Financing the Market-Based Redistribution of Land to Disadvantaged Farmers and Farm Workers in South Africa: Recent Performance of the Land Reform Credit Facility

This paper compares the results of public and private land redistribution in the province of KwaZulu-Natal, South Africa. It identifies problems that constrain access to the land market, and describes recent efforts to address the liquidity problem associated with mortgage finance. The Land Reform Credit Facility (LRCF) was launched by government in May 1999 to help alleviate cash flow problems on farms purchased by disadvantaged buyers and financed with mortgage loans from commercial banks. The LRCF does not offer subsidies. Rather it offers loans with deferred or graduated repayment schedules to reputable banks and venture capital investors who finance, on similar terms, equity-share projects and land purchased by aspiring farmers. The paper outlines the LRCF experience and considers reasons for its promising start. The loan target of R15 million (US$2.15 million) set for the first year was reached after only eight months.

South Africa is faced with a huge challenge of addressing the high burden of tuberculosis-human immune virus (TBHIV) co-infection, and this challenge is more pronounced in the province of KwaZulu-Natal which has one of the highest burdens of TB-HIV co-infection in the world. The study explored the experiences of doctors and nurses with regard to the management of tuberculosis and HIV coinfection in a TB-HIV high burden community in northern KwaZulu-Natal, South Africa. The particular focus was to provide insight and to inform policy and programme development for effective management of TB-HIV co-infection in the TB-HIV high burden community of northern KwaZulu- Natal. An interpretivist exploratory qualitative approach was employed through individual semi-structured interviews of 16 participants comprising eight doctors and eight nurses, with a total interview time of 8.95 hours. Purposive sampling was used to select the doctors and nurses from the public and private sector of the TB-HIV high burden community of northern KwaZulu- Natal. Thematic analysis was used to analyse the data. Five key themes emerged from this study and these themes were discussed together with the sub-themes based on the various participant responses. The five key themes were practical experience about the management of TB-HIV co-infection; access to information and training on the management of TB-HIV co-infection; challenges and concerns about the management of TB-HIV co-infection; perception about local beliefs; and knowledge of policies and guidelines. Overall, this study highlights barriers that hamper the effective management of TB-HIV co-infection in northern KwaZulu-Natal. Recommendations of this study point towards an urgent need to scale up the management of TB-HIV co-infection through effective policies, improved capacity and infrastructure, stronger partnerships of all stakeholders, and further research.

Abstract Land claims and contests have been central to the construction of political authority across the African continent. South Africa’s post-apartheid land reform program aims to address historical dispossessions, but the program has experienced numerous obstacles and limits—in terms of pace, communal land access, productivity, and rural class divides. Drawing on archival and newspaper sources, Kelly traces how the descendant of a colonially-appointed, landless chief manipulated a claim into a landed chieftaincy and how both the chief and the competing claimants have deployed histories of landlessness and firstcomer accounts in a manner distinct to the KwaZulu-Natal region as part of the land restitution process.

Providing appropriate post-settlement support to farmers is crucial for sustainable development of smallholder agriculture in South Africa. In unravelling this, the South Africa’s Recapitalization and Development Programme (RADP) was initiated. Hence, this study analysed the impact of RADP on performance of land reform beneficiary farmers in KwaZulu-Natal, South Africa. A multistage sampling procedure was used to select (n = 264) respondents for the study. Accounting for endogeneity issues in RADP assessments and its impact on the performance of land reform farmers, an endogenous switching regression model (ESRM) was employed. In the same vein, a doubly-robust inverse probability weighted regression adjustment was used as credible remedy for potentially biased estimates of ATT and POM of endogenous treatment model. The main findings revealed that tax compliance, secondary organization, legal entity, farm potential income at acquisition, farmers receiving third party assistance and strategic partnership were statistically significant in influencing the participation of farmers in RADP. Mentorship remains an extremely challenging element in post-settlement. However, through the strategic partnership of RADP farmers had likelihood to improve the farm and increase farm income. The results of the suggest that the RADP can contribute to a deep process of change and empowerment of farmers. In the same vein, strategic partnership of RADP is likely to improve the farmers’ performance. Therefore, there is a need to strongly improve mentorship and strategic partnership programme to encourage participation of land reform farmers in the support programmes.

Tenure governance is a complex and multi-dimensional issue that requires cross-sectoral and holistic approaches, gathering the resources, information and expert skills of a variety of actors while exploring innovative, polycentric multi-stakeholder governance arrangements to address collective action challenges. To do this, multi-stakeholder partnerships are formed where public and private partners pool their resources and competencies to address mutual goals more effectively. A coherent theoretical framework to analyze multi-stakeholder partnerships as part of multi-stakeholder governance is presented based on internal conditions and the external environment. The paper expands existing frameworks to analyze multi-stakeholder partnerships through introducing a new element the deliberative capacity, a decisive success factor for the effectiveness of multi-stakeholder partnerships for multi-stakeholder transformative governance at the national level. Moreover, the practical applicability of this expanded framework is illustrated in a real case example in South Africa. This country-driven, inclusive multi-stakeholder partnership process, which integrates a variety of actors in collective decision-making on the land reform process as part of a multi-stakeholder governance process, is used as an illustration of the above framework. Such a partnership linked to multi-stakeholder governance is the key instrument to attain agreement and recognition for the dedicated implementation and monitoring of the ‘Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security’ (VGGT). The investment made by the different stakeholders in this organically constituted partnership may add to a greater transformative potential in the VGGT implementation and monitoring process, and the probability that the situation on the ground will change sustainably given the explicit linkage to national governance arrangements.

Abstract Objectives To map published data of antimicrobial stewardship (AMS) interventions that are currently being carried out in hospitals and clinics in the public and private health sectors of South Africa in line with the antimicrobial resistance (AMR) strategy of South Africa. Methods A systematic scoping review was conducted to identify AMS initiatives in the public and private health sectors of South Africa for the period 1 January 2000 to 31 March 2019. An electronic search of databases was made including PubMed, Scopus, a key medical journal (South African Medical Journal), University of KwaZulu-Natal (UKZN) WorldCat iCatalogue and AMR networks: Federation of Infectious Diseases Societies in South Africa (FIDSSA). Reference lists of published articles were also reviewed for inclusion. Keywords included ‘antimicrobial antibiotic stewardship South Africa’. Findings Of a total of 411 articles, using a stepwise screening process, 18 articles were selected for inclusion in the review. The interventions/initiatives were divided into four broad categories: (i) AMS intervention: prescription audits and usage; (ii) AMS intervention: education and its impact; (iii) other AMS interventions; and (iv) the role of different healthcare professionals in AMS. Conclusions The data identifies a need for and the value of AMS in both the public and private health sectors of South Africa. Initiatives are carried out across both sectors but more attention needs to be focused on AMS implementation in line with the National AMR Strategy of South Africa. Collaboration between the different sectors will aid in overcoming the AMR challenge.
