‘Labour Market Participation and Conditions of Employment: A Comparison of Minority Ethnic Groups and Refugees in Britain’

This paper draws on data from the Labour Force Survey (LFS) and from a survey of 400 refugees in Britain in order to present an up to data comparison of the labour market experiences of minority ethnic groups and refugees. It will show that refugees experience lower rates of employment than their ethnic minority counterparts and that those refugees in employment are more likely to be in temporary and part-time work with poorer terms and conditions of employment and with lower wages. The reasons why refugees experience greater disadvantage in the labour market than others include structural barriers due to policies such as dispersal that can leave refugees isolated from social and community networks that provide information and advice and informal routes into employment but also leave refugees in areas with higher levels of unemployment. Migration patterns are also influential with refugees for the most part arriving more recently in Britain than people from minority ethnic groups. Refugees are also increasingly reliant on agents and smugglers to plan their route and destination and so asylum seekers can find themselves in countries where they have no social networks. Social networks and community organisations play an important role in the early stages of settlement. Finally, the circumstances of exile, attitudes to the country of origin and the insecurity of having temporary status in Britain all prevent economic activity.

The article reflects the results of a statistical analysis of signifcant changes in the Russian labour market in 2020 amidst the spread of coronavirus infection. The study presents the results of a labour force survey organized for the frst time in Russia (following the ILO recommendations) through telephone interviews of respondents based on a representative sample.The author analyzed the transformation of the Russian labour market in both the Russian Federation as a whole and regions using different group forming criteria, in particular, types of economic activity, sectors of the economy, various socio-demographic characteristics of the population (gender, age, place of residence, etc.). The paper outlines the dynamics and structure of employment (including part-time work) and unemployment, as well as the results of a comparative analysis of the unemployment rate in Russia and a number of foreign countries. Other indicators of labour underutilization, including the potential labour force, are considered.To conduct a comprehensive analysis of the effects of the pandemic on the Russian labour market transformation indicators of dynamics of employees' wages are considered along with indicators of employment. At the same time, special attention is given to the analysis of the situation of personnel remuneration during the most severe period of the viral pandemic – in April 2020

In this article, we analyse the reasons for low female labour force participation (FLFP) across approximately 14,000 households in the Indian urban clusters of Dhanbad, Indore, Patna and Varanasi. We argue that expectations placed upon women to carry out household duties generate incentives for them to largely seek part-time work near their homes, due to what we term as flexibility and proximity of work. While this characterises most agricultural employment, this is not true of urban employment. Using this framework, we argue that requirements to travel large distances for most jobs put prohibitive costs on women entering the labour market. To empirically test our claims, we conduct a survey experiment on the female respondents who are currently unemployed in our sample to elicit labour market preferences. Our results are striking—women are 12 to 23 percentage points less likely to express a preference for a suitable job if they have to travel one hour to work. The magnitude of these effects is far greater than the impact of the primary wage earner of the household losing their job or other family members assisting the woman in household duties. We conclude the article by discussing the implications for policy.

Minority ethnic groups have been disproportionately affected by the COVID-19 pandemic. While the exact reasons for this remain unclear, they are likely due to a complex interplay of factors rather than a single cause. Reducing these inequalities requires a greater understanding of the causes. Research to date, however, has been hampered by a lack of theoretical understanding of the meaning of ‘ethnicity’ (or race) and the potential pathways leading to inequalities. In particular, quantitative analyses have often adjusted away the pathways through which inequalities actually arise (ie, mediators for the effect of interest), leading to the effects of social processes, and particularly structural racism, becoming hidden. In this paper, we describe a framework for understanding the pathways that have generated ethnic (and racial) inequalities in COVID-19. We suggest that differences in health outcomes due to the pandemic could arise through six pathways: (1) differential exposure to the virus; (2) differential vulnerability to infection/disease; (3) differential health consequences of the disease; (4) differential social consequences of the disease; (5) differential effectiveness of pandemic control measures and (6) differential adverse consequences of control measures. Current research provides only a partial understanding of some of these pathways. Future research and action will require a clearer understanding of the multiple dimensions of ethnicity and an appreciation of the complex interplay of social and biological pathways through which ethnic inequalities arise. Our framework highlights the gaps in the current evidence and pathways that need further investigation in research that aims to address these inequalities.
