Responsibility and the Big Society

This paper focuses on the interplay between Conservative thought as evinced by the current Conservative Party leadership and the idea of responsibility, which is a central concern in the Big Society programme. I show that responsibility holds different meanings based on attitudes to work and the welfare state and that the differentiation in meaning map onto a working class/middle class distinction. I then argue that the ‘good society’ as it emerges from the Big Society idea would be a more stratified one that accepts large degrees of inequality. Leaving the conceptual plane, I then provide support for my argument with findings from qualitative research into the lifeworld of young Conservatives.

This chapter examines Thatcherite rhetoric about class and individualism. Thatcher needed to distance herself from her own, narrow, upper-middle-class image; she also wanted to rid politics of class language, and thought that class was—or should be—irrelevant in 1980s Britain because of ‘embourgeoisement’. For Thatcher, ‘bourgeois’ was defined by particular values (thrift, hard work, self-reliance) and she wanted to use the free market to incentivize more of the population to display these values, which she thought would lead to a moral and also a prosperous society. Thatcherite individualism rested on the assumption that people were rational, self-interested, but also embedded in families and communities. The chapter reflects on what these conclusions tell us about ‘Thatcherism’ as a political ideology, and how these beliefs influenced Thatcherite policy on the welfare state, monetarism, and trade unionism. Finally, it examines Major’s rhetoric of the ‘classless society’ in the 1990s.

This article aims to contribute to the literature on power dynamics and researchers’ positionality in qualitative research, by shedding light on the experiences of a minority ethnic researcher with a working-class background. Drawing on Bourdieusian concepts, it discusses how middle-class children confronted the researcher with language stigma and how they, while drawing boundaries vis-à-vis those who ‘lack’ cultural capital, (unintentionally) drew boundaries against the researcher herself. In turn, it illustrates how during interviews with working-class children, manners had to be adopted with which the researcher is no longer familiar. This article calls on ethics committees to more strongly consider how researchers might become ‘vulnerable’ themselves during fieldwork and to acknowledge intersectional experiences that potentially cause power dynamics to shift, even in research involving groups that are socially believed to have little power, such as children.

We draw on ‘new’ class analysis to argue that mockery frames many cultural representations of class and move to consider how it operates within the processes of class distinction. Influenced by theories of disparagement humour, we explore how mockery creates spaces of enunciation, which serve, when inhabited by the middle class, particular articulations of distinction from the white, working class. From there we argue that these spaces, often presented as those of humour and fun, simultaneously generate for the middle class a certain distancing from those articulations. The plays of articulation and distancing, we suggest, allow a more palatable, morally sensitive form of distinction-work for the middle-class subject than can be offered by blunt expressions of disgust currently argued by some ‘new’ class theorising. We will claim that mockery offers a certain strategic orientation to class and to distinction work before finishing with a detailed reading of two Neds comic strips to illustrate what aspects of perceived white, working class lives are deemed appropriate for these functions of mockery. The Neds, are the latest comic-strip family launched by the publishers of children's comics The Beano and The Dandy, D C Thomson and Co Ltd.

If a question can be mal posée, surely an interpretation can be mal étendue. This has been the fate of the social interpretation of the welfare state. The cousin of social theories of bourgeois revolution, the social interpretation of the welfare state is part of a broader conception of the course of modern European history that until recently has laid claim to the status of a standard. The social interpretation sees the welfare states of certain countries as a victory for the working class and confirmation of the ability of its political representatives on the Left to use universalist, egalitarian, solidaristic measures of social policy on behalf of the least advantaged. Because the poor and the working class were groups that overlapped during the initial development of the welfare state, social policy was linked with the worker's needs. Faced with the ever-present probability of immiseration, the proletariat championed the cause of all needy and developed more pronounced sentiments of solidarity than other classes. Where it achieved sufficient power, the privileged classes were forced to consent to measures that apportioned the cost of risks among all, helping those buffeted by fate and social injustice at the expense of those docked in safe berths.

A complex relationship existed between working-class formation and the development of the welfare state in Imperial Germany between 1871 and 1914. In the 1880s, the Social Democratic party voted against the three major national social insurance law's, and many workers seemed to spurn the incipient welfare state. But by 1914, socialists were active in social policy-making and workers were participating in the operations of the welfare state. Tens of thousands of workers and social democrats held positions in the social insurance funds and offices, the labor courts and labor exchanges, and other institutions of the official welfare state. Hundreds of workers had even become “friendly visitors” in the traditional middle-class domain of municipal poor relief. This shift is interesting not only from the standpoint of working-class orientations; it also challenges the received image of the German working class as excluded from the state —an interpretation based on an overly narrow focus on national parliamentary politics.

Housewife or Physical Education Teacher? Or Both? Female Physical Education Teachers and the Welfare State, 1932–1952The purpose of the article is to analyse the occupational careers and lifestyles of 32 female physical education teachers during the period 1932–1973. The results show that women could work both as physiotherapists and as physical education teachers. Many chose the former, which in Central Institute of Gymnastics’ (Gymnastiska centralinstitutet, GCI) own historical writing has been reduced in favor of the physical education teachers. The women came from the middle or upper middle class of society. They were around 20 years old when they started the two-year education at GCI, which attracted students from all over the country. They could combine marriage and children with work, even though it meant duplication and difficulty in bringing together the so-called “life puzzle.” Unlike many other women at this time, the physical education teachers chose the occupational career instead of becoming full time housewives. Their attitude can be explained by the occupational and caring character of the profession, but also with the strong loyalty that existed in the group and the GCI-spirit.
