The purpose of the study is to analyze the trends in the unauthorized transactions quantity and volume for the funds transfer by individuals through payment cards. The information base is the official data of the Central Bank of Russia for 2014-2019. To analyze trends and evaluate changes in the quantity and volume of transactions made without the consent of financial organizations clients, trend equations are constructed that are characterized by sufficient reliability.

The purpose of the article is to assess the state of the Russian payment market and the impact on it of two main factors - the COVID-19 pandemic and the development of the digital economy. Objectives of the article: 1) highlight the stages of development of the modern payment market in Russia; 2) identify the dynamics of the payment market of the Russian Federation (infrastructure for the provision of payment and other financial services, the number of non-cash payments, the use of cash); 3) to establish the impact of the COVID-19 pandemic and the development of the digital economy on the state of the Russian payment market. As a result of solving the tasks, the following was established. There are three stages to assess the Russian payment market. Analysis of data on the infrastructure for the provision of payment and other financial services showed that since 2010 there has been an annual decrease in the number of banks. The structure of non-cash payments is changing: the number and amount of transactions using payment cards are growing, the number and volume of money transfers are decreasing, and cash is being phased out. The impact of the COVID-19 pandemic and digitalization on the state of the Russian payment market reflects trends that are being strengthened by the pandemic and are shaping a sustainable trend.

The paper is devoted to the analysis of currency services of the leading banks of Ukraine for seafarers. The authors analyzed currency transfers of various banks in Ukraine, banks that provide services to seafarers, banks that cooperate with crewing companies. Terms of currency transfers from and to Ukraine and abroad, conditions of receiving foreign currency funds in accordance with the legislation of Ukraine. Conditions for opening dollar and euro accounts in Ukrainian banks, opening card accounts, restrictions on withdrawing currency from Ukrainian accounts. Bank power of attorney is free of charge. Ability to withdraw cash abroad without commission. Convenient currency exchange, online payments in the Internet banking. Savings account with higher interest rates. They showed statistics on the volume of money transfers, the benefits of tariff packages for seafarers, the possible consequences for the client in the case of using payment cards. New banking accounts management philosophy that is developed for different needs of different clients: account with increased interest rate for the funds’ remaining balance, pension account for people receiving pension or social allowances, account for sailors as well as current and salary accounts. Features of lending to seafarers in Ukraine. Possible consequences for the client in the case of using consumer loans. Each seafarer prepares a package of documents before departure and provides it through the crewing of his employer. One of the most important, first of all, for the sailor is a scan of bank account details. How and in which bank to open a dollar or euro account for a Ukrainian sailor, so that there is less commission and account conditions. We took four banks, the services of which are most often used by sailors.

Purpose : development of scientifically grounded recommendations for effective interaction between agricultural corporations and small businesses. The information base of this work is based on the official data of Krasnodarstat, as well as on information from periodicals on the subject under study, official Internet sites. Results: the authors made an attempt to develop recommendations for effective interaction between agricultural corporations and small businesses. The future of Russian entrepreneurship and the development of small businesses is directly determined by the possibilities of forming corporate ties between small and large enterprises. The overwhelming majority of small businesses are in the sphere of interests of large business. A scientific hypothesis on the assumption that there is a close interaction between small businesses and agricultural corporations. Practical significance : the main provisions and conclusions can be used in the development and implementation of recommendations for improving the economic interactions of agricultural corporations of small businesses in the agro-industrial complex, in the agro- industrial complex, in developing a sound strategy for the agro-industrial complex of the Krasnodar region, while increasing the competitiveness of the national economy in the agro-industrial complex.

The Central Bank of Liberia (CBL), according to its mandate under the Act of 1999 and its authority, in line with Section 55 and 39, on November 15, 2016, issue a regulation (No. CBL/RSD/004/2016) on payment of Inbound money transfers, which was ordered by former President of the Republic of Liberia, Madam Ellen Johnson Sirleaf, and the Minister of Foreign Affairs. The objective of this regulation was to support the effective management of the foreign exchange market. The regulation applies to all licensed financial institutions involved in money transfer services, such as Western Union and MoneyGram. The regulation did not apply to inbound money transfers that are made using recipient accounts at commercial banks. Conclusion: The theoretical framework presented in this research suggests that commercial banks, be precise, the Liberia Bank for Development and Investment (LBDI), are more likely to suffer a decrease in commission on inbound money transfers throughout the three years (3) of restrictions.

The subject of the research is the processes of combating corruption in the penitentiary system of Russia. The purpose of the research is to analyze the legal prerequisites for the emergence of corruption manifestations in the penitentiary system and search for promising areas of legislation improvement in this area. The work is based on the complex application of a number of general and special research methods (structural and functional analysis, comparative-legal, formal-logical, system-structural methods). Domestic and foreign regulations, official data of the Federal Penitentiary Service of Russia, the results of the Russian and foreign scholars’ research serve the information base of the research. The main result of the research is in substantiation of the essential conclusions about the need for a clearer definition of the penitentiary system officials’ powers in order to reduce the risks of committing acts with the signs of corruption. The most significant, regarding the risks of corruption manifestations, spheres of penitentiary system employees’ activity are defined. The directions of law enforcement practice improvement in the sphere under the research are substantiated. The materials of the research can be useful for both scientists-penitentiaries, practitioners and for students, undergraduates and graduate students of the relevant areas of training and specialties in the course of mastering special disciplines

In the context of an economic crisis that has affected countries in Southern Europe especially and that has called into question the public pillar of the intergenerational contract, i.e. pensions, literature has shown an increasing interest in analyzing the other intergenerational pillar, which is largely based on family solidarity and which has been insufficiently explored for the Spanish case. Therefore, based on official data provided by the Time Use Survey (TUS) and the Household Budget Survey (HBS), an effort has been made to identify, through multivariate models, the individual factors that determined certain expressions of family solidarity and their participation and intensity of time and money transfers among family members in one of the most critical moments of this crisis in Spain (2009/2010). The results question the idea that the unemployed and the retired have been net recipients during the crisis, revealing that it is insufficient to consider only a single manifestation of solidarity, the financial one, when accounting for the wide range of support and transfers that circulate among family members.

Thearticle argues against the “postnational souveranism”, legitimating state against citizens. A new kind of citizenship is favoured based on extended social rights. The constitution now proposed contrarily makes the European Central Bank and its neoliberal policy to central and nearly unchangeable institution.

A project for the long-term strategy of Russian break-through into post-industrial society is suggested which is directed at transformation of the hi-tech complex into the leading factor of economic development. The thesis is substantiated that there is an opportunity to realize such a strategy in case Russia shifts towards the mechanism of the monetary base growth generally accepted in developed countries: the Central Bank increases the quantity of "strong" money by means of purchasing state securities and allocates the increment of money in question according to budget priorities. At the same time for the realization of the said strategy it is necessary to partially restore savings lost during the hyperinflation period of 1992-1994 and default of 1998 and to secure development of the bank system as well as an increase of the volume of long-term credits on this base.

The review discusses the institutional theory of money considered in the books by King and Huber, and the conclusions that follow from it for economic policy. In accordance with this theory, at present the most of the money supply is created not by the Central Bank but by private banks. When a bank issues a loan, new money is created, and when the loan is repaid this money is destructed. The concept of sovereign money involves the monopoly of money creation of the central bank. In this case the most of newly created money is handed over to the ministry of finance to implement government spending.
