This article examines the language of global accountability as well as the recommended tools used to assess the quality of higher education as noted in the new World Bank Education Strategy 2020. This article concludes that intended learning outcomes often reflect ideological dispositions and when imposed on countries considered “developing,” have the potential to replicate the pattern of placing greater value on knowledge produced in “developed” countries. This trend may continue to relegate developing countries to the role of consumers in the knowledge economy.

The paper explores the main principles of the World Bank Group functioning on the global level and its role in promoting education in different Regions of the World. Particularly, such various aspects related to education are analyzed as: unequal development of the level of education in different states, which represents one of the key problems for the World Bank; the role of the World Bank in resolving the problems of education, especially in the countries of ‘Global South’; the functions of the Global Partnership for Education (GPE); Collaboration between World Bank Group and GPE; World Bank Education Strategy 2020; Innovations, which have been introduced by the World Bank in the system of education, etc.

In global development it has been observed that the World Bank sources have been allocated on a limited scale by developed countries as not all countries have been included in the process at the same rate. The efforts of the World Bank to increase the development level of countries, which have resource allocation and structural problems, have contributed to obtaining structural improvement in the world economy as well as necessary sources of income from the world trade for each country. Depending on that, recovery targets with the tools and resources of the World Bank used for the purpose of expanding developing countries are set forth in this study.

With a variety of technology-enabled tools and environments to choose from, it is increasingly difficult for educators to ascertain the factors that influence the quality of the students’ learning experience and hence make appropriate choices for the use of technology. In this paper, we discuss the role of two technologies — wikis and blogs — in teaching and learning. We provide case studies of two courses at the Open Umiversity, UK and empirical evidence of students’ experiences, perceptions, and expectations on these courses. We discuss the context of these courses and the usage of these technologies: The pedagogical underpinnings and the rationale for introducing these technologies; the intended learning outcomes from the usage of these tools; and the extent to which the activities based around these tools have enabled the intended learning and facilitated the learning process. We report on the social, usability, and pedagogical factors that have influenced the quality of students’ learning experience. The research reported in this paper aims to provide guidance to course designers and educators for choosing tools, particularly wikis and blogs, for their contexts and for creating value and generating a positive student experience to engender student satisfaction and retention.

AbstractIn the leadership literature, emotional competence is commonly regarded as an important quality of an effective leader. In this paper, the basic concepts and theories of emotional competence are introduced. The role of emotional competence in positive youth development and effective leadership is described. To help students appreciate the importance of emotional competence, a lecture on emotional competence was developed in a subject entitled “Tomorrow’s Leaders” at The Hong Kong Polytechnic University. The objectives, intended learning outcomes, lecture outline and lecture materials are presented in this paper. Issues regarding the teaching of emotional competence are discussed.

In this article, the author makes an analytical approach of business entities activities and its legal bases in the Republic of Uzbekistan and abroad. In particular, the role of business entities in the economy of the country, its share in the volume of gross domestic product (GDP) was analyzed in comparison with other foreign countries. Opinions were drafted on the legitimization of the activities of business entities, which led to the term “legitimacy” of various definitions and concepts of scientists. At the same time, the author has widely covered the role of Republic of Uzbekistan in the international rating of the World Bank “Doing Business” criteria and the reforms carried out in this area through the legalization of entrepreneurial activity of business entities. In the current period of the pandemic, measures implemented in Uzbekistan and a number of developed countries to support entrepreneurship and their activities were compared. Proceeding from the article, in the summary section, the author put forward some suggestions and recommendations on legislation in the field of legitimization of business activity.

This paper discusses the relation between the quality and quantity indicators of physical capital and modernisation. While international academic literature emphasises the role of intangible factors enabling technology generation and absorption rather than that of physical capital accumulation, this paper argues that the quantity and quality of physical capital are important modernisation factors, particularly in the case of small, undercapitalised countries that recently integrated into the world economy. The paper shows that in Hungary, as opposed to developed countries, the technological upgrading of capital assets was not necessarily accompanied by the upgrading of human capital i.e. the thesis of capital skill complementarity did not apply to the first decade of transformation and capital accumulation in Hungary. Finally, the paper shows that there are large differences between the average technological levels of individual industries. The dualism of the Hungarian economy, which is also manifest in terms of differences in the size of individual industries' technological gaps, is a disadvantage from the point of view of competitiveness. The increasing differences in the size of the technological gaps can be explained not only with industry-specific factors, but also with the weakness of technology and regional development policies, as well as with institutional deficiencies.

The role of the Bologna Declaration in ensuring the quality of higher education in Europe has been explained. The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

Digital libraries, designed to serve people and their information needs in the same way as traditional libraries, present distinct advantages over brick and mortar facilities: elimination of physical boundaries, round-the-clock access to information, multiple access points, networking abilities, and extended search functions. As a result, they should be especially well-suited for the disables. However, minorities, those affected by lower income and education status, persons living in rural areas, the physically challanged, and developing countries as a whole consistently suffer from a lack of accessibility to digital libraries. This paper evaluates the effectiveness and relevance of digital libraries currently in place and discusses what could and should be done to improve accessibility to digital libraries for under-graduate students.
