La gestión de riesgos apareció a mediados del siglo XX dentro de las empresas privadas. No obstante, la relación de la gestión del riesgo con la gestión documental es relativamente reciente y la mayoría del conocimiento se concentra en las normativas internacionales. El objetivo de este trabajo es aplicar la metodología de gestión de riesgos asociados con la gestión de documentos en el proceso de implantación de la Administración Electrónica en el Gobierno de Aragón. Se concluye con la necesidad de integrar las materias de gestión de riesgos y de gestión documental en el proceso de implantación de la administración electrónica. Risk management appeared in the mid-20th century within private companies. Nevertheless, the relationship between risk management and records management is relatively recent and most of the knowledge is concentrated in international regulations. The aim of this study is to apply risk management methodology to records management in the process of implementation of electronic Administration in the Government of Aragon. It is concluded the need to integrate the subjects of risk management and document management in the process of implementation of electronic administration.

This study examines the relationship between firm ownership and corporate performance in Saudi Arabia, using a sample of Listed Private Companies (LPCs) and Listed Government Related Companies (LGRCs). The study compares the operating and market performance of the LPCs and LGRCs during the period 2000-2003 and found that, in general, LGRCs outperform or match the performance of LPCs. More specifically, the study finds that LGRCs tend to mostly outperform LPCs in terms of profitability, as measured by Return on equity (ROE) and Net Profit Margin (NPM), operating efficiently, as measured in terms of Return on assets (ROA), and match them in their stock market risk adjusted performance. The study concludes that these results may have implications for the issue of privatization programs which the government has recently started.

This chapter studies the relationship between consumer fairness, political preferences, and policy uptake. Americans who support Donald Trump are especially likely to believe the government should be judged by the standards of private companies. New experimental evidence documents that, when politicians of both parties use consumer rhetoric, co-partisans of those leaders subsequently come to view politics in strikingly consumerist terms. In another experiment, results show that voters with low levels of political knowledge look most positively upon a hypothetical political candidate who promises cost-benefit alignability, compared to a candidate who promises more benefits than costs. The chapter then describes a field experiment administered in cooperation with a health insurance cooperative funded under the Affordable Care Act (ACA). A message that framed the cooperative as meeting the standards of cost-benefit alignability caused people to enroll in the cooperative.

Abstract This paper examines the relationship between political events and information control on WeChat through a longitudinal analysis of keyword censorship related to China's 19th National Communist Party Congress (NCPC19). We use a novel method to track censorship on WeChat before, during and after the NCPC19 to probe the following questions. Does censorship change after an event is over? What roles do the government and private companies play in information control in China? Our findings show that the system of information control in China can trigger blunt reactions to political events. In addition to critical content around the Congress and leaders, WeChat also censored neutral and potentially positive references to government policies and ideological concepts. The decision making behind this censorship is a product of the interaction between the government, which influences actions through directives, and the companies, which ultimately implement controls on their platforms. While this system is effective in compelling companies to implement censorship, the intermingling of the state and private companies can lead to outcomes that may not align with government strategies. We call for a deeper understanding of the role of private companies in censorship and a more nuanced assessment of the government's capacity to control social media.

