This article examines the more obscure dimensions of the use of Artificial Intelligence systems in Defense, with a particular focus on lethal autonomous weapon systems. Based on the need to regulate these disruptive technologies in military applications, this paper defends the preventive prohibition of these armaments and makes proposals for a global regulation of the use of Artificial Intelligence in military strategy. The article argues that autonomous systems aggravate the difficulties in managing the instruments of armed violence, which may undermine the foundations of strategy. It also defends the need to promote a global arms control architecture, taking into account that today it is already possible to use Artificial Intelligence applications in all military operational domains and that these are increasingly interrelated.

The paper presents an overview of current and expected prospects for the development of artificial intelligence algorithms, especially in military applications, and conducted research regarding applications in the area of civilian life. Attention was paid mainly to the use of AI algorithms in cybersecurity, object detection, military logistics and robotics. It discusses the problems connected with the present solutions and how artificial intelligence can help solve them. It briefly presents also mathematical structures and descriptions for ART, CNN and SVM networks as well as Expectation–Maximization and Gaussian Mixture Model algorithms that are used in solving of discussed problems. The third chapter discusses the attitude of society towards the use of neural network algorithms in military applications. The basic problems related to ethics in the application of artificial intelligence and issues of responsibility for errors made by autonomous systems are discussed.

AbstractHow will emerging autonomous and intelligent systems affect the international landscape of power and coercion two decades from now? Will the world see a new set of artificial intelligence (AI) hegemons just as it saw a handful of nuclear powers for most of the twentieth century? Will autonomous weapon systems make conflict more likely or will states find ways to control proliferation and build deterrence, as they have done (fitfully) with nuclear weapons? And importantly, will multilateral forums find ways to engage the technology holders, states as well as industry, in norm setting and other forms of controlling the competition? The answers to these questions lie not only in the scope and spread of military applications of AI technologies but also in how pervasive their civilian applications will be. Just as civil nuclear energy and peaceful uses of outer space have cut into and often shaped discussions on nuclear weapons and missiles, the burgeoning uses of AI in consumer products and services, health, education, and public infrastructure will shape views on norm setting and arms control. New mechanisms for trust and confidence-building measures might be needed not only between China and the United States—the top competitors in comprehensive national strength today—but also among a larger group of AI players, including Canada, France, Germany, India, Israel, Japan, Russia, South Korea, and the United Kingdom.

The matter under research of the legal patterns of interaction between the society and individuals and artificial intelligence technologies. Elements of the matter under research is the technological grounds for functioning of artificial intelligence systems, potential risks and negative consequences of using this technology based on the example of intellectual processing personal data and autonomous vehicles and weapon systems, ethical and legal approaches to its regulation. Bakhteev analyzes approaches to describing positions of artificial intelligence systems and whether these systems have personalities and thus certain rights. The research is based on the method of modelling that is used to describe stages of ethical-legal research of artificial intelligence technology. The author also describes different kinds of responses of the society to the development of the aforesaid technology. The main conclusions of the research is the description of stages of artificial intelligence studies, in particular, analysis of the technology itself, associated risks and responses of the society and creation of ethical and then legal grounds for regulation of this technology. The author gives the results of the analysis of possible ethical-legal models of subjectivity of artificial intelligence systems from the point of view of the need and possibility to grant them certain rights. These models include instrumental, tolerant, xenophobic and empathetic. The author also states the main provisions of the code of ethics for developer and user of artificial intelligence systems.

Over the years, Artificial Intelligence (AI) has seen a steady progress in development and evolution that can aid many sectors. Today, AI plays an essential role in the Fourth Industrial Revolution, and it is making its way into the military sector as well. Many countries are actively looking into AI military technology. Some of these innovations include image recognition, text analysis, Self-driving vehicles (SDV), gaming, robotic process automation (RPA) & Robotic and Autonomous Systems (RAS), and Autonomous Weapons Systems (AWS). In this research, we discuss the advantages of each innovation mentioned and analyze the many different cybersecurity threats that awaken due to military artificial intelligence systems. We then discuss the open research areas to better improve the current state of military artificial intelligence applications in terms of ethics, system security, proper strategy plan, accepted responsibility matrix, and introduction of relevant laws.

