This article presents a study of Twitter-based communication in order to identify key influencers and to assess the role of their communication in shaping country images. The analysis is based on a 2-month dataset comprised of all tweets including hashtags of the three countries selected for this study: Austria, Switzerland, and the Netherlands. Following a two-step flow model of communication, we initially identified the influential Twitter users in all three countries based on their centrality measures. Subsequently, we carried out a qualitative content analysis of tweets posted by these influential users. Finally, we assessed the similarities and differences across the three country cases. This article offers new insights into public diplomacy 2.0 activities by discussing influence within the context of country images and demonstrating how opinion leaders can play a more dominant role than states or other political actors in creating and disseminating content related to country image. The findings also provide practical insights in the production of a country’s image and its representation on new media platforms.

Perceptions of attractiveness and trustworthiness impact the prosperity and influence of countries. A country's soft power is not guaranteed. Countries have their brands, an image shaped by the behaviour of governments, by what they do and say, whom they associate with, and how they conduct themselves on the global stage. Increasingly, digital diplomacy plays a crucial role in the creation and application of soft power. This paper argues that digital diplomacy is increasingly vital in the articulation of soft power. Digital diplomacy is a new way of conducting public diplomacy, offering new and unparalleled ways of building trust with previously disengaged audiences. Soft power is now the driving force behind reputation and influence on the global stage, where increasingly digital diplomacy plays an essential role.

Summary This article explores the interplay of sport, politics and public diplomacy through a case study of the first ‘Indian’ cricket tour of Great Britain in 1911, an extraordinary venture peopled by an improbable cast of characters. Led by the young Maharaja Bhupindar Singh, the newly enthroned ruler of the princely state of Patiala, the team contained in its ranks cricketers who were drawn from different Indian regions and religious communities. The article examines the politics of this intriguing cricket tour against a wider backdrop of changing Indo-British relations and makes three key points. First, it suggests that the processes of ‘imperial globalization’ that were presided over by the British in the late nineteenth and early twentieth centuries marked an important epoch in the evolving relationship between sport and diplomacy. In particular, it highlights the role of sporting tours as instruments of public diplomacy in the age of empire. Second, it shows how the organization of the 1911 tour reflected the workings of a trans-national ‘imperial class regime’ that had developed around cricket in colonial India from the late nineteenth century onwards. Finally, the article considers the symbolic significance that came to be attached to the tour, both in imperial Britain and in colonial India.

The article discusses the political, economic and cultural cooperation of Pakistan with France in the twenty-first century. Attention is drawn to a peculiar bias towards France in the frequency of political and diplomatic visits by representatives of Pakistan. Due to the fact that France is a traditional donor of the Pakistani economy, attention is drawn to the desire of the parties to increase the role of public diplomacy in the development of trade and economic relations. Meanwhile, France is Pakistan’s long-standing export partner, one of the top ten countries in which Pakistan exports its goods. The importance of developing such areas of cooperation as energy and transport is emphasized. Military-technical cooperation is singled out as a traditional area of cooperation between Pakistan and France. The role of France in the creation and development of the naval forces of Pakistan is indicated. The complicated relations between countries on the issue of nuclear cooperation are shown. The article also discusses security issues, namely, current bilateral documents, joint efforts to combat terrorism, and there gime of non-proliferation of nuclear weapons are presented. Interaction in the field of culture is presented on the example of the work of the three centers of the French public organization Alliance de Frances. Separately, attention is drawn to the interaction of state structures of the two countries regarding the return of relics illegally exported from Pakistan. In conclusion, it is concluded that Pakistan’s orientation towards France is quite justified, since this European state has always been friendly to it, is powerful in its economic potential and resources, and the development of relations with this country does not conflict with the orientation towards the United States.

The article intends to highlight geopolitical aspects in the development of international tourism in Ukraine as a global phenomenon that carries out economic, social and international political action. The paper analyzes international tourist flows in Ukraine, their dynamics and spatial structure during 2000–2017 in particular, in the context of military-political aggression on the part of Russia and intensification of Ukrainian-Russian intergovernmental relations. It has been established that the current dynamics of the international tourist flow in Ukraine is characterized by a sharp decrease in the volume of international visitors, a decrease in the rates of development of tourism activity and the reformatting of the spatial structure of the inbound and outbound tourist flow. The question arises as to the expediency of tourism development during the military-political confrontation. The experience of holding Eurovision–2017 in Ukraine, which took place against the backdrop of the anti-terrorist operation, is highlighted. The conclusion is drawn about the constructive role of tourism as a factor of «soft power» that can influence the informing of the world about the «Ukrainian issue». In this sense, international tourist flows acted as channels of public diplomacy, reflecting the true situation in Ukraine, which is fundamentally different from the Russian mass media. Attention is drawn to the intensification of domestic tourism in Ukraine, taking place against the backdrop of deteriorating key indicators of economic and social development. It is argued that the growth of the weight of domestic tourism was also possible due to the growth of patriotic sentiment in Ukrainian society. In a sense, the development of domestic tourism is seen as a continuation of the struggle of the Ukrainian people for their independence and territorial integrity. Consequently, the constructive role of tourism lies not only in the presentation of the country to the world community, but also in the construction of a national identity within the country. In this way domestic tourism favors further development of the Ukrainian political nation. Education exchanges are a key element of public diplomacy for most countries that considered effective in that domain of foreign policy activities. Education exchanges are attributed an important role in the post-war peace settlement between Germany and France and in determining the outcome of the Cold war. Relevant aspects of public diplomacy remain key elements of foreign policy instruments of the US, Germany and many other countries. Russia has been increasingly active in public diplomacy in the past decade and the role of education exchanges has been increasing which is also demonstrated by a growing number of expert publications on the subject. However the strategy, the quality of organization and the use of modern technologies remain at a relatively low level which leads to an inefficient use of resources. Priority issues that can be a core of Russia's public diplomacy (and foreign policy in general). Moreover, systemic work would be required to evaluate efficiency of current and complete projects which would allow determine effectiveness of programs and appropriateness of resources used. Education exchanges need to be targeted at both bringing international students to Russia and assisting Russian students to study internationally and professors to teach abroad. Finally, international best practices show that there is a need to maintain connections with international exchanges alumni and assist them to maintain connections with each other including with the use of modern technologies.

Summary This study examines the confluence of sport and soft power within public diplomacy. It analyses professional baseball player Ichiro Suzuki’s role in the United States as a sporting ambassador from Japan — potentially catalysing goodwill, cultural interest, perceptions of national personality traits and even views of policy issues such as international trade and country relations. In doing so, this research draws from non-state public diplomacy, which considers the transnational impacts of non-traditional communication vehicles such as cultural and sporting exchanges. It measures US public sentiment towards Japan through quantitative analysis of survey responses collected by Pew Research Center in conjunction with the Sasakawa Peace Foundation. The success of Japan’s cultural and sporting exports highlights their potential and realised role in binding national ties. Furthermore, Tokyo’s hosting of the Summer Olympiad emphasises the role of sport not only as a vehicle for competition and entertainment but also its utility in global engagement.
