The formation of the first state system in Europe took place from the conclusion of the Peace of Westphalia in 1648, as a result of the Thirty Years’ War (1618-1648), to the Utrecht (1713), Rastatt-Baden (1714) and Nystad Congresses (1721) which finished the end of the war of the Spanish Succession and the Northern war. The legal fixation of the Westphallian system was accompanied by its public perception and acceptance. First of all, this was demonstrated by International Congresses, which were not only a common negotiation process, but also a place of representation of the significance and culture of each state. In fact, the European Congress was a carefully designed triumph of Рeace within the continent, which required considerable funds, was widely covered in the press and glorified in celebrations, paintings, plastic art, release of commemorative medals, poetry and even fashion. The article presents the most striking examples of iconography of Peace Congresses. The author believes that their performative nature and iconography, emphasizing the European character of Peace and the protopatriotic moods that it evoked, made a significant contribution to the civilization heritage of Europe.

Building on the case made in chapter 3, chapter 4 tunes to consider Martin Chuzzlewit and examines the ways in which the novel addresses the relationship between literacy, print media, and the experience of modern urbanism. Together eith its predecessor, the chapter argues that for Dickens America was far more than what has been generally perceived as an increasingly negative experience that chastened his understanding of the press and of mass culture. Rather, and notwithstanding all his complaints about Americans, tobacco, and spit, the encounter with America in fact provided him with a new sense, at once disturbing and alluring, of the potential power of a cheap mass-market press led by entrepreneurial editors operating in a print environment unconstrained by state controls. Moreover, in writing about America, and above all in writing about its newspapers in both American Notes and Martin Chuzzlewit, Dickens for the first time discovered a methodology for fusing fiction and the press in ways that would be foundational his most significant contribution to Victorian journalism, Household Words and its successor, All the Year Round.

The article deals with a brief historical excursion on the formation and development of forensic activity in Ukraine. In particular, the coverage of forensic expert activities in the press, starting with the establishment of the Cabinet of Scientific and Forensic Expertise at the Prosecutor’s Chamber of Justice of Kyiv in the years 1914-1915. The article based on archival materials, namely, newspapers and other constituent documents of the Cabinet of Scientific and Forensic Expertise, analyzes the public perception of the emergence of forensic science, its capabilities, and describes the main stages of forensic science. It was noted that the press of that time described the importance and significance of the appearance of a forensic examination, indicated the main types of research conducted, explained the features of the work of forensic experts. Also in the articles of newspapers and magazines of that time revealed the transformations that took place in expert institutions, the increase in the number of expert studies conducted, the increase in the number of forensic areas in which expertise was carried out, and were highlighted the increase in requirements for the qualifications of experts related to the challenges of time. The article also indicates that at crucial points in the history of Ukraine the development of forensic science and the expertise continued, moreover, the activities of experts became more active, especially during the Ukrainian People’s Republic as well as after the events of 1917. However, during the years of the Great Patriotic War, the press of that time very rarely wrote about forensic activities, very often were only comments on the theory and practice of criminalistics. This article is devoted to the featuring the anniversary of the 1991 Soviet coup d’état attempt on the pages of newspapers in 1993. The events of August 1991 did not disappear from the current field and were used both for the propaganda and for comprehending the past and forecasts for the future. The fact that a few months before the memorable date the trial of those arrested in the SCSE case began served to refresh the events in the public perception, and just a couple of weeks before that, an abridged version of the indictment was published in public sources.

The article examines the institution of «press police» in the police law of the Russian Empire, as well as measures taken to tighten censorship in the late XIX – early XX century, as one of the ways to neutralize the socio-political situation in the country. The author analyzes the views of the most prominent Russian police officers: I. E. Andrievsky, N. N. Belyavsky, V. F. Deryuzhinsky, V. V. Ivanovsky, and I. T. Tarasov on the problem of restricting the rights and freedoms of the population, including freedom of speech and the press, under the conditions of the emergency legal regime of an exceptional situation. The author describes the significance of the exceptional position as a way to eliminate the extreme socio-political situation in the state, as well as a means of political prevention of the revolutionary threat to the state system. It is concluded that Russian state experts, in General, who advocated the development of the system of rights and freedoms of the population, in an extreme situation recognized the need to take measures to tighten censorship and restrict freedom of speech, however, in practice, this measure, even in conjunction with other protective measures, could not solve the problem of preserving the existing state system.

