Departing from the increasingly widespread problem of People Smuggling, both in the form of organized and unorganized crime networks, both inter-state and domestic as a whole is a threat to the norms of life based on human rights. In this case the role of the immigration officer as the gatekeeper in the country's traffic in the case of people entering / leaving Indonesian territory, as in 2015, the People Smuggling case was successfully revealed by the Immigration Officer within the Soekarno-Hatta Airport Airport I, where immigration officers found three people women wearing fake passports who were about to leave for Kuala Lumpur with perpetrators Laila Yunita and Jamal Al Khatib. This writing aims to analyze the causes and effects of human smuggling, as well as examine the serious efforts made by PPNS in eradicating People Smuggling, especially in the case of People Smuggling committed by Laila Yunita and Jamal Al Khatib. The research uses a statutory approach, a conceptual approach and a case approach. So that with the case, it will be understood how important the value of legal human resources is in the scope of immigration in the context of national law development, as a breakthrough in competency development strategies

A gestão estratégica de recursos humanos no setor público constitui-se como desafio contemporâneo para a sustentabilidade dos programas de governo. Estratégias relacionadas à reforma da gestão de pessoal são recomendadas por vários praticantes, pesquisadores e organizações internacionais especializadas, com o propósito de que os governos as adotem para melhor gerir seus funcionários como meio de garantir resultados positivos. As recomendações propõem o uso de abordagens estratégicas na gestão de recursos humanos fundamentadas na modernização das respetivas políticas, inspiradas nas concepções da New Public Management que advogam uma administração mais eficiente baseada nas práticas aplicadas pelas empresas privadas. Porém, pairam questões sobre a aplicabilidade dessas recomendações, bem como sobre de que modo a gestão estratégica de pessoas, mecanismo pensado fundamentalmente para as empresas privadas, irá se efetivar na área pública. O ensaio foi baseado em uma revisão bibliográfica e documental e enfatiza o contexto do serviço público em Moçambique. The strategic management of human resources in the public sector constitutes a contemporary challenge for the sustainability of government programs. Strategies related to personnel management reform are recommended by a number of practitioners, researchers, and specialized international organizations, with the aim of governments adopt them to better manage their employees as a means of ensuring positive results. The recommendations propose the use of strategic approaches in human resources management based on the modernization of their policies, inspired by the New Public Management concepts that advocate a more efficient administration based on the practices applied by private companies. However, questions remain about the applicability of these recommendations, as well as how the strategic management of people, a mechanism designed primarily for private companies, will be implemented in the public area. The essay was based on a literature and documentary review and emphasizes the public service context in Mozambique.

This chapter evaluates whether austerity can be interpreted as a continuation of an established neoliberal ideology or as a not-to-be-wasted opportunity that is unique to a particular era in time. Using the case of the Irish Non-Profit Voluntary and Community Sector (NPVCS), it draws on a qualitative-based empirical study within the sub-sector of Physical and Sensory Disabilities, built around two principal service providers. The chapter argues that government funding and service-level agreements created the conduit for New Public Management (NPM)-orientated thinking and practices to enter the sector and exert downward pressures on how it manages people and work. Coincidentally, this conveniently aligned with austerity ideology and gave new impetus to NPM. The findings show strong evidence of NPM-orientated changes in work and human resources management, propelled by strong isomorphic pressures that had accelerated and intensified during the era of austerity. The study uses the explanatory lens of institutional theory and labour-process theory to explicate how the state–NPVCS relationship became institutionalized through the isomorphism of NPM and how austerity reinforced and expedited this process.

One of the main practical recommendations from the copious public service motivation literature is that human resources (HR) professionals should use public service motivation (PSM) to assist in selecting candidates for public service jobs. To test if PSM is indeed attractive to HR professionals in selecting applicants to work in the public sector, 238 HR managers recruited from the International Public Management Association for Human Resources rated three cover letters and then rated themselves about PSM and the Big 5 personality traits. The cover letters were randomized on most likely combinations of PSM and Big 5, revealed in earlier research. Our results are that real HR professionals did not rate cover letters more highly when they displayed aspects of PSM.

