This paper provides an overview of some of the findings of a recently completed study of school choice in 33 local schools which may be indicative of the effect of an increase in the marketisation of schools. Since it is unlikely that debate over parental choice can be settled by theoretical argument alone and it may also be too early to understand the full implications of the relevant recent governmental reforms in the UK, results from research in other sectors of education can be used in the interim. The research presented here is partly based upon a limited market model of cheap fee-paying schools. This market has been established for a long time, and so some of the benefits or damage caused by markets in education may already be observable in operation.

The purported purpose of school choice policies is to increase students’ access to “good schools.” There is little discussion, however, of where those good schools are located, nor of the ways in which the distribution of good schools mirrors broader patterns of uneven development in the United States. Given that schools are neighborhood assets and that the distance which students travel to get to school affects their success, the locations of schools matter tremendously and are inextricable from questions of social and spatial justice. We introduce and argue for the explicit use of the term “school desert” as a way for scholars to understand and describe the spatial injustice of school closures and for activists to argue the importance of effective local schools. Spatial visualization and rendering of social problems is an invaluable strategy for effecting policy change. As cities move increasingly to a “de-spatialized” geography of schooling where catchment zones are less determinate of where a student attends school, it is important to consider where the desirable schools are and where they are not. A more nuanced visualization of school locations than neighborhood demographics offers a new lens through which to examine the (un)intended effects of school closures on students, communities, and development. Using Pennsylvania as a case study, we use a geographic information system (GIS) to evaluate the broader reverberations of school choice policies and determine who, demographically, has access to high-quality schools. In light of this research, we also propose an innovative analytic and methodology that describes the educational inequity which is caused by spatial relationships between students’ homes and high-quality schooling. Through the concept of a school desert we explore the (un)intended spatial implications of school closures. School deserts occur as a result of school choice policies that justify school closures. Closures and the location of good schools are geographically uneven, tempered by the federal and local policies that ensure income and racial segregation in US housing. Our analysis of Pennsylvania reveals the uneven distribution of access to good schools in the same way that mapping food deserts displays how market forces have failed to evenly distribute quality food. We find that areas with high-quality schools are significantly wealthier and whiter than school deserts, a conclusion which mirrors those concerning other low-quality neighborhood assets. School deserts as a methodology demonstrate that if students do not have geographic access to good schools, then school choice policies do not, in fact, offer choice.

Abstract This paper analyzes the relationship between stock returns and the inflation rates for the UK over a long time period (February 1790–February 2017) and at different frequencies, by employing a wavelet analysis. We also compare the results for the UK economy with those for the US and two developing countries (India and South Africa). Overall, our results tend to suggest that, while the relationship between stock returns and inflation rates varies across frequencies and time periods, there is no evidence of stock returns acting as an inflation hedge, irrespective of whether we look at the two developed or the two developing markets in our sample.

The volume of the capital stock is defined as the original cost at constant prices of all tangible capital that has not been scrapped. Due to the poor data available for the UK my calculations and testing have had to be limited to the US. The volume of labour is defined as civilian employment. Quality improvements for both labour and capital are defined as being part of TFP. TFP is under conditions of full employment and must therefore be measured over long time periods. All growth comes from TFP, changes in labour and NTVs. The change in the volume of capital less the change in the volume of labour equals the change in NTVs and the balance is that from changes in technology (TFP). NTV is exogenous in aggregate. The value of the capital stock, but not its volume, is mean-reverting.

The recession of 2008–9 inflicted a larger cumulative loss of UK output than any of the other postwar recessions. Nevertheless, employment rates remained higher than might have been expected given the experience of previous recessions. The main reasons for this appear to be a combination of high firm profitability levels going into the recession, supportive monetary and fiscal policies during the recession, reductions in real producer wages and relatively buoyant real consumer wages. Unemployment had reached its lowest levels for 30 years going in to the latest recession and has also remained relatively subdued through the downturn, certainly compared to previous recessions. A combination of lower inflow rates into unemployment, allied with a relatively higher outflow rate into employment underlie this. As government support for the economy is scaled back, it may be however that it will take a long time for employment to return to levels last seen before the recession.

Despite widespread recognition that housing is a serious social concern, policy responses have tended to be inadequate. After a brief review of the magnitude of the problem, this paper focuses on recent experience in the UK where, during a period of political volatility, housing has been the subject of significant government interventions, which in turn have provoked noteworthy reactions. However, the paper argues that all current mainstream housing policy proposals are limited by their adherence to the failed market model. Instead, a more radical agenda is proposed which draws on the UK’s successful record of public housing. The paper summarises some of the key Conservative government housing policies since 2016 - including the influence of the Grenfell fire - and discusses the Labour Party’s response. It particularly critiques the policies of London Mayor Sadiq Khan which relegate traditional council housing in favour of more income-targeted provision. A high-profile report by the housing charity Shelter is also considered because of its apparent reluctance to include explicit reference to council housing within its recommendations, at a time when, it is argued, there is renewed interest in non-market housing alternatives.

Purpose – The purpose of this paper is to provide an overview of the changing strike activity in the UK over the last 50 years. Design/methodology/approach – The paper draws on a wide literature on UK strikes and an extensive trawl of newspaper sources. It is divided into four main sections. The first two summarise, in turn, the changing amount and locus of strike activity between 1964 and 2014. The third discusses the changing relationship and balance between official and unofficial strikes. The last covers the role of the courts and legislation on strikes, highlighting some key moments in this turbulent history. Findings – The period 1964-2014 can be divided into three sub-periods: high-strike activity until 1979; a transition period of “coercive pacification” in the 1980s; and unprecedentedly low-strike activity since the early 1990s. Unions were more combative against the legislative changes of the 1980s than they are normally given credit for. Research limitations/implications – Given its broad scope, this paper cannot claim to be comprehensive. Originality/value – This is a rare study of the changing nature of UK strikes over such a long time period.

One of the most contentious policy areas in the United States today is the expansion of school choice. While many dimensions of parental-choice behavior have been analyzed, many of the most enduring questions center on the aspects of schools parents prefer and how these preferences will affect the socioeconomic and racial composition of schools. Using Internet-based methodological tools, we study parental preferences revealed through information search patterns and compare these findings to the standard ones in the literature, which are based largely on telephone interviews. Based on this evidence we suggest that unfettered choice may lead to undesirable outcomes in the distribution of students, and it may also lead to reduced pressure on schools to improve academic performance.

This paper examines the legislative framework developed in New Zealand over the last 15 years to facilitate greater parental choice in education. The discussion is set within the context of changes to admission practices in a number of education systems to advance the privatisation agenda, and outlines the resurgence of interest in the development of voucher-based models of school choice. The New Zealand case study describes the series of regulatory changes that governed admissions and selection from 1989 onwards, with particular focus on selection in situations of school over-subscription.
