Recognizing the impact of international cooperation in science and technology, all higher education institutions prioritize strategic partnerships. If setting up a partnership is important, its management, monitoring and evaluation of cooperation actions, regular communication among partners, and the ability to allow all parties to monitor the functioning of the partnership are more important. For good co-operation management, an information system becomes a mandatory condition. Abdelmaleek Essaadi’s University team has set up an information system for the governance of a university cooperation called SIMACoop, to support cooperation between governments and universities, and to facilitate the process of partnership management. This system also helps in identifying the shared vision and goals of the partnership members and develops documents that define the partnership terms. In addition, SIMACoop has put in place procedures for maintaining and monitoring the partnership evolution [1]. The purpose of this article is to give a general presentation on SIMACoop’s design and development for the governance of university cooperation.

Our study examines the financial literacy of students in higher education studying economics. Literature shows that financial literacy is becoming more valuable, but this increasingly important knowledge is not accompanied by practical results. Therefore, the sense of financial security is also reduced, especially if an unexpected major economic crisis occurs. The reasons for this decline have been investigated. Hungarian and foreign students were interviewed in a two-phase offline questionnaire survey. The first wave of COVID-19 took place between the two surveys to model the economic crisis. The questions assessed students’ theoretical knowledge, financial behaviour, and attitudes towards finance. We also asked how they rated their own financial situation and sense of security. After statistically processing the responses, linear models were set up to identify the factors that played a role in the development of financial security. Our most important result is that the year of the survey influences all dimensions of financial culture, which verifies the role and effect of the crisis caused by the outbreak.

Higher education institutions face major challenges in managing the impact of the COVID-19 pandemic. The risk of exposure from the community poses a threat to campus staff and students. This study describes epidemiological characteristics of suspected COVID-19 cases among a public university’s students and staff. This is a retrospective review on data collected from the institute’s COVID-19 Preparedness and Respond Centre, located at the main campus in Kota Kinabalu, the capital city of Sabah from mid-January to April 2020. Incidence rate was calculated, and epidemiological information retrieved from interviews and relevant documents. The majority of suspected COVID-19 cases were staff (57.1%) with incidence rates higher among males (IR=40.2/1,000 population) and those working in the frontline (IR=39.6/1,000 population). Suspected COVID-19 cases were mostly related to occupation (37.3%) and social contacts (27.3%). Student cases were largely related to household (38.1%) and during travel (33.3%). One positive COVID-19 case was reported of out of the 161 suspected cases (0.6%) in the institution. An operational team must be set up to conduct situational analysis and integrate management with other departments. Suspected COVID-19 cases must be quarantined and monitored on a daily basis. A high index of suspicion and effective containment of suspected cases will prevent spread of the virus among students and staff.

Abstract

Scholarship is financial assistance to support the education process, bidikmisi is one of the scholarship programs provided by the government through the Directorate General of Higher Education (DITJEN DIKTI) Ministry of Research Technology and Higher Education (Ristekdikti) starting in 2010 to students who have adequate academic potential and are less able economy. Bidikmisi data management is handed over to their respective universities with the help of joint funding between universities and RISTEKDIKTI. The registration process for Bidikmisi student selection has been implemented using a management information system at https://bidikmisi.belmawa.ristekdikti.go.id. but the MIS is still focused on the registration process only. Problems arise from the side of managers in universities in monitoring and evaluating the development of the study of Bidikmisi students. Then it is expected that there is an information system that can monitor Bidikmisi student data for bidimisi data management. The monitoring and evaluation information system of Bidikmisi designed by researchers is expected to be a new innovation in bidikmisi student data management. The application of Bidikmisi monitoring and evaluation information system is able to report the development of GPA for each student receiving bidikmisi and shows the results of average load time 4.13s and pagesize average 555KB at 0.31Mbps internet speed and percentage sessions, pages and hits with a value of 100%.

In higher education institutions, web surveys are frequently used for educational, research, and administrative purposes. One of the consequences of this is increasing oversurveying of higher education students, leading to low response rates. This naturally has important implications for the validity of web survey results. Consequently, we set up a methodological experiment at Tilburg University, the Netherlands, whereby the total student population was invited to participate in a web survey in order to investigate which features of contact design can positively influence web survey participation. We particularly focus on subject line content, the communication of deadlines and their timing, as well as the delays between contact moments. The results reveal that students were more likely to respond to a web survey invitation when the subject line is written in the national language in multilingual contexts. Furthermore, although the findings did not indicate an advantage of using a deadline, they also suggested that if a deadline is to be used, a longer deadline might be more beneficial.

Transnational teaching collaborations have many advantages, but also create challenges. Many challenges relate to distances between partner countries. The CAGE (cultural, administrative, geographic, economic) framework helps to assess and classify the impact of various distances. The framework was initially developed for a business context. We test the usability of the CAGE model in a higher education institution (HEI) context by relying on insights from an EU-teaching collaboration project. Within the project, students and lecturers from different HEIs consult real-life firms in going abroad. Teams from the home and the host country of the firms work together in these collaborations. We conclude that the framework is helpful for HEIs. Administrative distances seem to be the most crucial aspect in selecting the right partners for teaching collaborations, whereas geographic and economic distances are manageable. Cultural distances had less of an impact in our setting, but we expect a stronger impact for other projects. The teaching community can learn from the insights of the illustrated collaborations to avoid specific challenges and successfully set up cross-country teaching collaborations.

Statement of the problem. Recent reports from the OSCE, UNESCO, and the International Association of Universities have attempted to comprehend the impact of the Covid-19 pandemic on higher education. A broader use of blended learning is seen in these documents as one of the potential ways for developing university teaching. Based on official recommendations, the authors of the article substantiate the need to create a course of the French language for occupational purposes for students of the MA program "Language support for project development in the field of international cooperation" in a blended learning format with extensive online component. Results. A survey was conducted among the MA students and teachers in order to carry out needs analyses and analyse the feedback about the experience of learning a foreign language online during the lockdown due to Covid-19 pandemic in Russia. The results allowed to identify technical, methodological and personal risk factors that should be taken into account in the course design process. In addition, the review of scientific articles and recommendations of universities supported the process of selection of the principles underlying the course, as well as the approaches and technologies that determine the logic of its implementation. Conclusions. Blended learning as a transition between traditional face-to-face and distance online learning has great potential in the post-covid higher education. As the survey results has shown, students who have experience in learning a foreign language for occupational purposes in a blended learning format were more satisfied with the quality of online learning during the lockdown related to the spread of Covid-19. At the same time, technical and methodological factors have a decisive influence on the effectiveness of blended learning. They should be imperatively taken into account at the planning stage of the course design. This can be achieved by describing stages of delivery, clear instruction and a careful selection of online tools. The survey results and litterature review allowed to determine the approach, principles and technologies that underlie the course of French for occupational purposes for MA students of the program "Linguistic support for project development in the field of international cooperation."
