Due to the rich resources of urban rainwater and transit flood in coastal areas, rational utilization of rainfall and flood water resources can improve the sustainable utilization, to better serve the coastal development. In this paper, the available quantity of water rainfall and flood water resources in coastal are distributed to domestic water, industrial water, agricultural water and ecologic environmental water. Water price method is used to calculate domestic water efficiency. Energy synthesis is used to calculate the industrial and agricultural water-use efficiency. Ecologic environmental water-use efficiency-sharing coefficient method is used to calculate the ecologic environmental water-use efficiency. Finally, taking Lianyungang City, a Jiangsu coastal city as an example to analyze the rainfall and flood water resources utilization efficiency. The results provide reference to the research for Chinas plain area rainfall and flood water resources efficiency analysis.

<p>ABSTRACT</p><p><br />Development of Rainfall and Runoff Harvesting Technology: Farming System Analysis of<br />Water Resources Utilization. Application of rainfall and runoff harvesting in dry land could be increasing the availability of water resources, extending the growing season, and reducing the risk of loss yield. To create a sustainable water management, farmers participation were needed in its management. The objectives of the research<br />were to study the impact of rainfall and runoff harvesting technology applications (channel reservoir) on farming system and to study the farmers perception on the existence of channel reservoir.The study was conducted in Limampoccoe village, Cenranae subdistrict, Maros distrisct, South Sulawesi province, from February to October 2012. The research was conducted by several steps namely: 1) the application of rainfall and runoff harvesting<br />technology through channel reservoir, 2) analysis of the farming system and assessment of the farmer perception on the existence of channel reservoir. Result of the research showed that rainfall and runoff harvesting technology have been increasing the cropping intensity by changing the previous cropping pattern from rice-fallow-fallow into ricepeanuts-<br />fallow and rice-watermelon-fallow. There was an increase in farmers' income after channel reservoir built and the farmers will be taken the responsibility to maintain the continuity of the channel reservoirs function.</p><p><br /><em>Keywords: </em>rainfall and runoff harvesting, cropping intensity, farmers’ income</p><p><br />ABSTRAK</p><p><br />Aplikasi teknologi panen hujan dan aliran permukaan di lahan kering dapat meningkatkan ketersediaan air, memperpanjang masa tanam, dan menekan risiko kehilangan hasil. Untuk menciptakan pengelolaan air berkelanjutan harus didukung peran serta masyarakat/petani dalam pengelolaannya. Penelitian ini bertujuan untuk mempelajari dampak aplikasi teknologi panen hujan (dam parit) terhadap usahatani dan melihat persepsi masyarakat terhadap keberadaan dam parit. Penelitian dilakukan di Desa Limampoccoe, Kecamatan Cenranae, Kabupaten Maros, Provinsi Sulawesi Selatan, pada bulan Pebruari sampai Oktober 2012. Kegiatan dilaksanakan melalui: 1) aplikasi pembangunan teknologi panen hujan dan aliran permukaan melalui dam parit, 2) analisis usahatani dan penilaian<br />persepsi masyarakat terhadap keberadaan dam parit. Hasil penelitian menunjukkan bahwa teknologi panen hujan dan aliran permukaan dapat meningkatkan intensitas tanam dari pola tanam padi-bera-bera menjadi padi-kacang tanahbera dan padi-semangka-bera, dengan demikian terdapat peningkatan pendapatan usahatani setelah pembangunan dam<br />parit. Petani merasakan manfaat dam parit dan merasa bertanggung jawab dalam menjaga kelangsungan fungsi dam parit.</p><p><br />Kata kunci:<em> teknologi panen hujan, aliran permukaan, indeks pertanaman, pendapatan                       usahatani</em></p>

This paper presents a method for selecting indexes based on cloud model. The natural language qualitative evaluation of water resources utilization efficiency (WRUE) indexes from several experts were converted into quantitative score values. The randomness and fuzziness of conversion process could be fully reflected. Based on the basic index set of WRUE and fifty experts` comments, cloud model was used to calculate each index`s value. Finally, eight indexes covering overall, agricultural, industrial and living industry were selected to construct the evaluation index system. Cloud model is convenient, objective, and the calculation process is simple. The construction of evaluation index system lays a good foundation for the evaluation of WURE.

With the development of industrial and agricultural production and the social economy, the demand for water resources has gradually increased. In this paper, based on the principles of system dynamics, a sustainable water resources utilization model with coupled water quality and quantity is established using STELLA software to assess the sustainable use of water resources. The model includes two modules: a water supply module and a water quality module. The water supply module includes four sub-systems: economy, population, water supply, and water demand. The water quality module consists of an environmental sub-system. The model is suitable for Tianjin, where water resources are scarce. Calibration is performed using data from 2013–2016, and verification is performed using data from 2017. The simulation results are good. In order to compare the sustainable use of water resources in different development scenarios in Tianjin for 2025, a sensitivity analysis is performed for each variable, and four decision variables are selected to establish four water resources use scenarios (Scenarios 1–4). The results show that, compared with scenario 1, water shortages in scenarios 2 and 3 are delayed. Scenario 4, with stable economic growth and environmental consideration, can effectively resolve the contradiction between water supply and demand in the future, and is more conducive to the improvement of water quality. Finally, based on the above research, measures to solve water resources problems are proposed, in order to provide a reference for the sustainable use of water resources and optimization of water resources allocation in Tianjin.

Streamflow information is of great significance for flood control, water resources utilization and management, ecological services, etc. Continuous streamflow prediction in ungauged basins remains a challenge, mainly due to data paucity and environmental changes. This study focuses on the modification of a nonlinear hydrological system approach known as the time variant gain model and the development of a regressive method based on the modified approach. This method directly correlates rainfall to runoff through physically based mathematical transformations without requiring additional information of evaporation or soil moisture. Also, it contains parsimonious parameters that can be derived from watershed properties. Both characteristics make this method suitable for practical uses in ungauged basins. The Huai River Basin of China was selected as the study area to test the regressive method. The results show that the proposed methodology provides an effective way to predict streamflow of ungauged basins with reasonable accuracy by incorporating regional watershed information (soil, land use, topography, etc.). This study provides a useful predictive tool for future water resources utilization and management for data-sparse areas or watersheds with environmental changes.