Although Istanbul is the heart of the Ottoman press, İzmir is an important city for the Ottoman society to meet the "newspaper" phenomenon. The Turkish press in İzmir, where the press in foreign languages developed, started with the Aydın newspaper published in 1869. Aydın newspaper, which has the status of an official newspaper, was followed by the Devir newspaper published in 1872. The third Turkish newspaper published in İzmir, after Aydın and Devir newspapers is İntibah. Limited information is available about this newspaper, as no copies of it have survived. İntibah newspaper ordered new typeface and tools in order to eliminate the printing errors it experienced due to the typeface. In order not to leave the readers without a newspaper in the required time for the ordered material to reach İzmir, it decides to publish a copy named İlâve-i İntibah, printed with lithography. However, this initiative is not accepted by the official authorities. This study focuses on the copy named İlâve-i İntibah published by İntibah newspaper. The study aims to reveal that the İlâve-i İntibah copy is a humor magazine in terms of content and within this context, İzmir is the second Turkish humor magazine published after Kara Sinan, the first Turkish humor magazine. It is thought that the study will make a significant contribution to the literature on Turkish Press History, especially İzmir Press History.

Finally, Testing the Ways to Agreement explains how the negotiating parties used points of provisional accord in order to maintain momentum, creatively propose options without committing, evaluate multiple packages, and move toward consensus, to the ultimate success of the Colorado River binational negotiation process.

Over the summer, the Patient Liaison Group (PLG) at the College commissioned a poll in order to gain an understanding of the public perception of the word 'surgeon' and the expectations that accompany this title in terms of education and training. Having been concerned for some time that there is a lack of clarity regarding job titles in the health sector – with no legal restrictions on who can be called a 'surgeon' – the PLG are campaigning for the job title of 'surgeon' to be protected by law, in the same way that 'dentist','dental surgeon' and 'dental practitioner' are currently protected by the 1984 Dentists Act, so that only those who have qualified as a medical doctor and undertaken postgraduate surgical training can use the title. The campaign caught the imagination of the press and received widespread coverage.

Previous research has shown that British public perception of veterans can be negative and erroneous. Surveys, for example, indicate that veterans are characterized as skilled and valorous individuals but also as suffering from ill-health, unemployment, and homelessness. To investigate how these beliefs may form, the present study examines the public dimension of knowledge by analyzing depictions of veterans in the media. A total of 335 newspaper articles that represent British veterans were downloaded from Google News and UKPressonline. After the articles were classified with a content analysis, chi-square tests were conducted to understand how the representation of veteransmay be related to the political affiliations of news agencies and by newspaper format. The results suggest that British veterans are predominantly represented in both heroic and victimizing contexts. While political affiliation did not affect the representation of veterans significantly, newspaper format did, with broadsheet (quality) newspapers emphasizing victimized contexts and local and international newspapers focusing on heroic contexts, with tabloids occupying a middle ground. In conclusion, broadsheet newspapers may express sociocultural scrutiny toward the ways in which veterans are treated, while local and international newspapers may focus on stereotypical representations of heroic British military actions that veterans may symbolize. Implications and conclusions are discussed.

Аннотация. Интервью было дано председателем Всемирного координационного совета российских соотечественников, проживающих за рубежом (ВКСРС), Михаилом Дроздовым (г. Шанхай) пресс-центру ВКСРС в феврале 2020 г., во время обсуждения поправок в Конституцию РФ, незадолго до Всероссийского голосования за поправки в Конституцию. Одна из поправок коснулась и соотечественников, проживающих за рубежом. М. Дроздов ответил на вопросы: для чего был создан ВКСРС, какие функции выполняет, как строится его работа; насколько необходимо включить термин «соотечественник» в текст Конституции РФ и др. Он предлагает посвятить всемирную конференцию соотечественников, намеченную на осень 2020 г., деловой повестке – выстраиванию бизнес-мостов между соотечественниками, Россией и российскими регионами, а также отмечает, что ВКСРС недавно учредил почётный знак, которым будут награждаться выдающиеся соотече-ственники, те, кто ярко проявил себя, внёс значительный вклад в движение соотечественников. The interview was given by the Chairman of the World Coordination Council of Russian Compatriots Living Abroad (VKSRS) Mikhail Drozdov (Shanghai) to the press center of VKSRS in February, 2020, during the discussion of amendments to the Constitution of the Russian Federation, shortly before the All-Russian voting for amendments to the Constitution, scheduled for the 1st of July, 2020. One of the amendments also affected the compatriots who live abroad. M. Drozdov answered the questions: why the VKSRS was created, what functions it performs, how its work is structured; to what extent it is necessary to include the term "compatriot" in the text of the Constitution of the Russian Federation, etc. He proposes to devote the world conference of compatriots, scheduled for autumn 2020, to the business agenda – building business bridges between compatriots, Rus-sia and Russian regions, and also notes that the VKSRS recently established a badge of honor, which will be awarded to outstanding compatriots, those who have shown themselves brightly, have made a significant contribution to the movement of compatriots.