The objective of this paper was to conduct literature review on how credit risk management impacts efficiency and to identify the knowledge gaps in the relationship between the two variables. This study will help the government in policy direction as far as growing the financial sector as a precursor to credit risk management and its contribution to growth in terms of improved savings, improved per capita income, improved credit to private sector and increased employment levels both directly and indirectly. From the empirical studies reviewed, credit risk management was found to influence financial performance but there is no concrete evidence on the relation that credit risk management has with efficiency of SACCOs. The previous studies have mostly focused on financial performance instead of efficiency and they also differ on the direction of the relationship between the two variables. The difference in findings among the scholars might arise from methodological differences and operationalization of the study variables. Contextual differences might also explain the inconsistent findings as most of the studies have focused on commercial banks and in different economies. Future studies should investigate underlying variables that can explain the relationship between credit risk management and efficiency of SACCOs. Background: This paper reported empirical research findings of an MPhil in Information Sciences (Records and Archives Management) study conducted at Moi University in Eldoret, Kenya between September 2007 and July 2009.Objectives: The aim of the study was to investigate records management and risk management at Kenya Commercial Bank (KCB) Ltd, in the Nairobi area and propose recommendations to enhance the functions of records and risk management at KCB. The specific objectives of the study were to, (1) establish the nature and type of risks to which KCB is exposed, (2) conduct business process analysis and identify the records generated by KCB, (3) establish the extent to which records management is emphasised within KCB as a tool to managing risk, (4) identify which vital records of KCB need protection because of their nature and value to the bank and (5) make recommendations to enhance current records management practices to support the function of risk management in KCB.Method: The study was qualitative. Data were collected through face-to-face interviews. The theoretical framework of the study involved triangulation of the records continuum model by Frank Upward (1980) and the integrated risk management model by the Government of Canada (2000).Results: The key findings of the study were, (1) KCB is exposed to a wide range of risks by virtue of its business, (2) KCB generates a lot of records in the course of its business activities and (3) there are inadequate records management practices and systems, the lack of which undermines the risk management function.Conclusion: The findings of this study have revealed the need to strengthen records management as a critical success factor in risk mitigation within KCB and, by extension, the Kenyan banking industry. A records management model was proposed to guide the management of records within an enterprise-wide risk management framework in the bank.

<p><em>This study aims to see how disclosure of Enterprise Risk Management (ERM) to SOEs in Indonesia influences the quality of financial statements. In addition, to see the size of the company as a moderator in strengthening the relationship of ERM disclosure to the quality of financial statements. Through this type of associative research, this study uses a sample population of all SOEs in Indonesia with a 2015-2017 observation period. Based on the regression analysis using eviews, it was found that the ERM disclosure on SOEs had a negative effect on the quality of financial statements because the composition of the largest shares in SOEs was the government itself so there were many interests and also government intervention in it. In addition, company size in research strengthens the relationship of ERM disclosure to the quality of financial reports. This is because large companies tend to disclose ERM in order to gain the trust of stakeholders.</em></p><p><strong>Key Words : <em>Enterprise Risk Management, Quality of Financial Statements, SOEs</em></strong></p>

Abstract The negotiation as a conversation process between two or more parties to settle a dispute or to reach an agreement is an efficient method and it requires attention not only from the private sector, but also from the public one. Negotiation is evaluated in two aspects, from the success achieved and the relationship created. The result that the negotiated agreement reaches is more convenient compared to that achieved through unilateral administrative acts. Establishing relationships with local and national government is a necessity for the private sector. This means that the negotiating agreements with various state authorities should be part of their daily tasks. This paper explores some features of the negotiation process, in which public administration is a party and also gives some recommendations on the real possibilities that government agencies can provide to private companies as a way for surviving and being successful in these dynamic and complex market. We mainly focused on agreements between representatives of the tax authorities and the debtor taxpayers, and at the Albanian legislation on public procurement, which provides the possibility of negotiation between the contracting authority and the bidder. From the analysis of the negotiated cases of the customs administration we notice a level of scepticism in the government agencies while negotiating with debtor entities, which is evidenced by the small number of signed agreements. However the effect of these agreements is evident because the paid value is about 50% of the total negotiation value. Arrangements based on installments, remission of penalties or interest, the possibility to compromise and defer the duties payment are some of the recommended programs that may be part of the tax administration′ offer to debtor entities.

The paper deals with one of the characteristic trends of the 2000s, that is, the government's property expansion. It is accompanied by attempts to consolidate economic structures controlled by the state and state-owned stock packages and unitary enterprises under the aegis of holdings. Besides the government practices selective severe enforcement actions against a number of the largest private companies, strengthens its control over companies with mixed capital and establishes certain informal procedures of relationships between private business and the state. The author examines the YUKOS case and the business community's actual capacity to protect its interests. One can argue that in all likelihood the trend to the 'state capitalism' in its specific Russian variant has become clearer over 2003-2004.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.
