A state-wide survey was conducted in a Midwestern state with randomly selected adults (n=1229) to determine their perceptions of youth program importance, effectiveness, and activity structure (competitive and/or cooperative). Public opinion was overwhelmingly supportive in describing youth programs as “very important” (64.5%) for promoting youth development. However, indications of program effectiveness for preventing adolescent problem behaviors (55.5% “somewhat effective”) were not as strong. In addition, cooperative-structured activities (74.8%) were preferred over competitive-oriented activities (16.7%) as having more positive results for youth development. Implications for practitioners, policy makers, and social scientists are discussed.

Contemporary developmental theories suggest that out-of-school-time (OST) youth development programs may be an important context for character development and education because of the positive, mutually influential relations between youth and adult leaders found in exemplary instantiations of such programs. Although still in its early stages, research about this role of OST programs, including evaluations of specific programs, is beginning to burgeon in relation to increased interest in person-context models of human development, the fact that each of tens of millions of American youth participate in several OST programs each year, and heightened emphasis among scientists, educators, and policy makers about the importance of promoting character among the diverse youth of the nation. Both to reflect the state-of-the art and in the hope of promoting further research progress, the articles in this special section describe how the attributes of young people and the features of the OST programs youth development in which they participate may link together in promotion of character development.

Abstract As program implementers’ views are seldom included in program evaluation and there are few related studies in different Chinese communities, this study examined the perceptions of the program implementers who implemented the Tier 2 Program of the P.A.T.H.S. Program in Hong Kong. The Tier 2 Program was designed to promote the development of adolescents with greater psychosocial needs. In the community-based P.A.T.H.S. Project, 400 program implementers completed a subjective outcome evaluation form (Form D) for program implementers. Consistent with the previous findings, program implementers generally held positive views towards the program, implementers, and program effectiveness and their views towards these three domains did not differ across grades. In line with the hypotheses, perceived program quality and perceived implementer quality predicted program effectiveness. The present findings provided an alternative perspective showing that the Tier 2 Program was well received by the program implementers and they regarded the program to be beneficial to the program participants.

In our age, businesses are accepted as living organisms. Businesses that are aware of this change have begun to transition from a result-oriented work system to process management, closely following customer expectations in order to exist in the future as well. The largest expense that sports clubs incur involves transfer spending, because the most talented footballer, who would influence team success, is recruited from outside the club. Today, many sports clubs are incorporated and need to create their own economic resources that would not only ensure their survival but also their success and continuity. This resource can be achieved by means of the footballers who participate in the youth development programs conducted by the club’ football academy. The standards of football are on the rise, and so are the expectations of all those involved, with qualified footballers demanding astronomical wages. Sport clubs need to increase their profits by using the resources that are being developed in their respective football academies. If a given footballer attains a high standard by performing well during training and making it to the first string team, the club has to save on the transfer budget. The aim of this study is to determine how club football schools and academies manage in accordance with process management within the system approach. This study incorporated the qualitative research method and case study technique. Data was collected with the help of the interview technique and examined using content analysis. In this research, it was found that youth development programs should be managed by employing three main processes: covering education in sports schools, practicing with competitor teams, and transitioning to professionalism. If these processes are applied across football academies, it would lead to the emergence of economically qualified footballers. Youth Development Programs, as a part of the system of process management within the framework of organizational structures of sports clubs, will prove to be an ideal form of structuring.
