from travel - tourism in overall GDP in the first 9 months of 2015 was 22.2%, an increase of 1.2% compared to the same period in 2014. In the third quarter share of revenues from travel - tourism in total GDP amounted to 41.3%, as compared to the same period in 2014, representing a growth of 1.4%. The conclusion is that tourism is one of the leading economic sectors in the Republic of Croatia. Due to realized 78 million and 569,000 overnight stays (6.8% more than in 2014) and more than 8 billion of foreign exchange inflows, the Republic of Croatia on the overall tourism market has been recognized as an important destination whose development potentials have not yet been exhausted. Relevant institutions and predictions underline the fact that tourism is one of the keys for faster integration of Croatia in the entire world economy and the networked society, from which it can be read that Croatia must view this sector in a new way and allow tourism to undergo complete transformation, in order to cope with future competitive challenges more easily. According to estimates by the World Travel & Tourism Council direct and indirect employment in the tourism sector in 2008 was about 300,000 employees, but that number will have increased by additional 100,000 in the next ten years. The Croatian tourism today employs 35-40% of workers. Thus, the tourism industry is a comprehensive and a very important generator of jobs of different profiles - from catering and hotel industry to entertainment and animation. In the light of progress in the development of tourism, and regardless of specific personnel, Croatia still needs a lot of work on the construction of the existing profile of tourism personnel and management and educate the tourist interest in tourism future. In addition, employment in the hospitality and tourism industry has a very high seasonal fluctuation of work, while the proportion of highly educated so-called senior managers is weak due to the contemporary needs of the tourism of the 21st century. The system of education for tourism is not performed well at all levels of education, and the result is inadequate qualifications. On the other hand, salaries of employees in the tourism industry, especially in the hospitality and catering industry, are among the lowest in the Republic of Croatia. With its tourism development strategy, the Republic of Croatia has turned towards building quality destinations (new facilities, renovation of existing and quality services). This paper will analyze how the quality of services, backed by human activity, is the key to the success of any enterprise, with an adopted conclusion about what kind of future we are building in this segment. The research will be carried out through the review and analysis of trends in employment in the tourism industry, the qualifying term structure of employees, their share in the total employees in the Republic of Croatia, the competitiveness in the international labor market for a period of last 5 years.

One of the key factors for success of sustainable tourism industry in all areas, including rural, is the support of community members. The paper aims to analyze how rural residents’ perceptions of sustainable tourism development (expressed through economic, social, environmental, and physical benefits) can affect residents’ intentions to support tourism. The second aim was to determine if attachment to the particular community and perceived quality of life can have influence on attitudes towards sustainable development of tourism in rural communities. Using a sample of 881 residents living in rural areas of the Republic of Serbia, the results highlighted that perceived values of tourism were important for evaluating how tourism is developed, if it is sustainable for a community, and how it affects quality of residents’ life. The study provided better understanding of factors that can have impact on residents’ attitudes in relation to tourism and highlighted the importance of paying attention to local community as significant player for tourism development, especially in those regions that want to boost its economy by developing sustainable tourism.

AbstractConsidering that in times of state of emergency or civil emergency (such as the pandemic caused by COVID 19), governments in many countries around the world have restricted human rights and freedoms through legally binding government decrees. These restrictive measures increasingly raise dilemmas about their effect and possible violations by the government of international norms guaranteeing human rights. The paper aims to analyze whether these restrictive measures set out in the decisions of the Government of the Republic of Northern Macedonia (RNM) are in compliance with the derogations allowed under the European Convention on Human Rights and Freedoms (ECHR) and the positive laws in power. In the framework of this paper is analyzed whether these measures have the sole purpose of protecting the health of citizens or not.The work is limited in terms of time (as long as the state of emergency lasted three months) and territory (government decrees with the force of law).Descriptive, historical, analytical, comparative and citizen survey methods are used in this paper.Government decrees have been analyzed in order to assess whether they were prudent, in accordance with international standards and consequences that they have caused to citizens.The conclusions provide data on whether the management of the situation has been appropriate or not and to what extent it has been effective, as well as how much it has been within the international framework and how they have affected the quality of life of citizens.