The article discusses the history of the development of the problem of using artificial intelligence systems in education and pedagogic. Two directions of its development are shown: “Computational Pedagogic” and “Educational Data Mining”, in which poorly studied aspects of the internal mechanisms of functioning of artificial intelligence systems in this field of activity are revealed. The main task is a problem of interface of a kernel of the system with blocks of pedagogical and thematic databases, as well as with the blocks of pedagogical diagnostics of a student and a teacher. The role of the pedagogical diagnosis as evident reflection of the complex influence of factors and reasons is shown. It provides the intelligent system with operative and reliable information on how various reasons intertwine in the interaction, which of them are dangerous at present, where recession of characteristics of efficiency is planned. All components of the teaching and educational system are subject to diagnosis; without it, it is impossible to own any pedagogical situation optimum. The means in obtaining information about students, as well as the “mechanisms” of work of intelligent systems based on innovative ideas of advanced pedagogical experience in diagnostics of the professionalism of a teacher, are considered. Ways of realization of skill of the teacher on the basis of the ideas developed by the American scientists are shown. Among them, the approaches of researchers D. Rajonz and U. Bronfenbrenner who put at the forefront the teacher’s attitude towards students, their views, intellectual and emotional characteristics are allocated. An assessment of the teacher’s work according to N. Flanders’s system, in the form of the so-called “The Interaction Analysis”, through the mechanism of fixing such elements as: the verbal behavior of the teacher, events at the lesson and their sequence is also proposed. A system for assessing the professionalism of a teacher according to B. O. Smith and M. O. Meux is examined — through the study of the logic of teaching, using logical operations at the lesson. Samples of forms of external communication of the intellectual system with the learning environment are given. It is indicated that the conclusion of the found productive solutions can have the most acceptable and comfortable form both for students and for the teacher in the form of three approaches. The first shows that artificial intelligence in this area can be represented in the form of robotized being in the shape of a person; the second indicates that it is enough to confine oneself only to specially organized input-output systems for targeted transmission of effective methodological recommendations and instructions to both students and teachers; the third demonstrates that life will force one to come up with completely new hybrid forms of interaction between both sides in the form of interactive educational environments, to some extent resembling the educational spaces of virtual reality.

It is proposed in the process of digital transformation to integrate the community approach into the company's business model using blockchain technology and methods and results of data science; complement the new digital culture with a digital team and new communities that help management solve business problems; focus the attention of the company's management on its employees and develop those competencies in them that robots and artificial intelligence systems cannot implement: develop algorithmic, computable and non-linear thinking in all employees of the company.

AbstractOur contemporary world is on the verge of crucial changes of an unparalleled pace. The ‘technological changeover’ is the new paradigm caused by the unprecedented evolution of the disruptive technologies. The present world has the tendency to evolve at least exponential, therefore future educational environment is fairly different than its present layout. An entire array of nowadays studies widely recognizes that the progress of the disruptive technologies will pose a meaningful impact over the educational system evolution. Among the most spectacular technologies with disruptive features we should encounter Artificial Intelligence, Blockchain Technology, Cloud Computing, and the like. In an era of technological disruption the education is seen as the new currency. With the help of Artificial Intelligence, for instance, the education system could track how people learn from kindergarten to retirement. Besides, the technology domain will move the centre of gravity from the institutional area to that of the education’s beneficiaries, as we might expect that they will recruit and employ the needed teacher staff, not the institutions. Moreover, the education’s recipients will be the main creators of tomorrow’s professions and within their community the overarching events will happen and the main decisions will be taken in the educational domain.
