Making the future by using the future: A study on influencing privacy protection rules through anticipatory storylines

This article investigates how futures of privacy protection are made in Europe. The public consultation phase of the European Union’s data protection reform is analysed as a case of making the future by using the future, that is, influencing institutional change through anticipatory storylines. A qualitative analysis of consultation responses is conducted, and two discourse coalitions are identified. The industry coalition promotes market liberalisation to allow the digital future to emerge. The civil society coalition, in turn, argues for rescuing privacy with strict rules. The article suggests that plausibility in relation to the discursive and extra-discursive environment is crucial for the success of storylines. The second storyline was relatively successful because it was more plausible in light of the trend of legalism and the predominant future-oriented narrative of privacy in danger. The ‘anticipatory institutionalism’ approach opens novel perspectives concerning actors’ future-oriented projects in relation to historical processes.

This chapter observes that the path of institutional change advocated by market liberals shares important areas of agreement with the reforms advocated by supporters of liberal constitutionalism and Islamic constitutionalism. Each of these groups favors the creation of a more liberal state with effective constraints on its power, a clear and unbiased legal code, and protection of civil and political rights. However, there is no comparable degree of consensus on the value of broadening public participation in politics. This fact suggests that liberalism and democracy have become de-linked in the Egyptian case. Liberalism is likely to progress steadily in the future, while democracy is likely to advance slowly and unevenly. This trajectory may eventually lead to democracy at some point in the future, particularly if liberalism enhances the private sector's independence from the state and leads to a more autonomous and politically active middle class. However, this outcome is not inevitable.

The article seeks to find the reasons why Argentina’s foreign policy is shown to be oscillating, fundamentally thinking about the latest institutional change, and to explore some of the keys aspects of this event. Argentina’s foreign policy has gone through different stages and the last presidential elections have shown potential changes regarding the future of this agenda. The article begins with a brief review of the foreign policy implemented in the government of Mauricio Macri, based on an alignment with the United States, Western Europe and Japan as world powers. The next section presents analytical perspectives for foreign policy agendas. Subsequently, the article presents an analysis of the notable movements of the government of Mauricio Macri in foreign policy.
