In a long review of Acemoglu and Robinson’s 2019 The Narrow Corridor McCloskey praises their scholarship but criticizes their relentless statism—their enthusiasts for a bigger and bigger Stato, so long as it is somehow “caged.” Their case is mechanical, materialist, and structuralist, none of which is a good guide to history or politics. Their theory of social causation mixes up necessary with sufficient conditions, though they are not unusual among political scientists an economists in doing so. They downplay the role of ideas, which after all made the modern world through liberalism. They recognize how dangerous the modern “capable” state can be, what they call The Leviathan, after Hobbes. But their construal of “liBerty” is the provision of goodies to children by a beneficent Leviathan. It is not the adultism that in fact made the modern world of massive enrichment and true liberty. Their vision is deeply illiberal, and mistaken as science.

Rolling contact continuously variable transmissions (C.V.T.) transmit forces through a highly viscous spot between rolling-slipping contacts. The mechanics of the spot are characterized by complex elastohydrodynamic conditions and fluid properties only partially determinable at the extreme pressures of operation. A computer simulation of the spot mechanics based on extensions of research in less complex elastohydrodynamic situations was developed. Comparisons with parallel tests on a commercial C. V. T. verify that the simulation described in a good guide to design of this class of transmissions.

Research on the innovation process and its effective management has consistently highlighted a set of themes constituting "good practice". The limitation of such "good practice" is that it relates to what might be termed "steady state" innovation — essentially innovative activity in product and process terms which is about "doing what we do, but better". The prescription works well under these conditions of (relative) stability in terms of products and markets but is not a good guide when elements of discontinuity come into the equation. Discontinuity arises from shifts along technological, market, political and other frontiers and requires new or at least significantly adapted approaches to their effective management. This paper highlights empirical findings from a selection of companies involved in a project sponsored by the U.K. Department of Trade and Industry. The results indicate a number of key routines that organisations could implement to enable discontinuous innovation.

FeCrAl alloys are promising accident-tolerant fuel (ATF) cladding materials for applications in light water reactors (LWRs). Despite the excellent mechanical and antioxidation properties, this series of iron-based alloys has poor hydrogen embrittlement (HE) resistance due to the strong hydrogen uptaking ability. The hydrogen embrittlement effect can cause the degradation and premature failure of the material, and this effect can be enhanced by the high-temperature/high-pressure/high-irradiation environment in reactors. So, the potential danger should be taken seriously. In this paper, we have studied the hydrogen atom and molecule adsorptions on both Fe (100) and FeCrAl (100) surfaces to discover how the hydrogen atom and molecule (H/H2) interact with the Fe and FeCrAl (100) surface in the first place. The results show that there are strong element effects on the FeCrAl surface. The Al atom itself has no interaction with hydrogen. When the Al atom is beside the Fe atom, this Fe atom has a slightly lower interaction with hydrogen. However, the Al atom beside the Cr atom will enhance the hydrogen interaction with this Cr atom. On the other hand, when the Cr atom is beside the Fe atom, these two atoms (Fe–Cr bridge site) can reduce the interactions with H. In addition, when two Cr and two Fe atoms together make a four-fold site (FF site), the two Cr atoms can increase the interaction of the two Fe atoms with H. The element effects discovered can be a good guide for making hydrogen prevention coatings.

In this paper, the effect of time synchronization error on protection algorithms are studied for the usage of the LAN-based collaborative protection. In order to derive the effect of time synchronization, this paper proposes a substation model which is constructed with IEEE 1588 Precision Time Protocol (PTP) supported intelligent electronic devices. The proposed model is used as an example of a target platform to study the effect of time synchronization error with two typical substation protection algorithms, i.e., current differential-based substation protection and distance protection algorithms. From the analyzed and the simulated results, it was well observed that time synchronization error is a significant error-causing factor for both protection algorithms, resulting in erroneous detection of faults and erroneous estimation of fault distances, respectively. The results of research performed in this paper are expected to provide a good guide for constructing the future LAN-based digital power substation with precise time synchronization.

Remote instrumentation and measurement has always been an attractive area to researchers. Studies on grid-enabled instrumentation system have turned many instruments into resources similar to the computing and storage element. However, the advent of cloud computing further inspires the idea of instrumentation service provision rather than resources. Upon this philosophy, this paper proposes an architecture for instrumentation cloud aiming at guiding the development of the unified platform for remote instrumentation resources management and service provision. The design of the architecture is based on the analysis of requirements for future remote instrumentation system. Then, the use case and related activities of the instrumentation cloud system are derived. The detailed architecture and related function modules are designed according to previous system modeling. Finally a discussion is presented to analyze the potential problems that may encounter in developing the instrumentation cloud. However, most of them are just technique issues and can be solved once technology improves. The proposed architecture is a good guide for future development of on-cloud instrumentation system.

Construction Services Law is a statutory regulation that is used to regulate all matters involving construction services, whereas in this study conducted in Jakarta, Indonesia, Law No. 18 of 1999 about Construction Services and Law No. 2 of 2017 about Construction Services. With changes in the Construction Services Law, there are differences in the form of revisions, additions, and reductions. These differences and changes are analyzed with the aim of developing a better Construction Services Law in the future. The method used in this research is a literature study method and questionnaire survey method. Questionnaire questions were formed based on literature studies from previous research and Construction Services Law discussed in this study. Data obtained from respondents were entered into the IBM SPSS Statistics 23 program and then conducted a validity test, reliability test, correlation test, and regression analysis. The analysis shows that there are several Construction Services Law’s regulations which cannot be a good guide for construction service providers and users yet, due to: the provisions regarding building failures are not well explained, the general lack of provisions governing the selection of expert assessors, the lack of clarity governing labor standards construction work and unclear regulations regarding sanctions for parties involved in construction work.

AbstractMost health economists recommend that improvements in health be valued by asking members of the general public to imagine themselves in different states of health and then to think about how many years of life they would give up or what risk of death they would be willing to accept in order to be in full health. In this paper, I argue that preferences are not a very good guide to future experiences and a more suitable way to value health is to ask people in different states of health how they think and feel about their lives. Valuing health in this way may result in greater priority being given to mental health services. Whatever the precise implications, it is my contention that it is much better to ration health care according to real experiences rather than according to hypothetical preferences.
