Abstract. This laudation is given in honor of the 100th birthday of Prof. Karl Rawer which happens to coincide with the 45th anniversary of the International Reference Ionosphere (IRI). The ionosphere was discovered during Karl Rawer's lifetime, and he has dedicated his professional life to its exploration. World Wars I and II shaped his early life, but they also launched his career as one of the eminent geophysical scientists of the twentieth century. The paper looks back at Karl Rawer's life and his pioneering work and leadership in advancing and shaping the exploration of the ionosphere.

Abstract. When the Committee on Space Research (COSPAR) initiated the International Reference Ionosphere (IRI) project in 1968 it wisely selected K. Rawer as its first Chairperson. With a solid footing and good contacts in both the ground-based and space-based ionospheric communities he was ideally suited to pull together colleagues and data from both communities to help build the first version of the IRI. He assembled a team of 20+ international ionospheric experts in the IRI Working Group and chaired and directed the group from 1968 to 1984. The working group has now grown to 63 members and the IRI model has undergone many revisions as new data became available and new modeling techniques were applied. This paper was presented during a special session of the Kleinheubach Tagung 2013 in honor of K. Rawer's 100th birthday. It will review the current status of the IRI model and project and the international recognition it has achieved. It is quite fitting that this year we not only celebrate K. Rawer's 100th birthday but also the exciting news that his favorite science endeavor, IRI, has been internationally recognized as an ISO (International Standardization Organization) standard. Global navigation satellite system (GNSS) can provide dual-frequency observation data, which can be used to effectively calculate total electron content (TEC). Numerical studies have utilized GNSS-derived TEC to evaluate the accuracy of ionospheric empirical models, such as the International Reference Ionosphere model (IRI) and the NeQuick model. However, most studies have evaluated vertical TEC rather than slant TEC (STEC), which resulted in the introduction of projection error. Furthermore, since there are few GNSS observation stations available in the Antarctic region and most are concentrated in the Antarctic continent edge, it is difficult to evaluate modeling accuracy within the entire Antarctic range. Considering these problems, in this study, GNSS STEC was calculated using dual-frequency observation data from stations that almost covered the Antarctic continent. By comparison with GNSS STEC, the accuracy of IRI-2016 and NeQuick2 at different latitudes and different solar radiation was evaluated during 2016–2017. The numerical results showed the following. (1) Both IRI-2016 and NeQuick2 underestimated the STEC. Since IRI-2016 utilizes new models to represent the F2-peak height (hmF2) directly, the IRI-2016 STEC is closer to GNSS STEC than NeQuick2. This conclusion was also confirmed by the Constellation Observing System for Meteorology Ionosphere and Climate (COSMIC) occultation data. (2) The differences in STEC of the two models are both normally distributed, and the NeQuick2 STEC is systematically biased as solar radiation increases. (3) The root mean square error (RMSE) of the IRI-2016 STEC is smaller than that of the NeQuick2 model, and the RMSE of the two modeling STEC increases with solar radiation intensity. Since IRI-2016 relies on new hmF2 models, it is more stable than NeQuick2.

The development of international cooperation in the field of culture is extremely important, since it ensures wide and in-depth interaction between states and peoples, makes a real opportunity for dialogue, unites the cultures of the peoples of the world. Two fraternal countries have actively taken root in international cultural exchange; Azerbaijan and Tatarstan. Azerbaijan is a multicultural country that is home to many peoples and ethnic minorities. Representatives of the peoples inhabiting this region are full citizens of the Republic of Azerbaijan, including the Tatars. The radical transformations that befell these countries at the end of the twentieth century influenced future events and their development. The Azerbaijani and Tatar peoples, whose relations have a long history, are linked by a common origin, similarity of language, culture and traditions. The relationship between the two peoples has strengthened even more during the years of independence. This essay focuses on Ch'oe Chaesŏ, a leading Korean intellectual, active translator of English literary criticism, and editor in chief of Kokumin Bungaku (National Literature), a prominent Japanese-language journal published in colonial Korea. Ch'oe asserted that the unfolding of history in the twentieth century demanded a paradigmatic transition from liberalism to state-centered nationalism in culture. He also privileged everyday life as allowing people to live as members of communities that ultimately are integrated into the state. By positioning Koreans firmly as subjects of the Japanese state, his argument implied that the colonized should be treated on a par with the colonizers. Further, Ch'oe advocated Koreans' cultural autonomy as an ethnic group within the Japanese empire. Tracing Ch'oe's early life and examining his critical essays on nation, culture, and state, the author discusses how his endeavors to establish an autonomous space for Korean culture simultaneously legitimized Japanese colonial control.

Abstract Radiocommunications in the HF band depend on the ionospheric parameters of radiowaves reflexion, though the quality of a radio link depends on: the time of day; season; solar cycle; geographical position. Taking into account the ionosphere characteristics over Romania, a forecasting is made over four cities in our country in order to provide the values of the critical frequency foF2 of the F2 ionospheric layer over a 24 hours cycle. A comparative analysis of this parameter is applied by using the International Reference Ionosphere model and interpolated experimental data collected from the European Ionosonde Service. Results show that the f0F2 values are slightly underestimated in all four locations in the model versus measurements, sustaining the necessity of own measurements in order to prepare quality data links in Romania if HF band is to be used for emergency data communications.