PATEN is a new public management centered in the sub-district to improve the quality and bring the service closer to the community. Since Regulatory of minister Affair number 4 in 2010 was declared.   The Implementation of PATEN in Indonesia nowdays reach 15 percent.  This research  aims  to identify the  problem of  impelementation  PATEN in  Pilot  district projects in Padang in order to provide recommendation for PATEN implementation. This study used descriptive qualitative research through observation, documentation and interview in collecting data. The result showed that there are a number of obstacles in the implementation of PATEN namely the delegation of authority, procedures, human resources, limited facilities and infrastructure. For That, it is amust for the Local Government to handle those problems

Puru Beach has the potential to attract tourists to visit. But lack of adequate facilities, poor road access, no attractive tourist attractions, minimal Human Resources (HR) managers, and no active role of local government so that it becomes problems to development of Puru Beach. The purpose of this research is to determine the community based tourism development strategy in Puru Beach. This research used a qualitative research method with the technique of taking informants using purposive sampling technique. Data collections in this research used primary data sources and secondary data sources. Data collection techniques carried out by observation, interviews, literature studies, and documentation studies. The analytical tool used to formulate community based tourism development strategies on Puru Beach is SWOT Analysis by looking at internal factors (strengths and weaknesses) and external factors (opportunities and threats) that exist in Puru Beach. Based on the results of the SWOT analysis community based tourism development strategies in Puru Beach can be formulated to make Puru Beach a Sport Tourism, increase promotional media through social media, increase human resources (HR), add supporting facilities, encouraging local governments to improve road access, collaborating with local governments, optimizing tourism awareness groups on Puru Beach, and maintaining cultural values.

South Korea and Singapore faced several challenges in the early 1960s, including unemployment, ethnic conflicts, rising crime, etc. Faced with that situation, President Park Chung Hee and Prime Minister Lee Kuan Yew conducted a strategic plan and launched a series of appropriate policies to recover the country’s economy. The plans to develop human resources for domestic industry are key factors deciding the success of these two countries. It is also the secret for them to achieve their current remarkable and miraculous progress. In this paper, the authors uses historical analysis, statistical method, comparative method, and data analysis to study some human resource development strategies of South Korea and Singapore from 1961 to 1979. Thereby, the author will find out the similarities and differences in their development strategies.

The aim of this transnational comparative research is to analyze if the practice of disclosure of financial information over the Internet by local governments of MERCOSUR countries has been taken into account to increase the transparency of government. To achieve this objective, we evaluate, for a sample of 374 local governments, the adoption rate and the extent of the practice of disclosure and we explore, through of interviews, any reasons related to the involvement of local politicians with this practice. The results indicate a limited number of local governments that adopt this practice of disclosure in MERCOSUR, due to the lack of political will, of human resources and of demand from citizens. Due to the almost nonexistent adoption of this disclosure practice in Argentina, Paraguay, Uruguay and Venezuela, the study of the extent of this practice was restricted to the Brazil, revealing a small and disparate extension. These results show that the local governments of MERCOSUR have not yet woken up to the potential of the Internet to increase the transparency of public management.

Increasing requirements for housing and communal services, its development and improvement are an important factor in improving the quality of people’s lives. This makes it necessary to significantly change the principles of the personnel policy in public institutions. Only then will they be able to improve the quality of goods and services provided to the population, and as a result, to achieve reduce social tension in society. The purpose of research — to learn the basics of formation of personnel policy in the public management company housing and communal services on the example of a particular organization and to formulate recommendations for its improvement. The scientific novelty of the research lies in the fact that the developed principles of human resources policy are adapted to the particular area — management of housing and communal services. The proposed set of measures can be recommended for use in the Russian organizations for the management of housing and communal services because the situation can be regarded as typical for this sector of the Russian economy.