Aim: The purpose of the article: To analyze the current state of the transport network development, the index of transport communication, the dynamics of the number of users of mobile communication services, on the example of Kyivstar Company in Ivano-Frankivsk region. Determine the role of transport and mobile networks in promoting and enhancing the development of tourism on the basis of multifunctionality, mutual permeability and complementarity of various elements of socio-economic systems. Methods – the study of communicative and its role in the development of tourism on the example of the Ivano-Frankivsk region is based on the combination of methods of sectoral and territorial analysis. In particular, a systematic approach is used for the study using comparative methods, statistical analysis, analytical analysis, etc. This methodology includes an analysis of the conditions and factors of tourism development within the administrative unit of Ukraine based on statistical data of indicators (types of vehicles and connections, number of arrivals / departures of passengers, directions of tourist flows from / to Ivano-Frankivsk region, etc.). Results – the article analyzes the impact of transport and mobile networks on the development of the tourism industry, for example, Ivano-Frankivsk region. The emphasis is placed on the index of transport communicativeness of the Ivano-Frankivsk region. The analysis of migration monitoring with the help of Kyivstar telecommunication operator was carried out, namely: citizens' migration in Ivano-Frankivsk, duration of their stay, geography of their arrivals. In comparison with the statistical indicators of the state of tourism development, external (country) and internal (oblast) donors of tourists are determined. The influence of communicativeness on the current state of the tourism industry is substantiated. Scientific novelty – for the first time, on the basis of sectoral-territorial analysis the state of development of the tourism industry through the prism of transport and mobile networks has been analyzed. The results of the research may form the basis for writing course papers, theses, preparation of lecture-practical material, monitoring of the national tourism market. Practical significance – materials of the publication, conclusions can be used during the educational process, preparing training for the national tourism industry, the practical activities of tour companies, to popularize the western region of Ukraine, on the example of Ivano-Frankivsk region on the external and internal tourist markets.

The state of development of the tourism industry in Ukraine for the period 2007- 2017 is analyzed. It is established that it does not correspond to the existing potential of tourist resources, and the economic efficiency of the tourism industry is low. One of the main reasons for this situation is the lack of theoretical understanding of the socio-economic nature of tourism as a social phenomenon and its economic significance as a profitable industry. The tourism industry is one of the fastest growing sectors of the world economy. This increases the competitiveness of countries and regions, creating new jobs and improving living standards. It is proved that self-regulation of the tourist market is a necessary condition for its functioning. The dynamics of export-import of tourist services of Ukraine is analyzed. There is a tendency to a slight increase in the cost of services in the last years of the study period. In the interaction “government regulation - market” the primary link is the market, and government regulation is a tool that provides the general conditions of its existence, equalizes the conditions of the start of its subjects and eliminates, if possible, the negative manifestations of the market element. The activities of the tourism industry in Ukraine are analyzed. There is a tendency to reduce the number of enterprises in the tourism industry in recent years of the study period. The rating of tour operators by the number of served tourists and by the reviews of tourists is analyzed. The place and role of the Ukrainian tourism business in the world market of tourist services has been identified. The situation on the world market of tourist services of Ukraine is considered and it is concluded that one of the favorable conditions for tourism development in Ukraine was the adoption of visa-free regime with EU countries, the tourist market gradually recovered after the crisis of 2014, and Ukrainians begin to conquer Europe. 2017 can be called the year of tourism development in Ukraine: the flow increased rapidly, and the number of permits for sale, according to the State Statistics Committee of Ukraine, increased by 36%. Citizens of Ukraine who went abroad formed the group that used the services of tourism entities the most. It was found that the largest number of tourism entities is concentrated in the city of Kyiv and in Dnipropetrovsk, Kharkiv and Odessa regions.

The article analyzes the state and trends of international tourism. The study of the indicators’ dynamics of international tourism in Russia shows the country’s involvement in the world process of tourism development, still low sectoral financial indicators, but favorable trends for the development of the tourism industry and increasing competitiveness. In the current conditions of the fight against coronavirus and the introduction of measures to prevent a pandemic, the crisis of activity is accompanied by a sharp decline in international tourism and significant economic losses. Solutions for the restoration of the tourism industry are beginning to be implemented by supporting domestic tourism, improving the quality of recreation services and health of citizens.


The article is devoted to the study of the current state of the infrastructure of Ukrainian tourist market, particularly, in Kharkiv region. The dynamics of the country's tourist flows over the last five years, the problems of tourism development in Ukraine as well as the ways of improving Ukrainian tourist market were analysed. The tourism industry is developing around the world, and in some countries it is the basis for budgeting. Ukraine has all the preconditions for tourism development and it can become competitive in the global tourism market. The development of a tourism structure must be balanced and fully responsive to the needs of people. The tourism enterprises must work effectively. The process of market infrastructure development should be proportional and it requires a systematic approach to management. It is necessary to work out a strategy for developing the infrastructure of tourist market on the basis of a scientifically grounded procedure of its forecasting, regulation, adaptation to changes in consumer priorities, external conditions and risks. Our research proves that there is a significant potential for tourist services in Ukraine that can increase the level of competitiveness. The strategy for development of the infrastructure of the tourist market in Ukraine should take into account the following ways: rationalization of schemes of tourist routes; active integration of information technologies in the field of tourist services; active participation in international programs; financing of applied research in the field of tourism; simplification of state regulation of business entities in the sphere of tourism business; improvement of legal regulation; monitoring of the state of the infrastructure of tourist market and co-financing of objects by the state and private sector; introduction of an advertising campaign to attract domestic and foreign tourists to Ukraine; implementation of measures for the development of tourist transport infrastructure.
